Work Session Minutes
April 15, 1992

SUMMARY OF MEETING: Chip Stainer, Director of the Dovntovn
Development Authority, advised the Commission of the status of
the Linden Hotel. The Commission agreed that the Linden vas
important and offered to help find funding sources and
incentives. Four projects were selected to receive the
Friends of Preservation Avard.
CALL TO ORDER AND ROLL CALL:
Commission Chair Rheba Massey called the meeting to order at 5:30
p.m., 281 North College Avenue. Jennifer Carpenter, Bud Frick,
Rheba Massey, James Tanner and Ruth Weatherford were present.
Brian Janonis and Rae Ann Todd were absent. Chip Steiner, Director
of the Downtown Development Authority, Dick Beardmore and Wayne
Latham were guests. Carol Tunner and Joe Frank represented staff.
DISCUSSION ITEMS:
Linden Hotel- Downtown Development Authority
Chip Steiner, Director of the Downtown Development Authority,
reported that the DDA has savings monies to invest in the
restoration of the Linden Hotel. Mr. Steiner said that the
restoration work will cost $71 per square foot; the building can be
sold for $35 per square foot. Public sector contribution is
mandatory to make the project attractive to the private sector.
The DDA Board of Directors is to submit a proposal package to the
realtors.
A well -established Fort Collins company is interested in using the
upper two floors for office space and renting out the first floor.
The board will solicit statements of interest from other possible
investors.
Mr. Steiner pointed out that if resources, in addition to the DDA'
monies can be utilized, then the DDA will have more funds available
to extend the Old Town area. Mr. Steiner asked the LPC to consider
ways to get money for the Linden Hotel restoration.
Mr. Steiner stated that the Old Town extension will not begin until
next year unless there are Landmark Preservation funds available to
help with the Linden Hotel; then the Old Town extension can begin
this year.
The Commissioners and Mr. Steiner discussed state tax credits that
can be passed to tenants with five-year leases, and Mr. Frank
reported that staff has requested gambling funds for the Linden
Hotel project.

Mr. Steiner asked the commission to look into incentives and
possible funding and give him this information before the June City
Council meeting.
The commission agreed to endorse the DDA in the Linden Hotel
restoration project and research incentives and possible sources of
funds.
Friend of Preservation Awards - Nominations
Ms. Tunner showed slides of possible projects for nomination for
the Friend of Preservation Awards.
The Commission voted to recognize Cheryl and Ralph Olson for the
Forney House, 309 S. Grant; the Rio Grande Restaurant renovation,
141 W. Mountain; the owners of 513 E. Oak for repainting the
structure that revitalizes the neighborhood; and Karene and Ted
Will for on -going preservation and restoring the Old Firehouse.
Fort Collins High School Discussion
Commission members discussed writing a letter to the Poudre R-1
School Board, offering LPC resources and contacts with the National
Trust for Historic Preservation and the National Parks Service for
the Fort Collins High School preservation effort.
Mr. Frank will research the status of the school.
OTHER BUSINESS:
Staff Report
Ms. Tunner distributed copies of an article on the Brown Farm that
appeared in the December 21, 1989 issue of the Triangle Review.
Ms. Tunner sent a letter concerning the placement of utility boxes
on Old Town structures to Dennis Greenwalt of Columbine Cable T. V.
Ms. Tunner reported that the National Trust is sending a phone for
participation in the May 9 National Trust teleconference. She has
sent in 20 slides and narrative illustrating Fort Collins
preservation successes and needs.
Preservation Week will include a celebration on May 15 from 5:00 to
7:30 at the Masonic Temple.
Dick Beardmore reported that the Colorado State University
Industrial Sciences Department will help Colorado State do a
historic inventory of the entire campus. The LPC offered their
help with the university in this effort.

He also explained that an estimate to move the Stroh Barn to the
CSU Nature Center on E. Drake Road was $75,000. An idea is being
pursued to move it to the A-B site to use for the Clydesdale horse
program.
Mr. Beardmore also outlined a proposed plan for the Mechanical
Engineering Department at CSU to reuse the Old Power Plant for a
model project.
