HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 01/23/1985• LANDMARK PRESERVATION COMMISSION MINUTES OF JANUARY 23, 1985 The meeting was called to order at 5 : 3 7 p.m, in the Council Information Center of New City Hall. Members present included Dick Beardmore, Michael Ehler, Carol Tunner, Glenda McCall and Wayne Sundberg. Staff present included Sherry Albertson -Clark and Kayla Ballard. Applications Avery Building - 111 Linden Request - approva for a new Linden side of the Avery Building Applicant: Phil Taylor of Al Wagner storefront •(below grade) under the Hockett Construction, for Paul Phil Taylor spoke regarding the ceiling materials and storefront treatment proposed. He presented two different exterior color schemes, consisting of a "green" and "red" scheme. The "red" scheme is preferred by the applicant since it blends better with the pink stone of the Avery building; however, the "green" scheme blends better with the surrounding structures. Colored elevations in both schemes were presented. Dick questioned the materials proposed for the storefront. Phil replied that all materials would be wood and that the signboard is only for illustrative purposes. Specific signage requests would be brought to the Commission at a later date. Dick asked for clarification of the color chips. Phil replied with the specific names of the proposed "red" color scheme as being brickwork (red) and badger (tan). Wayne asked about the status of the stucco wall within the stairwell. Phil replied that it is not part of this request and that Mr. Wagner should be contacted regarding that matter separately. Dick questioned the appearance of the beige color against the stone of the building and the oak door. He suggested that the existing awnings are close in color to the brickwork color. Sherry asked how lighting in the stairwell would be handled. Phil stated that lighting would be recessed behind the sign panel. There would not be any lighting at street level. Dick stated that as far as colors go, the Commission should work with the applicant's preferred "red" scheme, which consists of brickwork and badger. Dick questioned the pavers proposed. Phil stated that they are interlocking. Sherry supplied a photograph of the Linden frontage of the Avery Building to compare with the proposed colors. Wayne moved to approve the brickwork and badger colors and the design and materials of the proposed storefront, excluding the signband, as presented. Glenda seconded. Motion passed 5-0. Art Service, Inc. - 261 Linden Request - window signage Applicant - Greg Llafet for Art Service, Inc. Greg Llafet spoke regarding the proposed window signage, stating that the type on the windows would be white. The letters along the bottom of the windows on either side of the door would be 3 inches high and the letters on the Jefferson Street window would be 6 inches high. The primary window graphic would be that of a stack of pages, which would range in color depth from the lightest (charleston peach), to salmon nuance and victorian mauve, to the darkest color ( antique heather). Wayne moved to approve the design and colors of the proposed window signage at 261 Linden. Glenda seconded. Michael expressed concern that the proposed signage may be too contemporary for the building. Greg stated that the large size of the windows makes them almost contemporary in appearance. Dick stated that with the previous applications for signage for this building, signage of a contemporary nature was encouraged. Motion passed 5-0. roval of January 9. 1985 minutes The minutes were approved as presented. 0 Other Business Sherry asked the Commission if there is further direction regarding the paint colors used at 115 Linden. It was decided that each Commission member would personally inspect the existing colors and further discuss this matter at the next meeting. Michael asked that the existing colors be checked with the paint manufacturer for accuracy. Sherry stated that the plaque installed over the window at Chow's Garden was approved for over the main entrance into the restaurant. It was decided that each Commission member would also personally inspect this matter and discuss it at the next meeting. Sherry stated that she has asked Anne Fernan, Zoning Inspector, to contact the tenants of the Old Towne Print Shop at 238 Linden regarding the requirement for Commission approval of their existing sign. Sherry noted that photographs would be taken of the Commission at the February 6, 1985 meeting and asked that any other questionnaires on the training sessions be returned. Glenda suggested that video taping the sessions for future use be considered. A discussion of temporary signage was held, with specific reference to the "Holidays" business. Sherry stated that banners are limited to 20 days per year, but that any other sign inside the window was considered "temporary" and that there was no time limit or requirement for changing these signs in the sign code. Wayne asked if the code could be amended. Sherry replied that it could. Wayne asked about the status of "Holidays" signage. Sherry replied that it is temporary, since it is inside the window and is paper. Dick asked that staff write to Downing and Leach, owners of the Commercial Bank and Trust building, in which "Holidays" is located, asking for their assistance in matter of signage for this historic structure. Carol asked about the Old Town Associates' maintenance sign behind the Old Firehouse. Sherry replied that she has asked the zoning inspector to look into this matter. Carol gave a progress report regarding the old CSU depot. She indicated that a color specialist had offered to do the colors for the depot. Carol also stated that apparently the depot had at one time had "gingerbread" trim on it that will be replaced. Wayne questioned putting a value on the depot. Carol stated that the depot was given to the Commission approximately 9 years ago by Dr. Robert Pike, in exchange for another small building. Sherry replied that she would research the depot in past Commission minutes. A discussion was held regarding proposed revisions to LPC submittal requirements. Several revisions were made to a draft prepared by Sherry. These new requirements will be put in place immediately. Meeting adjourned at 6:55 p.m.
