Regular Meeting Minutes
January 8, 1991
BL14HRRY OF KMING% The Commission amended and approved the
December 4 and the December 18, 1991 minutes. A motion passed
to extend a contract for the CLG survey work to Front Range
Research Associates under contract with Community Services
Collaborative. Mr. Frank and Ms. Massey reported favorably on
a meeting earlier in the day with the consultants for the
HRPP.
CALL TO ORDER
Commission Chair Rheba Massey called the meeting to order at 6:00
p.m., 281 North College Avenue. Brian Janonis, Rheba Massey, James
Tanner and Ruth Weatherford were present. Jennifer Carpenter, Bud
Frick and Rae Ann Todd were absent. Carol Tunner and Joe Frank
(staff liaison) represented staff.
CURRENT ITEMS
Approval of the December 4, 1991 Minutes
The Historic Resources Preservation Program section of the December
4, 1991 minutes was amended to read as follows:
Ms. Massey reported that she had been experiencing concern about
the "Draft Historic Contexts," so she asked some knowledgeable
people to review the report and comment. The comments were that
the report was not done according to the National Park Service
Standards or Ms. Massey's addendum to the RFP.
Discussion followed on how to improve the working relationship with
the consultants in the future. In order to meet CLG timelines, the
LPC and the staff will assume more of the workload in setting
priorities, determining endangered structures and preparing the
final report.
Ms. Tunner noted that staff and the LPC are already committed to a
very heavy workload. Ms. Carpenter commented that many of the
problems of this project are the result of lack of staff time. The
city council wants the LPC to work toward alleviating crises
management of historic structures; therefore, the council needs to
give the LPC increased staff time to do the necessary support.
Ms. Weatherford moved to approve the December 4 minutes as amended.
Mr. Janonis seconded the motion. The motion to approve the
December 4 minutes, as amended, passed 4-0. Ayes: Janonis,
Massey, Tanner and Weatherford.

Approval of the December 18, 1991 Minutes
The December 18, 1991 minutes were amended to note that Ms. Todd
left the meeting before the motion to adjourn.
Ms. Weatherford moved to approve the December 18 minutes as
amended. Mr. Tanner seconded the motion. The motion to approve
December 18 minutes, as amended, passed 4-0. Ayes: Janonis,
Massey, Tanner and Weatherford.

Ms. Massey reported on the 4:00 p.m. January 8, 1992 meeting with
the consultants from Community Collaborative Services and Front
Range Associates. The consultants have agreed to meet the LPC's
requests for changes to the "Draft Historic Contexts" at no
additional cost.
As a result of today's meeting, descriptions of property types"at
the end of each section and improved maps will be included;
subdivisions will be discussed chronologically. The final context
will include more information on historically significant
individuals, the impacts of the trolley and automobiles and
buildings lost because of the automobile. Mr. Frank has sent the
document with comments to the consultants. Some revisions will be
made now, but changes in detail and content will be made after the
surveys are completed.
Mr. Tanner inquired about the payment agreement with the
consultants. Mr. Frank responded that the consultants will be paid
for the work they have completed and final payment will be made
when the LPC receives the final document. Mr. Frank will send the
consultants a follow-up letter regarding the agreements reached
today.
Mr. Frank reported that the consultants have submitted a bid for
survey work of requested structures. He expects the final context
to be completed in July, 1992. Staff will have to discuss the
amended schedule with the state, but Mr. Frank believes that they
can come to an agreement.
Ms. Massey noted that the absolute deadline for the National Park
Service (for CLG grants) is September 1, 1992.
Mr. Tanner moved to extend a contract for the CLG grant survey work
to Front Range Research Associates under subcontract with Community
Collaborative Services. Ms. Weatherford seconded the motion. The
motion to approve extending the contract passed 4-0. Ayes:
Janonis, Massey, Tanner and Weatherford.

Revised Proiect Schedule
In response to the December 20, 1991 memo from Allyn Feinberg of
Community Collaborative Services, Ms. Massey agreed to serve as a
subcommittee to review the drafts before they come before the
commission.
OTHER BUSINESS
Concerning LPC meeting minutes, the LPC asked the secretary to move
the summary of the meeting to the top of the report and to set it
off in a box. The commission asked if it was possible that minutes
not be circulated until after the commission has had the
opportunity to review, amend if necessary, and approve the minutes.
Ms. Tunner distributed copies of the 1992 LPC Work Program to
commission members.
Mr. Frank requested information from Ms. Massey on how historiAal
preservation fits into the framework for environmental action to
give to the Natural Resources staff.
Ms. Weatherford moved to adjourn the meeting. Mr. Janonis seconded
the motion. The motion to adjourn passed 4-0. Ayes: Janonis,
Massey, Tanner and Weatherford.
Ms. Massey adjourned the meeting at 6:48 p.m.
