LANDMARK PRESERVATION COMMISSION
November 11, 1982

An application for a sign permit was presented by Dennis Clark for
235 Walnut. He stated that the sign was already in place. Anne
Fernan told him that the sign shouldn't have been erected before
approval but said that the sign did meet with the codes. Susan
McMillen had seen the sign and said it fit in nicely. Motion was
made by Wayne Sundberg to approve the sign. Motion was seconded
by Laurie Zitowitz. Motion approved.
An application was presented for a sign permit at 140 N. College.
The sign is on a 4 x 8 piece of plywood mounted by the door. The
letters are out of wood. The background is brown and.the letters.
are orange. The gentleman presented a sheet of paper with the sign
drawn on it. There is also a 16" x 48" window sign with the same
brown background and orange wood letters. Both signs say "Country
Life, Natural Foods". Susan McMillen moved to approve the sign and
Wayne Sundberg seconded the motion. Motion Approved.
Dick Beardmore mentioned Mr.Wykstra's building at 235 Jefferson and
his concern for the color scheme. Local Development Corporation is
holding the loan on this property and is willing to recall the loan
if Wykstra did not comply with LPC approval. Wayne Sundberg felt
that the Board gave too much leadway in their approval of the color
scheme, so felt there was not much recourse. The Board gave Jim
Reidhead approval with the exception that he use his better judge-
ment when it came to the pastel colors. Jim Reidhead stated later
that he wished the Board hadn't done that because in the end, he
didn't do the entire job. Wayne felt we should respond as soon as
possible apologizing for not responding sooner. He suggested that
we meet at a mutually convenient time rather than use loan recall
as such a drastic measure. He thought we should let Lee Cooper
know that based on original approval, the commission is not willing
to go to that extreme. Wayne suggested that in the future we ask
the applicants to provide enlarged pictures of the buildings with
swatches of the colors they intend to use.

Discussion was held regarding having a workshop. Topics that need to be
covered are: election of officers, changes in ordinances, legal questions
concerned with liability and enforcement, training session along the line
of architectural guidelines for preservation. A meetina to discuss these
items was set for November 17, 1982 at 3:00 in the CIC room.
A meeting was scheduled for December 8, 1982 at 6:30 p.m. in the Overland
Trail Room in the Museum. This will be a presentation on architectural
terminology, plan reading and guidelines.
