Call Meeting to Order The meeting was called to order by Chair, Marcia Richards, at 1:30 p.m. II. Attendance An attendance sheet was passed. III. Craig Foreman, Park Planning and Development Manager, provided the SAB with an update on the Parks and Recreation Master Plan. He was pleased to report that City Council had voted to complete all parks as originally planned. The City will still need to secure operation and maintenance funding, but park development will continue as scheduled. Craig suggested that Jean Helburg be invited to the SAB to give an update on the "recreation" portion of the Master Plan. IV. Public Participation Marjorie McTaggart, liaison from the Women's Commission, gave the following report: On April 1, 2008 the City Council presented congratulations to the 7d', 8d' and 9" grade essay winners for Women's History Month (March). The Marcile Woods nominations are due by April 18t°. SAB members reported that no application form has been received. The SOAP (Slightly Older Adult Players) show will be held May 2"d and 3rd at the Senior Center. They will work with the present parking limitations and make a real effort to encourage carpooling. V. Approval of Minutes March 12, 2008 Bud Herin made a motion to accept the minutes as corrected; Anita Basham seconded the motion; the motion carried. VI. Correspondence • An e-mail was sent to the Board about the training for board members. Barbara Schoenberger clarified that the training is for new members or members that have been reappointed. A DVD of the training is being prepared for reappointed board members. Board members will be notified by the City staff when the DVD is available. • Eldercare Network of Latimer County sent a notice that they would be available to speak at a future meeting. • Sarah Thomas, Publicity and Marketing Specialist from the City of Fort Collins, sent correspondence inviting board members to attend a forum about the selection of a logo for the City. For those who are not able to attend, input can be provided online at: fcgov.com/yourvoice. • Karla Smith, Boards and Commission Coordinator with the City Clerk's office, reported that openings for board participation have been publicized, but there have not been any applications. Board members are asked to recruit applicants. The deadline has been extended. VII. Old Business b. Colorado Trust Grant for the Care Giver Program, a mini grant for staff training for mental health issues and needs assessment in assisted living facilities, a friendly visitor program, and a Hartford Grant Foundation which offers grants to expand interns' exposure to jobs in the field of "aging". -After reconsidering, AARP chapter 759 has decided to again sponsor a conference in October. The topic will be on scams, the same as the first one 11 years ago. At a meeting on Monday, April 7 h, the chair, Lew Lachman, appointed the necessary committees and mentioned that he had already contacted many speakers for the occasion. Additionally, AARP chapter 759 and AARP Colorado are completing the "Devided We Fail" drive, which has been a great success in Colorado. -TRIAD did not meet last month - Poudre Retired School Employees Association — At the monthly meeting on Tuesday, April ls`, the membership chairman announced that the enrollment is now 571members. The Fort Collins Unit will be sponsoring a retirement seminar for teachers and other PERA members who plan to retire within the next few years. C. Communication Committee Report — Peggy McGough reported that the committee did not meet in March. A mailing list was prepared for all of the senior housing complexes in the community so that notices of our off site meetings can be sent to them. A list of news media e-mail addresses was also created. Both lists were made available to SAB members. D. Bridging the Gap Report - Kathy Schuster reported that the committee met March 19a' in Loveland. Valerie DiBenedetto, Cathy Martin, and Kathy Schuster represent the Fort Collins SAB. The committee is continuing to investigate possible sites for the event. This work should be completed by the April meeting. The committee decided to further pursue scheduling Colorado's First Lady, J. Ritter, as the guest speaker. Another suggestion for a speaker was Jill Taylor of the Aspen Club who presents a program on humor. After discussion the committee ruled out election year topics as they might prove to be divisive or repetitive in the current political environment. The committee hopes to confirm a date and site at the April 23 d meeting and to narrow the search for a speaker. E. Social Meeting with the Mayor and City Council — The meeting will be held on May 1 from 4:00 to 6:00 p.m. during the Visual Arts and Crafts Show artists' reception. Each Board member is asked to contact their City Council representative and invite them again to remind them of the Artists' Reception. A note will be sent to Sarah Kane at City Hall so she can remind each of invitees. Invitations will be sent to the City Manager, Marty Heffernan and Jean Helburg. F. SAB member attendance at City Council meeting — Anita Basham, Marcia Richards, and Kathy Schuster attended the City Council meeting on April 1" in order to observe the proceedings. Among the topics of discussion was a revisit of the newspaper condos throughout the city. City Council agreed to pursue a compromise plan whereby the containers would vary according to the location in the city (those containers identified as condos, corrals, and stands). A compromise plan will be presented to the Council at a later date. SAB members were impressed with the patience and time commitment of Council members and the Mayor. 1 A. Senior Center Expansion Committee report — Peggy McGough reported that the application for 5016 was mailed by certified mail on March 31, 2008 to the IRS. The check of $750.00 has been cashed which verifies its receipt by the federal government. The first fund raising event for the Expansion, Ladies of Locust Grove Fashion Show and Tea, will be held at the Senior Center on Sunday, April 13, 2 - 4pm. Tickets are $35. The net proceeds for the event will go to the Expansion account. B. Liaison Reports • Anita Basham reported on Transportation — Kathy Schuster, Peggy McGough and Anita went to the transportation meeting at The Ranch. The guest speakers were Governor Ritter, Senator Salazar and Wayne Allard. An estimated 320 people attended. The overall message was that communities must begin to think regionally and collaborate with one another, in order to secure federal funds for transportation projects in northern Colorado. • Valerie DiBenedetto reported on Housing — It has been reported that there have been difficulties delivering Meals on Wheels to some senior housing, such as the Northern Hotel. She visited the Woodbridge Senior Apartments (across from CB Potts on Elizabeth) recently and suggested that this location might be a good place to schedule an out reach meeting. • Kathy Schuster reported on RSVP — The Caring Companion program continues to thrive. Requests for services have increased so that the number of clients is a near match to number of available volunteers. The new meal site at Sanctuary Apartments is going very well. The number of meals served is increasing, so the concern now is to secure funding to sustain the program. The frozen meal delivery program is growing, as well. At the present rate, the program will serve 1500 more meals than projected for the year. RSVP is presently working to secure additional funding for this program, as well. • Peggy McGough i reported on Senior Center Council and community activities - Senior Center Council is very concerned about the volunteer program at the Senior Center and is working with staff to improve the program. The Cemetery Stroll is scheduled for September 20 and will feature the Daughters of the American Revolution (Cache la Poudre chapter) who are celebrating 100 years in Fort Collins. Peggy has attended two lectures by Margaret Delaney on "Aging with Grace" and care giver training presented by the Alzheimer's Association. The goal is to make contact with the two Ministerial Associations to see if some of the churches would consider the Alzheimer's class in their church programming. Notices concerning "Pathways Past Poverty" were circulated. Community Open House will be Wednesday, April 30 at NACC from 4:30-8:00 p.m. • Stan Ulrich submitted a written report on the Office on Aging, AARP, TRIAD, and Poudre Retired Employees Association - - Margaret Long of the OOA reported that changes needed to be made in the OOA's one year plan. Funding had to be increased for legal services, the family care giver respite program and the Ombudsman program because of increased demand. The Office on Aging is currently working on four separate partnerships with CSU. They include a G. Presentation for May SAB meeting — Valerie DiBenedetto will invite someone involved in Pathways to Poverty or United Way to address the issue of poverty within the senior population. H. Applications for new members — The SAB needs an additional board member; current members are encouraged to recruit applicants. VIII. New Business A. Evaluation of March Outreach meeting — One survey was filled out and that participant reported satisfaction. B. June Outreach Meeting — The meeting will be held at the Lemay Health and Rehabilitation Center at 4824 S. Lemay Avenue on June 11'h at 12:15 p.m. The Administrator has invited the Board for lunch and tour of the facility before the meeting. Cathy Martin will distribute flyers to publicize the outreach event. Chair, Marcia Richards, will present an overview of the purpose and function of the SAB, followed by an introduction of the Board members. Following a break, the regular meeting will continue. Refreshments will be available for participants. Cathy Martin will confirm whether Columbine Health Care or the SAB is to supply the snacks. C. Review and update by-laws — Following some discussion, it was decided that the by-laws will not need to be revised at this time. IX. Other Business A. Marcia Richards, Chair, appointed a nominating committee composed of Cathy Martin, Bud Herin, and Valerie DiBenedetto. The committee will bring a slate to the meeting in May and voting will take place in June. B. Barbara Schoenberger distributed information on the Tax Day Golf Tournament and invited all to participate X.
