Minutes of December 4, 1985
The meeting was called to order at 5:35 P.M. at the Historic
Preservation Office, 200 West Mountain Avenue.
Commission members present included Dick Beardmore, Michael Ehler,
Wayne Sundberq, Sally Ketcham and Holly Richter. Carol Tunner arrived
at 6:00 P.M.
Staff present included Sherry Albertson -Clark.

This item was withdrawn from the agenda by the applicant.
At this time, Commission members briefly discussed a memo from the city
Attorney's Office, regarding findings of fact.

Applicant- Brian Oliver of Paxton Signs
Request - Approval of window signaae
Brian Oliver presented this application, showinq the proposed
additional copy and indicatinq that the recently approved copy is
proposed to be shifted up on the window by 6".
Michael questioned the horizontal lines on the application sketch.
Brian explained that these lines are guidelines and that two lines were
incorporated and approved as part of the window siqnaqe desiqn.
Dick asked for clarification of the siqnaqe that currently exists.
Brian replied that the majority of the window siqnaqe exists and that
there is a wooden sign attached to the building.
Wayne asked if the additional siqnaqe is within the siqn allowance.
Sherry replied that it is.
Wayne moved to approve the aplication.
Holly seconded the motion.
Michael stated that he would be abstaining fran voting on this
application, due to a potential conflict.
Motion passed on a 4-0 vote, with one abstention. Alternate Sally
Ketcham was a votino member on this application.

Sherry replied that the proposed sign does meet all zonina
requirements. She added that Hexmie IaPoint of Old Town Associates has
been contacted reqardinq the proposed sign, to review it aqainst OTA's
own signage guidelines for plaza businesses. OTA has no concerns with
the desiqn of the siqn, but believes that if it is mounted on one of
the pilasters, the sign would be difficult to see when the adjacent
awnings are down. OTA will verify if the structure over the door can
support the proposed sign, based on as -built plans.
Holly asked how far the awnings project.
Dick replied that the projection is about 5' and that the Sion could
be obscured when the awninas are down. He asked for clarification of
the application before the Conmisison.
Brian replied that the sign could be located in either spot, but that
he does not feel the structure over the door is adequate.
Dick stated that he is concerned about attachinq the Sion to a pilaster
because the buildina is so symmetrical in desiqn.
Sally asked how long it will take to verify the existing structure over
the door.
Sherry replied that there should be an answer within several days.
Michael asked if the siqn is canpleted.
Brian replied that it is not and that completion of the ironwork may
take several weeks. '
Dick asked if the siqn bracket could be modified in design.
Brian replied that it could, but that he is concerned about wind
vibration affecting the siqn.
Michael discussed the Commission's options for approval of this
application.
Dick suquested conditions that could be attached to approval of the
application.

Sherry questioned what concerns Commission members have with the
application.
Michael repliedthat placement of the siqn over the door is the
concern.
Dick added that thin cable could be used to attach the siqn and
stabilize it.
Holly added that with the symmetry of the buildinq, the siqn would be
appropriate centered over the door, rather than on a pilaster.
Carol stated that if the sign is mounted on the pilaster, it wouldn't
be useable with the awnings down.
Sally added that the siqn is handsome, but that it does need to be
centered.
Michael moved to approve the application, on the condition that the
siqn is centered over the door.
Brian questioned what the approval would be for, adding that changes to
the desiqn of the ironwork would be necessary to assure mounting of the
sign over the doorway and would require subsequent LPC approval.
Dick replied that the bulk of the siqn desiqn would not change, only
the attachment.
Brian stated that some chanqes would need to be made to incorporate
cable into the attachment method.
Sherry questioned whether changes would be visible.
Brian replied that there may be some visible chanqe to the design and
that he was not sure how much latitude he has to make changes.
Wayne questioned whether the motion is requiring mounting of the siqn
over the door.
Michael replied that it is and that if it is not feasible, the
applicant would need to ccme back to the Commission.
Brian asked for clarification of the Commission's concerns with the
siqn.
Dick replied that concerns are for the iron that would be attached
alonq the pilaster and that placement on a pilaster would detract from
the svnmtry of the building.
Holly questioned the applicant's timetable.
Brian replied that the tenant would like the siqn up as soon as
possible and asked if the Commission could approve any other desiqn.

Dick replied that the Commission must act on the application that was
submitted and that designing signs is not the Commission's
responsibility.
Sally suqoested using auv wires for stabilizing the sign.
Brian added that the sion could be "moveable", which could solve
the
wind load factor and would not require using cables for stabilizing.
Wayne suqqested that this item be considered as 'a conceptual
application.
Michael added that the application would need to come back before
the
Commission if it were a conceptual approval of if any changes
were
made.
Sherry stated that conceptual approval of the application would
give
the applicant the opportunity to verify if the structure over the
door
could support the siqn or seek alternative locations for the siqn.
Dick suqqested that Brian work with staff on any chanqes that may
need
to be made in the desiqn of the siqn.
Brian questioned if a sign that would be mounted under a yardarm and be
moveable would be objectionable to the Comnisison.
Michael questioned whether a moveable sion could create problems under
the siqn erode requirements.
Sherry replied that she was not sure of the code in this respect,
but
would verify this point.
Michael withdrew the original motion and made a new motion to give
conceptual approval of the application, with the condition that the
sign be centered over the door.
Wayne seconded the motion.
Motion passed on a 5-0 vote. Alternate member did not vote.
This item will be considered for final approval on Tuesday, December
10, 1985 at 5:30 P.M. in the Conference Roan, Historic Preservation
office.
APPROVAL OIF MIN[TES
The minutes of the November 6, 1985 meetinq were approved with the
addition of Carol Tunner under "absent" members and the November 20,
1985 special meeting minutes were approved as presented.

Sherry reminded the Commission of the Christmas Party beina held
Tuesday, December 10, 1985 at 6:00 P.M. at Chow's Garden and asked who
will be attending. She also asked Commission members to consider ideas
for projects, workshops, etc. that they would like to participate in
durinq 1986. These ideas are to be presented at the party.
Wayne asked several questions regardirq the proposed chanqes to the
Landmark Preservation Ordinance. Discussion of these changes was held,
with the Commission requesting that consideration of a reccFmnendation
on the chanaes be scheduled for the January 8, 1986 meeting.
Wayne suqqested that the Secretary of the Interior's Standards for
Rehabilitation and Guidelines for Rehabilitatina Historic Buildings be
scheduled for discussion at the January 8, 1986 meetinq. If additional
time is needed, a worksession will be scheduled on this matter later in
January.
Dick updated the Commission on items recently considered by City
Council (ie, appeal ordinance, East Side Neiqhborhood Plan, boards and
caimissions appointments procedure). He discussed several points in
the ESNP regarding historic preservation and will work with staff to
convey several points to Council in writing regardinq the plan.
