Minutes of Meeting of September 19, 1985
The meeting was called to order at 5:35 p.m. in the Conference Rxm of
the Historic Preservation Office at 200 West Mountain Avenue.
Members present were Dick Beardmore, Michael Ehler, Holly Richter,
Wayne Sundberq, Sally Ketcham and Carol Tuner.
Staff present was Sherry Albertson -Clark.
Glaser Architects 215 Jefferson
Applicant - Carl Glaser
Request - Approval of window signaqe
Carl Glaser presented this application, stating that 23k gold leaf
lettering, outlined in green and blue would be placed on the left front
door window.
Holly stated that she would abstain from participation on this item,
due to a potential conflict of interest.
Michael asked if the drawing presented by the applicant is full-scale.
Carl replied that it is and all letters would be in gold.
Michael moved to approve the application.
Sally seconded the motion.
Motion passed on a 3-0 vote, with one abstention.
Food Co -Op 250 East Mountain
Applicant - Larsen Associates
Request - Final approval of Facade Renovation
John Renhowe presented this request for final approval.
Shelby Robinson, Food Co-op representative, reviewed the proposed
application.
Michael asked if color chips had been submitted.
Sherry replied that they had.
Holly asked what color the brick would be.
Larry Trampe of Larsen Associates replied that the brick will match the
first floor facade of EDAW.
Sally stated that this design is not preservation, since it is not a
historic reconstruction.
Michael moved to approve the final application as submitted.
Holly seconded the motion.
Motion passed 3-1, with Sally voting against the motion.
Linden Hotel Linden and Walnut
Applicant - Downing and Leach
Request - Final approval of facade renovation
Michael stated that he would abstain from participation on this item,
due to a potential conflict of interest.
Nore Winter of Downing and Leach, principal in charge of this project,
presented this application, noting that the facade is being renovated
to the previous design as when the building was used as a hotel.
Nore added that the windows are being preserved with the original
frames being retained. Interior storm windows would be installed.
Chemical stripper is proposed to remove exterior paint and cementitous
material and if not successful, the exterior brick would be repainted.
Paint on the exterior stone trim cannot be removed and will therefore,
be repainted. Repointinq of brick will be done and the structure will
be re -roofed. The brick alley walls will be cleaned.
Nore continued, stating that the existing storefront at the west end of
the building along Walnut, will be used as a model for other
storefronts. Cornices would be reconstructed. This application does
not include final approval requests for color, signage, awning or
demolition of the existing block building attached to the rear of the
hotel.
Sally asked what would be done along the foundation sill.
Nore replied that this area is badly deteriorated and will be cutback
several inches and refaced with matching stone.
Sherry asked for clarification of cornices to be replicated and added
that sections of the replicated cornice designs are needed as part of
the application.
Nore explained that cornices would be replicated fran photographs,
using some of the existing brackets as patterns.
Wayne asked for clarification on the photographs and asked if a
condition could be placed on approval with respect to the cornice
replication.
Sherry replied that there could be a condition of approval relative to
the cornice work, requiring sections before work was done. She asked
for clarification of work proposed on the alley elevation.
Ray Kramer of Downing and Leach explained the work proposed alonq the
alley elevations.

Nore stated that the additions as shown on the model, would be
minimally seen from street level. These additions would be of a stucco
material and would be painted to match the remainder of the buildinq.
Dick asked for clarification regarding photo documentation to tie -down
details, specifications.
Nore stated that existinq kickplates have been uncovered and that these
would be used as patterns.
Wayne asked what the soffit material would be.
Merrill Wilson, Project Consultant, replied that it is a tonque and
groove beaded board.
Dick asked what material would be used for the replacement cornices.
Nore replied that a hybrid of wood and metal would be used.
Wayne asked several questions reqardinq terminology used in the
specifications.
Dick questioned the use of oval qlass in the front doors.
Dana Lockwood of Downinq and Leach replied that on the photo used, the
doors had screens on them and it was difficult to see what the oriqinal
doors looked like. The oval glass was also used in the Reed and Dauth
building to the north.
Dick stated that the use of oval qlass is out of context with the
intent of the project (ie. historic renovation).
Sally asked a question regarding notations on the model.
Carol stated that she would echo the comment on the front door, adding
that the use of a contemporary door on the Reed and Dauth Buildinq
detracts from an otherwise beautiful restoration and that this type of
door was not appropriate for the Linden, since it is a restoration.
Wayne asked if the door at the Walnut storefront is original.
Nore replied that it is an old door but may not be an oriqinal door.
Merrill added that the oval shape of the doors is not in keepinq with
the architectural style of the buildinq.
Nore stated that the doors could be changed.
Holly asked what the end of the hotel era is.
Nore replied that they are not sure when the hotel ceased to operate as
a hotel.

Dick asked if there is a specific year that the desiqn is based on.
Nore replied that 1945 is the year.
Dick asked about masonry cleaninq.
Nore updated the Commission on brick cleaninq progress. He added that
they are interested in preserving the flagstone walks and would like to
replace them as needed, but have not talked with City staff reqardinq
this.
Wayne added that there is a precedent in retaining these walks, as was
done with the Avery House.
Wayne asked Sherry for details on the motion.
Sherry replied that the motion should include any items (as conditions)
the Ccmmission feel the need for additional information on and more
specifically tied -down and that items not beinq requested for approval
do not need to be in the motion, since there is a list excluding these
as part of the application.
Dick asked for clarification on the cornices.
Sherry replied that sections of the replicated cornice design would
need to be submitted.
Nore added that construction details of cornices would be supplied at a
later date.
Holly asked if the door could be redesigned.
Sherry replied that it could be attached as a condition of approval and
would then allow additional LPC review.
Dick moved to approve the final application, exclusive of cornice
replacement and finalization of the front door design.
Holly seconded the motion.
Sherry asked for clarification of intent of the conditions.
Dick replied that these two items would need to cane back before the
Commission for approval.
Dana asked what affect these conditons have on issuance of a buildinq
permit.
Sherry replied that a permit could be issued with these items excluded
from the permit.
Dick amended the motion to specifically exclude cornice replication for
the hotel infill and the Salvation Army Buildinq on Linden Street.

Holly seconded the amended motion.
Wayne asked if there were any other questions.
Sally asked if the doors are being restored as the evidence was found.
Nore replied yes.
Motion passed on a vote of 5-0 with one abstention.
Other Business
Sherry verified the October 21 date of the planned worksession with
Steve Roy, Assistant City Attorney and Peter Barnes, Zoning
Administrator. This meeting will be held at 5:30 P.M. in the
Conference Roan of A-E Design Associates, at 119 E. Mountain Avenue.
Dinner will be provided.
Sherry thanked the LPC members for their attendance and participation
at the Cultural Resources Board hearing on the Old Post Office, on
September 18.
A discussion regarding the submittal of paint chips took place with the
end result that no application would be brought before the Cartnission
without chips submitted with the application.
