HomeMy WebLinkAbout2007 - Art In Public Places Board - Annual ReportART IN PUBLIC PLACES BOARD 2007 ANNUAL REPORT BACKGROUND The Art in Public Places Board held their first meeting in July of 1995. The APP board meetings are being held the third Wednesday of each month at 3:30 p.m. at the Lincoln Center. Members who served in 2007 were Ann Carr, Alan Howe, Ray Tollison, Lee Needham, Craig Russell, Jane Liska- Smith, York, and Liliane Francuz. Craig Russell served as Chairperson and York served as Vice -Chair. ADMINISTRATION. POLICIES & GUIDELINES The APP Board continues to devote time to identifying ways in which policies will be administered in specific projects. SPECIAL PROJECTS The APP Board continues to seek opportunities for art in community gateways and Utility projects that support the goals of the Utility. DESIGN CONSULTANT LIST The APP Board selected 10 visual artists to be placed on the city's Design Consultant Resource List. These Design Consultants work with city departments and design teams to integrate art into city construction projects. 1 % PROJECTS (Completed) The APP program worked with the Police Department on the new Fort Collins Police Facility. Andy Dufford of Chevo Studios was awarded the commission for this project through an open process. The artist created multiple site -specific art elements for this project site. This project includes a memorial garden and fountain, the design and fabrication of the Police Museum in the main lobby, along with icons sandblasted in stones along the front walkway. This is the largest APP project site and budget to date. The Northside Aztlan Center was presented to the APP Board by the Recreation Department. Artist Carolyn Braaksma of Braaksma Design was selected for the project through an open competition. The artist created multiple integrated elements at this site. The artist created work for the interior and exterior of the building which included, concrete and glass medallions for the walls, art for the front windows and the front entry floor design. The Natural Areas Department presented the Reservoir Ridge/Primrose Center project to the APP Board. The Board suggested that an artist be selected by the project team from the pre -approved Design Consultant List. Artist Barb McKee was selected for this project. Her final artwork pays homage to the history of the site and the artists who previously used the Primrose Center as a studio. A Utility Engineer presented the Sheldon Lake project to the APP Board. An open competition was held and artist Brower Hatcher was selected to work with the team on design concepts. The artist worked with the project team to develop a sculptural element for the park. This project includes a dome -like structure that is illuminated by solar lights and pays homage to the history of a previous gazebo structure at that site. Spring Canyon Community Park project and the Utility Southwest Pump Station project were combined in an open competition. Three artists were selected. Artist Karl Ciesluk developed multiple concepts for this project. The artist's work celebrates growth. His hand -carved stone seed -pods are placed along side a walkway at the park, his "Eagle Shelter" is placed as a shelter next to the playground. Olander Elementary School children provided drawings of local wildlife as inspiration for the artist's etched tiles that can be found on the park's pedestrian bridge. Artist Kenny Davis used existing cottonwood trees and carved animals into the tree stumps. Artist Barry Quinton Lee created a large panoramic mural which can be seen in the family restroom near the playground area. City Engineers presented the East Prospect Road project to the board. An open competition was held and the artist team of Carol May and Tim Watkins were selected to work with the team on design concepts. The team developed multiple entry art pieces for this site. These organic sculptures that were installed in 2007 mark the first APP entryway sculptures into Fort Collins. Artist Mario Miguel Echevarria was selected from the pre -approved Design Consultant list by the Mason Corridor Trail project team. The artist developed multiple elements to be located along this site. The project includes hands- on participation from local school children at Beattie and Lopez Elementary Schools. The artist worked with the kids to create ceramic tiles that are placed on the poles of the sculptural art pieces. The procession of three sculptures and four "Affirmation Way" signs are placed to greet the trail users. The Utility Department distributed information to the board on opportunities for murals on Transformer Cabinets. An open competition was publicized and six Fort Collins artists were selected. These artists developed concepts with the team that added painted murals to the cabinets in an effort to help mitigate graffiti at these sites. The six transformer cabinet sites are located in Old Town. As an ongoing project, the APP Program collaborates with the city's Engineering Department on sandblasted granite pavers that are incorporated into city sidewalks at the time of renovation. The board advertised an open competition to solicit drawings from Fort Collins students ages 3-18. The 2007 Pedestrian Paver competition selected 15 kids' drawings and had them sandblasted into granite pavers. These pavers have been placed in sidewalks throughout Fort Collins. The Streets Department presented the Streets Facility Project to the APP Board. The artist team of Tim Upham and Lisa Cameron were selected from an open competition. The artwork features stainless steel maps of Fort Collins streets, one from the present day and one from circa 1900. There are also references in the sculpture to the renovated sugar beet factory that houses the Streets Facility. I % PROJECTS (Pending) The Park Planning and Development Department brought to the board information on the Harmony Park H project in Southeast Fort Collins. The project team selected artist Jim Lynxwiler from the pre -approved Design Consultant Resource List. This artist is working on phase II of this project and will complete the tile work on the entryway art feature in 2008. The Advanced Planning Department had previously met with the APP Board to outline the various gateways to the city and options to work together as a team. The Board discussed being attentive to future projects that may be gateways to the city. The City's Engineering Department updated the board on the North College Improvement project. Artist Howard Kalish was selected from an open competition. The APP Program and the DDA will collaborate on this project to create a new gateway into Fort Collins. Utility staff presented the APP Board with a project for Conservation Themed Benches that would help promote the Utilities educational goals. The project team interviewed artists from the APP Design Consultant list and selected artist Barb McKee/Surface Strategy. This project has been on hold and will move forward shortly. The Park Planning Department presented the Case Park project to the APP Board. Artist Jim Lynxwiler was selected for this project. The artist will start fabrication shortly on a sculptural element for the site. The Pickle Plant Site Project team presented this new project to the APP Board. The team discussed the opportunity to use this site for a gateway feature. Artist Robert Tully was selected from an open competition. The artist is presently refining concepts for the site with the project team. As an ongoing project, the APP program is working with the City's Engineering Department on the Pedestrian Paver Project. This is the sixth competition for this program. The board recommended an open competition to solicit drawings from Fort Collins students ages 3-18. The APT program is advertising the 2008 Pedestrian Paver competition and will select drawings in early 2008. Up to 15 designs will be selected and be sandblasted into granite pavers. The APP Program is working with the S.E. Branch Library team and artist Barbara Baer on concepts for this site. The artist will present final designs to the APP Board and City Council for final approval. The City Engineering Department presented the Harmony Road project to the APP Board. The APP program is in the process of selecting an artist for this new project. Soapstone Prairie Natural Area project team has selected artist Robert Tully from the APP pre -approved list of artists. The artist will visit the site and start meeting with the team to develop concepts for the artwork. The Red Fox Meadows Natural Area project team has selected artist Barb McKee to work with the team and develop concepts for the site. COMMUNITY OUTREACH PROJECTS APP staff has been assisting the Parks Department in acquiring artistically painted trashcans, working with local art teachers and students on this collaborative project. APP staff also sponsored trash can painting with children at the Artsploration event at Front Range Community College. APP staff also worked with a high school student to paint a trash can for a semester long class project. APP staff members continue to give support to private businesses in the community. Staff assists with providing information on processes for acquiring art and contacts with artists. MAINTENANCE The program continues to maintain the APP collection. OTHER ACTIVITIES The APP webpage, www.fceov.com/artsnublic, continues to be updated with new projects and project descriptions. The City's APP program had a story on our Transformer Cabinet Mural Project in the American City & County Magazine. An APP project image from the Northside Aztlan project was printed in the 2007 issue of Concrete Construction Magazine.
