The LPC recommended the Local Landmark designation of the Sheely Drive Neighborhood as a local landmark district, and the E.P. Montgomery House, Garage and Shed at 321- 323 East Laurel Street. The LPC moved to recommend a resolution to note the reviewing entity for the State Tax Credit Program. The Commission approved the final plans for the exterior rehabilitation of the Armstrong Hotel, with the exception of some details, including the sign. CALL TO ORDER AND ROLL CALL: Mr. Hogestad called the meeting to order at 5:30 p.m., at 281 North College Avenue. Commission members Bud Frick, Angela Milewski, Janet Ore, Rande Pouppirt, and Agnes Dix were present. Angie Aguilera was absent. Joe Frank, Carol Tunner, and Karen McWilliams represented staff. STAFF REPORTS: Ms. Tunner reminded the Commission of the Colorado Preservation Inc. conference in Denver. COMMISSION MEMBERS' REPORTS: None. DISCUSSION ITEMS: Application of Jack Jennings to the Design Assistance Program List of Pre Qualified Consultants (Staff -Carol Tunner) Ms. Tunner introduced Mr. Jennings. Mr. Jennings explained to the Commission why he wanted to be part of the Design Assistance Program. He explained that he prefers to repair historic fabric and find economically sympathetic solutions for historic Landmark Preservation Commission January 26, 2000 Meeting Minutes Page 2 properties. He has been contracted by owners for design work, including 310 Peterson Street. Ms. Tunner explained how the Design Assistance Program works. Mr. Pouppirt asked Mr. Jennings if he had any experience with additions or restorations. He spoke about the work completed at 310 Peterson and his own home at 1029 Laporte Avenue. The LPC reviewed his resume and Mr. Hogestad asked if there was any public input. There was none. Mr. Pouppirt moved to approve Jack Jennings for the Design Assistance Program list of pre -qualified consultants. Ms. Milewski seconded the motion, which passed unanimously. (6-0) DESIGNATIONS: Sheely Drive Neighborhood Local Landmark District Designation Hearing (Staff Karen McWilliams) Ms. McWilliams showed slides of the neighborhood and described the district. Some design features include the use of different angles, glass walls, ranch styles, respect for the natural terrain, the use of horizontal lines, new construction methods that allowed walls to be opened up, large extended rooflines, sunscreens, walk -out or daylight basements, decks, retaining walls, and a shift in focus to recreational uses in the back yard. Ms. McWilliams went into further detail on some of the unique elements on each of the properties. The homes in the district were built between 1952 and 1959. The eleven properties in the proposed district are: 1600, 1601, 1604, 1605, 1608, 1609, 1612, 1613, 1617, 1645, and 1700 Sheely Drive. Ms. McWilliams read the staff report, which contains the statement of significance, the architectural history, the technological and urban design innovations and new materials that were used, and a description of the important business and civic leaders that were associated with the district. The report included the recommendation by staff that the LPC approve the request and recommend to City Council the Local Landmark designation of the Sheely Drive Neighborhood District, for its architectural, historical, and geographical importance to Fort Collins. Ms. McWilliams also read a letter in support of the district's designation from Corinne Martle-Bromley, President of Hill Pond Neighborhood Association, an adjacent community. The Commission members did not have any questions and there was no public input. Mr. Frick moved that the LPC recommend the Local Landmark designation of the Sheely Drive Neighborhood Local Landmark district for its architectural, historical and geographical significance. Ms. Ore seconded the motion, which passed unanimously. (6-0) 6:30 p.m.Five-minute break 321-323 East Laurel (Staff - Karen McWilliams) Ms. McWilliams reported that this duplex was built as early as 1898. She explained the details of the architectural features. The garage and shed date back to the period of significance, and contribute to the architectural character of the property. Staff explained the work currently being done on the rear shed addition to each duplex unit. Mr. Hogestad asked if the LPC was to consider the house for designation with these changes. Mr. Jennings explained the work and the selection of bead board siding. He added that there might be a substitute material they will use, if approved for the State Tax Credit Program. Mr. Hogestad asked if there was any public input and there was none. Ms. Ore moved tv recommend the Local Landmark designation of the E.P. Montgomery House, Garage and Shed, 321-323 Laurel Street. Mr. Frick seconded the motion, which passed unanimously. (6-0) OTHER BUSINESS: State Tax Credit Reviewing Resolution for 2000 Ms. Tunner reminded the Commission why they were not currently reviewing projects for the State Tax Credit Program locally. The State Historical Society has more staff to manage the program. The application has some requirements that the City has no control over and has caused some discord between the City and applicants in the past. These were the reasons that the Commission decided to have the State continue to review State Credit applications Mr. Frick moved for the LPC not to be the reviewing entity for the State Tax Credit Program for the year 2000. Mr. Pouppirt seconded the motion, which passed unanimously. (6-0) CURRENT DESIGN REVIEW: 259 South College Avenue Hotel Armstrong — Final Review of Exterior Rehabilitation (Tom Livingston for Old Town Hotels LLC) Ms. Tunner explained some of the issues that were discussed at the conceptual review on September 23, 1999. There were six conditions that the Commission identified. Ms. Tunner added that the applicants had received a State Historical Society grant to do the work. Secretary Standard's numbers 1,2,5,6,7 and 9 apply to this project. Ms. Tunner said that she was concerned about the use of the frosted glass in the northeast entry and requested a brick sample of the material proposed for the rear courtyard. Chip Steiner, addressed these issues including retaining the stairwell, re -designing the entrance according to historic photos, keeping the windows in proportion, and restoring the exterior with the tin siding. In addition, the display window caps and the storefront glass will be retained. Mr. Frick asked about the angle, style, and schedule of the doors, which will be glass. Jim Johnson, Architect, explained that the whole transom and vents would be recreated. The vents will not be operable. Mr. Frick asked about the simulated leaded glazing. Mr. Johnson described a 4" x 4" actual leaded glass system. Tom Livingston, Old Town Hotels LLC, compared the storefront system to that of the Opera Galleria. Mr. Johnson reported that frosted, decorative, and translucent glass would be used. He added that the Walkins Stained Glass Company in Littleton Landmark Preservation Commission January 26, 2000 Meeting Minutes Page 4 had originally done the Opera Galleria windows. Mr. Livingston added that they consulted with the Colorado State University, Architectural Historic Preservation Program people. Mr. Johnson explained that they needed to design and build a stronger leaded glass system than what exists at the Opera Galleria, by enhancing the stiffening stems. Mr. Frick asked about the louver vent screen on the south side (5.18) and the panels in the storefront. Margi Ammon, architect, explained that they are louvers set in the glass. Mr. Frick asked why the louvers did not match the brick sills. Ms. Ammon said that only some lintels are existing. Mr. Frick pointed out Detail 14 on A103 and said that the kickplate trim should be one piece, 1 x 3, and angled to drain water that would allow for less maintenance. He asked, when re -bricking the west elevation, would there be a sill under the new louvers. Ms. Ammon said that there are new grills and they are filling in underneath where there was a door originally. Mr. Johnson said that they had not chosen a brick to be used in the courtyard. Mr. Johnson further explained the proposed frosted glass on the northeast window that is actually the use of glass with a film applied to the backside. This will create a feeling that the windows all belong, but they will not be translucent. Mr. Frick was concerned that they are losing some of the visual continuity. He suggested using cafe curtains. Mr. Hogestad agreed that the continuity of the storefront is a key issue. Ms. Ore said that she agreed. Mr. Johnson explained that the theme of their design was contemporary elegance routed in Western history. The LPC and applicants discussed the proposed signage and the canopy on the south elevation. Mr. Hogestad suggested that they simplify the design and pick upon more architectural elements of the hotel. Mr. Johnson said that they would like to bring more life to the building. They would like some attention brought to the Olive Street entrance. Mr. Hogestad added that the sign could be simplified. Ms. Tunner said that the sign did not meet code. Mr. Hogestad also requested shop drawings of the transom glass. Mr. Frick asked about the enlarged site wall elevation. The wall was described as free standing to conceal the parking in the rear, which faces Olive Street on either side of the driveway. Mr. Frick moved to approve the exterior rehabilitation of the Hotel Armstrong at 259 South College Avenue as presented, with the exception that the sign at the corner not be part of the approval, the brick color, the final color schedule, and the transom leaded glass shop drawings be submitted separately for approval. The proposed signage will be presented later. Also, the glass at the northeast corner of the building should stay clear. Mr. Pouppirt seconded the motion, which passed unanimously.
