2007 Annual Report
The following lists the major items the Affordable Housing Board was involved with during
2007:
1. Land Bank Program Updates: The Board was updated throughout the year on the
progress of the land bank program to acquire properties for the long-term
development of affordable housing.
2. Competitive Process for Allocating City Funds for Affordable Housing: Worked
with the CDBG Commission in advising the City Council on the funding for
affordable housing projects in the spring and fall cycles of the competitive process.
3. 2007 Budgeting for Outcomes/Affordable Housing Funds. The Board was updated
regularly on the City's Budgeting for Outcomes process and the requests for
additional funding for affordable housing programs.
4. 2007 Work Program and On -Going Issues. The Board conducted a couple of in-
depth meetings to review the 2007 Work Program and worked to complete some on-
going issues from the previous year.
5. Building Advocacy for Affordable Housing. Following a major item on the
Board's 2006 Work Plan, the Board conducted a series of sessions with major
providers of affordable housing in the community to determine how the Board could
help them achieve their specific missions. Meeting with the Board were the following
individuals:
a. Chadrick Martinez, Executive Director of CARE Housing
b. Candace Mayo, Executive Director of Fort Collins Habitat for Humanity.
6. Updates on the Human Services Day Center. The Board received periodic updates
regarding the proposed Human Services Day Center in the North College area which
was receiving NIMBY opposition from area residents and business owners.
7. By Laws. The Board reviewed and updated their By Laws.
8. Revisions to Street Design and Constructions Standards. The Board heard a
presentation by Mike Herzig, Special Projects Engineer, on the proposed upgrades to
City street standards. The Board voted in favor of sending a recommendation to the
City Council for approval of the standards.
9. 2006 International Building Code. The Board heard a presentation by Mike Gebo,
Building Services Manager, on the proposed updates to the building code that would
be applicable to multi -family developments. The Board voted in favor of sending a
recommendation to the City Council for approval of the code.
10. Property Maintenance Codes. The Board listened to several staff explain the
proposed new codes dealing with property maintenance, building safety, and the
rental housing code. The Board discussed the propose codes at several meetings and
will make recommendations to the City Council as the codes are presented for
adoption in 2008.
11. Mason Corridor Project. The Board reviewed the Mason Corridor project with
Anne Aspen, City Planner.
12. 2007 Legislative Policy Agenda. The Board reviewed the Council's 2007
Legislative Policy Agenda's items that would affect affordable housing.
13. Periodic Review Process. The Board completed their questionnaire form for their
periodic review by the City Council.
14. 2008 Work Plan. The Board worked to complete a work plan for the year 2008.
