SUMMARY OF MEETING: The Commission amended and approved the
February 5 and February 12 minutes. The Commission viewed the
slide program, "The Wrecking Ball of Progress," as a training
opportunity. A motion passed to approve an amended proposal
to repaint the first floor north facade of 317/323 Walnut
Street. There was a discussion supporting LPC participation
in the May 9 National Trust tele-conference. The Commission
approved a request to change the March 18 work session to
March 11. No. Tunner announced a March 11 luncheon, sponsored
by the Downtown Business Association, at which the LPC is
scheduled to honor recipients of the 1991 outstanding Historic
Renovation Awards.
CALL TO ORDER AND ROLL CALL
Commission Chair Rheba Massey called the meeting to order at 5:30
p.m., 281 North College Avenue. Jennifer Carpenter, Bud Frick,
Brian Janonis, Rheba Massey, James Tanner, Rae Ann Todd and Ruth
Weatherford were present. Wayne Sundberg, Kathy Jordan -Pace and
Victor Coppola, business owners of Jordan's at 317 Walnut Street,
Elizabeth Carroll, business owner of The Purple Rose at 323 Walnut
Street, Ann Flack of Edaw, Inc. (administrative coordinator) and
Dick Beardmore were guests. Carol Tunner and Joe Frank represented
staff.
APPROVAL OF MINUTES
Approval of February 5 1992 Minutes
Ms. Massey noted that the training session she attended was in
Albuquerque, New Mexico, not Prescott, Arizona (page 3). Mr.
Tanner recommended that "individually if possible" be deleted from
the sentence "There was a consensus of opinion among the Commission
to not review cable installation individually if possible" (page
3). Mr. Tanner also suggested that the sentence, "The current
awnings are not," be deleted (page 4).
Mr. Frick moved to accept the February 5, 1992 Minutes, as
corrected. Ms. Weatherford seconded the motion. The motion to
approve the February 5 minutes passed 6-0. Ayes: Frick, Janonis,
Massey, Tanner, Todd and Weatherford. No. Carpenter was not
present when the February 5 minutes were corrected and approved.
Approval of the February 12 1992 Minutes
Mr. Tanner noted that the word, "application," under the section
heading "Storefront:" (page 1) should be "applicant."

Ms. Todd moved to accept the February 12, 1992 minutes as
corrected. Mr. Tanner seconded the motion. The motion to approve
the February 12 minutes passed 7-0. Ayes: Carpenter, Frick,
Janonis, Massey, Tanner, Todd and Weatherford.
TRAINING PROGRAM:
The Wrecking Ball of Progress." presented by Wayne Sundberg
Commission members viewed Wayne Sundberg's superb slide
presentation of Fort Collins architecture past and present. Mr.
Sundberg's presentation illustrated how many valuable historic
structures have been lost in Fort Collins and demonstrated the need
for historic preservation intervention.
CURRENT ITEMS:
Ms. Flack of Edaw, Inc. made a presentation to repaint the first
floor wood trim of 323 Walnut, (The Purple Rose) green to match the
trim currently on Jordan's, 317 Walnut. Ms. Flack stated that the
owners of the Purple Rose propose to add a deep tone purple to
replace the light lavender paint on the kick plates.
Ms. Tunner explained that presently the upper half of the building
trim is painted brown, orange, and beige. Jordan's, at 317 Walnut,
was painted green a year ago without LPC approval (they were
unaware of the necessary approval).
Ms. Massey said that she was not aware of any historic Old Town
buildings that have different colors of paint on the second and
first floors.
The applicants believe that painting the kickplate purple is
necessary to differentiate the Purple Rose from Jordan's. They
reported that many customers cannot distinguish between the two
businesses.
Mr. Frick pointed out the differentiation of businesses should be
accomplished through signage, not exterior paint.
Ms. Flack responded that these businesses are out of the main path
of traffic and have special differentiation needs.
Mr. Tanner asked why the differentiating color needs to be purple
and suggested that the brown trim from the second floor should be
brought down to the first floor to provide continuity.
Ms. Flack stated that brown is not as attractive as purple and the
use of brown will cause a loss of business.

Ms. Massey then suggested bringing the orange color from the second
floor down in fine line trim.
Ms. Carpenter stated that the upper and lower floors must be tied
together. She suggested painting the orange on the second floor
green to achieve this continuity.
Ms. Flack responded that Edaw is not in a financial position to
paint the upper floor at this time.
Ms. Carpenter pointed out that Design Guideline #12 discourages the
use of different colors on different floors of the same building.
The Forrester/Seckner Block Building is a contributing building and
the Commission needs to follow the guidelines.
Mr. Frick suggested painting the jambs and heads of windows brown,
doors brown or green, and painting the sashes green. Purple should
not be used. He further suggested that the sign could hang out
from the building rather than be flush mounted.
Mr. Tanner commented that it appears that the applicants are trying
to come up with a color scheme when letter signage is what is
required.
Mr. Coppola asked the Commission for a recess so the applicants
could discuss the various suggestions the Commission had made.
Ms. Massey asked if there was any citizen input. There was none.
The Commission agreed to the recess.
After a 20-minute recess, the applicants returned and Mr. Coppola
stated that they had read guidelines 12, 13 and 14. He reported
that the applicants had agreed to carry the brown down and use it
on the recessed face of the door jambs and paint the doors green.
The trim around the kickplate panels will be brown, and purple will
not be used at all.
Ms. Jordan expressed her appreciation for the Commission's
commitment to follow the historic guidelines.
Mr. Janonis moved to accept the applicants' amended proposal. Ms.
Carpenter seconded the motion. The motion to accept the amended
proposal passed 6-1. Ayes: Carpenter, Janonis, Massey, Tanner,
Todd and Weatherford. Nays: Frick.
Ms. Massey clarified the applicants' amended proposal, stating that
the kickplates below the belt cornice will be painted green and the
recess trim around the kickplates will be painted brown, the same
color as the belt cornice.

OTHER BOSINESS:
Applications for the National Trust
Mr. Frank announced that the City of Fort Collins will pay for
National Trust membership for any commissioner.
Discussion Concerning Sponsorina a May 9 National Trust
Tele-Conference
Ms. Tunner encouraged the Commission to participate with the rest
of the state in a May 9 tele-conference, sponsored by the National
Trust, Colorado Historical Society, and Colorado Preservation, Inc.
She stated that participation offers many advantages and will not
require great effort or cost. The tele-conference will provide
good LPC training and will expand the citizen interest in
preservation advance planning. Ms. Tunner will volunteer to
coordinate the tele-conference as a Board. member of Colorado
Preservation, Inc.
Ms. Tunner discussed what support she will need from the city and
the LPC for the event. Mr. Frick made a motion to support
participation in the tele-conference. Ms. Weatherford seconded the
motion. The motion passed 7-0.
Request to Change the Date of the March 18 Work Session
At Mr. Frank's request, the Commission agreed to change the date
for the March 18 work session to March 11 so that the Commission
can meet with Allyn Feinberg of Community Services Collaborative to
discuss the program outline of the HRPP.
1991 Outstanding Historic Renovation Awards
Ms. Tunner announced a luncheon sponsored by the Downtown Business
Association will be held from 11:30 a.m. to 1:00 p.m. on March 11
at the Mountain Empire Hotel. The LPC will present honor awards to
Thomas Clark Livingston, Mr. and Mrs. Jacob Strouse and Bob Coonts
for their 1991 renovations to their buildings.
