HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 12/05/1984LANDMARK PRESERVATION COMMISSION MINUTES December 5, 1984 The meeting was called to order at 5:33 p.m. in the Council Conference Room of the New City Hall. Members present included Dick Beardmore, Wayne Sundberg, Carol Tunner, Glenda McCall, and Michael Ehler. Staff members present included Sherry Albertson -Clark, Edwina Echevarria, and Kayla Ballard. 146 N. College Avenue - Signage Applicant: Brian Oliver, Paxton Signs Brian Oliver presented the proposed signage. He stated the sign would be 22 feet long, 15 inches high. The sign would have a green background, mauve bordering around the letters and the letters would be gold gilt. These letters would be cut out letters and attached to duraply (signboard) 1/2 inch thick. The frame would be 1 1/2 inch wide 2 X 4. The frame would be attached to the building by drilling 1/2 inch holes then using lead anchors. The duraply would then be screwed into the frame. He stated that the existing holes could possibly be used to attached the sign to the building but it would be safer to drill new holes. Sherry stated that Pete Barnes in Building Inspection has approved this signage for sign allowance. Carol stated she is opposed to this signage due to the historical significance of the Commercial Bank and Trust building. Wayne quoted Guideline 54 from the Design Guidelines book regarding the positioning of signs so they will not obscure existing architectural details. Brian Oliver replied that they could find no other appropriate place for the sign that would be beneficial to the business. Dick mentioned the possibility of a projecting sign. Carol inquired about the owner of the building and how they feel about anchoring the sign to the building. Brian replied the owners are Downing and Leach and they have no objections to the sign being anchored to the building. Glenda moved to deny the proposed signage due to it being inconsistent with Guideline 54 of the Old Town Design Guidelines. Carol seconded. Motion for denial passed 5-0. The Commission proceeded to give directions to the applicant. Some suggestions were: use a projecting sign; talk to the landlord regarding historic landmark and what they feel .is possible to do; apply for a temporary sign; apply for a banner;look at sign over the door, or; use an awning with signage over the doorway. 223 Linden - Awning Applicant: Tom Snyder, Downing and Leach Tom Snyder presented the proposed awning stating the canopy will be gray with silkscreened lettering in pearl gray. The skirting on the bottom of the canopy would have a lighter gray skirting under it. The address "223" would be put on the end of the canopy. Sherry stated that Pete Barnes of Building Inspection has approved this canopy for sign allowance. Wayne moved to approve the proposed canopy as submitted. Carol seconded. Motion for approval passed 5-0. 223 Linden - Signage Applicant: Michael Wittmer, Signs and Designs Michael Wittmer presented the proposed signage for Shelby Fine Arts. The sign would be a 36" X 48" plexiglas sign that would be hung in the center window of the southwest side of the building. Michael moved to approve the proposed Signage as submitted. Glenda seconded. Motion for approval passed 5-0. 222 Linden - Awning and Signage Applicant: Phyllis Thode Phyllis Thode presented the proposed signage. She stated that "Textile Studios" on the awning would be removed and replaced with "Country Cutters" in vanilla lettering. In the window on the left side "Country Cutters" would be painted with "Cutters" being dropped down due to the size of the window. It would be painted at eye level and the lettering would be 30" tall and 48" wide. This sign would not be obscured by the awning. The lettering would be in beige with maroon outlining. Wayne motioned to approve the awning and signage as submitted. Glenda seconded. Motion for approval passed 5-0. E Minutes of November 21, 1984 The minutes of the November 21, 1984 meeting were approved as edited. The edition was to add on the first line of the first paragraph of Trimble Court Pedestrian Overpass "and connecting recesses between old and new buildings. . . . .". Other Business Sherry stated that Clothing Liquidators would be getting a violation notice for their painted sign in their window. Sherry stated Ace Liquors' neon signs were in the window at the time of submittal and are in the photos that were submitted with their application. The Storefront, 115 Linden, was briefly discussed. Items discussed included the sign band located in the wrong place, the awning not being put back, masonite being used instead of the firplank plywood that was on the submittal application, and the use of exterior brick on the stairwell instead of interior brick. Sherry questioned if the meetings would go to once a month again starting in January. Dick replied that it is doubtful since there is a back up of future applications.. The First Annual LPC Christmas Party will be held at the China Palace, 7:00 p.m. on Wednesday, December 19, 1984. Meeting adjourned at 6:54 p.m.
