Special Session Minutes
February 12, 1992

CALL TO ORDER
Commission Chair Rheba Massey called the meeting to order at 5:30
p.m., 281 North College Avenue. Jennifer Carpenter, Bud Frick,
Brian Janonis, Rheba Massey, James Tanner and Rae Ann Todd were
present. Ruth Weatherford was absent. Guests: John Dengler and
Kevin Patrick of John Dengler Associates, Architects; Tommy Short,
business owner of Linden's; Chris Wessling of Wessling
Construction; Zachary Wilson, council for Mr. Short; Dick
Beardmore, business owner of 223 Linden; and Jane Blandford and
Wayne Latham of the Colorado State University Historic Preservation
Program. Carol Tunner and Joe Frank (staff liaison) represented
staff.
CURRENT ITEMS:
208-214 Linden Street
Background: on December 4, 1991, the LPC approved with conditions
the renovation of the storefront at 208 Linden and the repainting
of 208 and 214 Linden. A storefront profile for the work at 214
was submitted as requested and exploratory demolition of that
storefront has proceeded.
Storefront: After the non -historic additions were removed, the
application encountered some unforeseen conditions: the original
header had been removed and replaced by a lower header and the area
of the transom windows had been bricked in.
After consultation with Brian Shear, structural engineer, and Chris
Wessling, contractor, the applicant believes that the cost to build
the storefront in a completely historical style, as originally
proposed, will be prohibitive. The applicant presented a revised
submittal explaining these details and proposed a solution to
rebuild the storefront with modifications to the transom window
area.

Under citizen comments, Dick Beardmore, owner of a business at 223
Linden inquired if the applicant had considered installing a
temporary steel beam for bracing, remove the brick and install the
transom windows as originally designed. Mr. Beardmore noted that
this procedure has worked well for other preservation projects in
Old Town.
Mr. Dengler responded that the cost for this job would be
approximately forty thousand dollars and choosing this alternative
would require Linden's to be closed for several days, resulting in
loss of revenue. Also, Mr. Short has decided that the additional
windows would let in an undesirable amount of light from the street
light directly in front of the windows. Therefore, Linden's has
decided to pursue other design alternatives for the modified
storefront.
Discussion followed on the construction of the pilasters at 214
Linden. The Commission agreed with Mr. Dangler to add belt cornice
dentils and they recommended they be spaced to match the brackets
above. Mr. Frick suggested moving the transom panels up
proportionally in the space between the belt cornice and the
display windows.
Paint Scheme: The applicant presented a revised paint scheme to
the commission including an accent color on the buildings to match
the newly installed awnings. A discussion followed and the
Commission and applicant agreed on the tan color for the transom
panel center surfaces, and the pilasters to be painted all one
color to match the brick color of the building.
Rear Elevation in the Alley - The applicant presented a submittal
for adding a shed -roofed, stuccoed, concrete block enclosure behind
the building to use as additional storage for the restaurant.
Currently there is an unsightly, potentially dangerous and wasted
space in the alley between 208 and 200 Linden. The applicant
suggested that he would like to close off this area with a steel
gate to keep vagrants out of the area.
Mr. Frick suggested that this area could be roofed over, and used
as a supplemental storage area.
.Mr. Short was uncertain of the feasibility of this suggestion, but
would consider it.
Mr. Frick suggested that the commission could approve extending the
storage area, and if the applicant finds this is feasible, the
applicant will not have to appear before the commission again for
approval.
Mr. Frick moved to approve the submittal as submitted with changes

noted in colors and details and to approve the addition of a stucco
walled shed storage area to the back. If the applicant finds that
they can move the new storeroom over 4 1/2 feet to close in the
space, it is to be considered approved by the LPC. The condition
of color and detail changes included: (1) The two masonry
pilasters' wood applications to be fluted by routing, the grooves
all one length, and painted all one color to match the submitted
brick color; (2) Move the belt cornice dentils closer together to
match the cornice brackets above; (3) Paint the transom panels the
submitted tan color and move them up proportionally between the
belt cornice and display windows. Mr. Janonis seconded the motion.
The motion to approve the submittal as submitted, with noted
changes, passed 6-0. Ayes: Carpenter, Frick, Janonis, Massey,
Tanner and Todd. There was no citizen input.
Awnings - when the applicant applied on January 22, 1991, to the
Building and Inspection Department for a sign permit for the awning
sign, staff noted signage changes and more complete submittal
materials in the shop drawings. The awning sign was subjected to
administrative review at that time.
Ms. Carpenter inquired about the status of the awning proposal at
this time.
Ms. Tunner responded that she and Mr. Frank are in the process of
working out concerns about the awning with the applicant. There
have been several citizen complaints regarding the awnings.
Ms. Tunner thanked all participants for their efforts in this long
complicated procedure.
OTHER BUSINESS:
Ms. Tunner distributed the following materials to commission
members:
- A newly revised brochure, "The Fort Collins Landmark Preservation
Commission and Local Landmark Designation"
- A February 11 memo to staff from Allyn Feinberg of Community
Services Collaborative on the progress of the Historic Resources
Preservation Program
- A draft outline of the Historic Resources Preservation Program
submitted by CSC. Mr. Frank asked that the LPC review this
document by the next meeting.
- A memo from Thomas Simmons of Front Range Research to Allyn
Feinberg on the progress of the 1992 Fort Collins Historic Survey
- Excerpts from the "Larimer County Parks Survey Results"
- A PAS memo that addresses the Americans with Disabilities Act.
Ms. Massey announced that the Planning Department is holding a

neighborhood compatibility workshop Thursday, February 20, 1992,
7:00 p.m. to 9:30 p.m. at Webber Junior High School. She asked
commission members to attend, if possible.
Ms. Massey adjourned the meeting at 7:00 p.m.
