SUMMARY OF MEETING: A complete interior and exterior rehabilitation as well
as an addition was approved for the Corbett House, at 210 Peterson for State Tax
Credit, Part 2. Re -roofing for 214 - 222 Pine Street was approved for State Tax
Credit, Part 2. The LPC approved a revised submittal of a proposed awning for
#23 Old Town Square. The repair or replacement of all the windows on the B. F.
Ayers House at 518 Peterson Street was approved. The Commission discussed
the Standards and Guidelines for Historic Properties.
CALL TO ORDER AND ROLL CALL: Ms. Carpenter called the meeting to order 5:30 p.m.,
at 281 North College Avenue. Commission members Per Hogestad, Bud Frick, Stephen
Short, Rande Pouppirt, James Tanner and Angela Milewski were present. Carol Tunner,
Karen McWilliams and Joe Frank represented Staff.
GUESTS: Gino Campana, owner, Suite 152 Nightclub, #23 Old Town Square; Kate
Malers, owner, 518 Peterson Street; Les Sunde, owner, 214-222 Pine Street.
AGENDA REVIEW: None
STAFF REPORTS: Ms. Tunner reported that the belt cornice on 208 Linden Street was
supposedly repaired yesterday. The Design Review Sub -Committee will need to re-
schedule their meeting regarding the Howes Street Hideaway. This project involves the
construction of a duplex behind a locally landmarked house at 510 S. Howes. The Sub -
Committee chose to meet Thursday, April 30 at 8:00 a.m.. Mrs. Tunner also proposed to
revisit the Friend of Preservation Awards for 1997 under other business.
COMMISSION MEMBERS' REPORTS: None.
APPROVAL OF MEETING MINUTES: The March 25, 1998 LPC meeting minutes were
accepted as submitted.

seconded the motion, which passed unanimously. (7-0)
CURRENT DESIGN REVIEW:
d Town Square Suite 152 Nightclub - Awnina (Gino Campana business
Ms. Tunner reported that a patio had been approved administratively and she showed
slide. She said that Mr. Campana has proposed a black awning, Sunbrella acrylic fabric
for the site. Ms. Tunner asked if the logo at the end of the awning would be done in all
white. Mr. Campana said yes. He described that it would take the same shape as the
transom at the front door and would be adjacent to the mulleins of the door. The awning
would come out to the fence. One change was with the flat plate connections. The
submitted drawings were noted as to the change. Ms. Milewski asked is it was to be
fastened to the existing handrail. Where it was noted on the plans that it would be
fastened to the existing handrails, it was crossed out. Mr. Frick said that the canopy would
have to be tailored around the tube with the revised design. The column and frame would
also have two cross -members added. Mr. Tanner asked if the awning would affect the line
of sight in the plaza. He did not believe that the line of sight would be affected, but it
should be considered each time. Mr. Short said that he did not like the black color of the
awning.
Mr. Hogestad moved to accept the proposal as revised in the drawing. Mr. Frick
seconded the motion, which passed unanimously. (7-0)
Ms. McWilliams commented that there is a building permit hold on anything in the public
right-of-way while they are changing that local designation. Mr. Frank suggested that the
applicant talk to Progressive Old Town Properties on this. Ms. Milewski asked if they could
speed the process up. Ms. McWilliams said only if the LPC does a non-consensual
designation.
Trimble Block, 140 N. College Avenue -Window Security.
Ms. Tunner explained regarding proposed window security grills, that applicant, Mr.
Richard Beardmore, for Cache La Poudre Rifleworks, did not believe there to be a true
arch to the window sign. They will also be using smaller pickets and therefore shorter
finials in the grillwork. He intended to frame the sign with the pickets in order to make it
look more decorative. Ms. Tunner said that he did not understand the intent of the motion
made at the last LPC meeting. Ms. Carpenter was concerned that they lost the arch. The
Commission recalled that the sign was drawn arched in the original submittal drawings.
Ms. Tunner showed a slide of the signage. Mr. Short said that they need to see the original
application. It was Mr. Frick's motion which requested that the pickets be arched with the
signage. Ms. Milewski agreed and recalled that the arch was in the motion. Mr. Hogestad
suggested that they be more clear.

Mr. Hogestad moved to uphold the last motion.
Mr. Frank suggested that everyone agree by a head shake if they want to see the arch,
and that the latest drawing is unacceptable. Mr. Frick drew a recommended arched design
which will be given to Mr. Beardmore.
518 Peterson, B.F. Ayers House - Repair and/or Replacement of Windows
Amendment to State Tax Credit (Kate Malers)
Mr. Frick dropped out of the discussion because of a conflict. Ms. Tunner explained the
project. It is an amendment to Part 1 of a State Tax Credit application from June, 1995.
The applicant would like to add the option of repairing or replacing four historic windows.
Ms. Carpenter asked if Ms. Malers, was installing one double hung window for the big
picture window. Ms. Malers said that the original application said double hung and she
interprets that as a Marvin double hung. She said that the south east window in the kitchen
was a later add in. She said that she needs some advice, because there is a mis-match
of windows on the house. The upper south side windows are non -historic. The entire
second floor windows, sill, casing, and walls were replaced after a fire. Mr. Tanner asked
if only four historic windows, downstairs are left on the whole house. He asked if her
ultimate goal was to replace all of the non -historic windows. Mr. Tanner added that they
would be approving the tearing out of four historic windows to make all the windows in the
house match. Ms. Malers explained that she does not want to switch the storms and
screens out twice a year. Mr. Frick added that the front rooms of the house have already
been tom down to the lath and plaster. This is an opportunity to replace the windows. The
options were to do all Marvin windows or do all new windows to match the four historic
windows. He suggested that they do all Marvin windows and the addition will match. Mr.
Short said that he does not feel that they can approve it, if she hasn't asked for it. Ms.
Milewski questioned if they are being asked if she can remove the historic windows. Mr.
Frick stated that the windows are ancient and are held up by pins in holes. Mr. Tanner
asked if the Commission would agree to taking out the four historic windows. Mr. Short
said that he has a problem with the applicant's indecision. Mr. Hogestad preferred that she
save all of the wood possible.
Mr. Tanner moved to grant the applicant the option of repairing or replacing the all
the windows on the house with Marvins or custom windows. Mr. Hogestad
seconded the motion and added that he would like to see the dimensions of the new
windows. The motion passed unanimously. (6-0)
The Commission asked Ms. Malers to come back later with her selection, just in an
informational format.

Standards and Guidelines for Historic Properties and Process for District
Designation
Ms. McWilliams discussed the following issues: Review of Non -Contributing Buildings;
Color, Landscape and Fences; Interim Control; Time Involved and possibly other issues.
Review of Non -Contributing Buildings
Ms. McWilliams explained that under our current City code the LPC do review all non-
contributing buildings in a district. This includes all alterations. The Standards and
Guidelines, as currently written, would involve changing in the code so the LPC would not
review non-contributing properties in the district, accept for the properties in the Old Town
Historic district.
Landscaping and Fences
Alterations to these features should be addressed under Guidelines, unless they are
historic fences, which should be retained.
Interim Control
Ms. McWilliams said that City Council could grant a variance if it were an issue of public
health or safety. Interim control begins once a building is being considered for designation,
and the process begins formally with the LPC. She discussed how this could affect
homeowners, while a district is being designated. Ms. Carpenter discussed how interim
control was important, because anything could happen in the meantime.
Time Involved
Mr. Frank suggested that the LPC allow some administrative review of alterations.
Ms. McWilliams discussed how this process would affect the property owner. Ms.
McWilliams talked about forming a Sub -Committee, with Ms. Carpenter, Mr. Hogestad and
Mr. Tanner.
OTHER BUSINESS:
Friend of Preservation Award
Ms. Tunner reviewed the nominations of the Harmony School, the Coy -Hoffman Barn, the
Trimble/Barkley Blocks, Phil Walker and the C & S Depot and Annie's Grave. Ms. Tunner
mentioned the Forrester Block Renovation and the Commission decided it was work done
this year and it would be eligible for the award next year.
The LPC agreed the house and the barn would likely be eligible. A potential purchaser
would like to turn the barn into a performing arts center for children.
