MEETING - MINUTES
FEBRUARY 3, 1988
The meeting began at approximately 5:30 P.M., at 200 West Mountain Avenue.
Those members attending were: Carol Tunner, Michael Ehler, Sally Ketcham,
Andy Mutz, Bud Frick, and Dick Beardmore. Staff was represented by Kari
VanMeter and Judy Reed.
MINUTES
1/6/88 Minutes, paragraph II, item E., should read: "conference was held in
June at Cripple Creek." Also, item K., should read "Commission was repre-
sented at the City Council hearings." Minutes were accepted as corrected.
1/20/88 Minutes, page 2, second paragraph, should read: "Ms. Tunner sug-
gested three options: (1) Leave the doors as they are and take the mullion
out at the top, (2) leave the mullion and put in a panel of glass in each
of the existing doors, and (3) remake the doors with glass panels." Minutes
were accepted as corrected.
AGENDA REVIEW
Mr. Sundberg, chairman of the Commission, was not present. Mr. Ehler acted
as chairman of this meeting, however he abstained from the issue of the
Northern Hotel. It was agreed that Mr. Beardmore will chair the Commission
on this issue.
The T-Shirt Factory - 242 Walnut: Reviewed by Carol Tunner and Bud Frick.
ISSUES/COMMENTS: Clarification on the width and length of stripes, as well
as dimension and style of lettering is needed. The question was asked if
the applicant submits signage application in conjunction with the awning
application, can they be approved together. Ms. VanMeter stated it might be
best to approve the application with the stipulation that the temporary
signage be removed and an application for signage be submitted. Mr. Frick
suggested the awning and sign application be handled as two separate items.
The Northern Hotel - 172 N. Cnlleg_e Ave: Reviewed by Mike Ehler and Dick
Beardmore.
ISSUES/COMMENTS: Mr. Beardmore asked for confirmation that this is a
conceptual review. Ms. VanMeter stated .it was understood that this is a
conceptual review. Mr. Beardmore stated there was not enough detail to
approve the method of repair on the windows. Also, more information is
needed on matching the colors of the existing windows. Mr. Beardmore asked
if the applicant will be using the Secretary of the Interior Preservation
Brief Guidelines for the repairs. Mr. Frick asked for clarification that
the windows and the jambs will be the same color. Mr. Beardmore asked for

confirmation that the glass wi 11 not be colored or reflective. They also
asked for clarification on the method of attaching the storm windows. Mr.
Frick referenced Preservation Brief 9 regarding the use of storm windows.
Preservation Brief 3 was also mentioned. More information is needed
regarding the extent of existing damage to the windows.
CURRENT ITEMS
The T-Shirt Factor
Ms. VanMeter introduced the application. She stated that the canvas awning
has been in place in the past but was recently removed because of deterio-
ration. She stated that from a design point of view, the reinstatement of
the awning is a good idea. She added that design, colors and material are
in conformance with guidelines and approval is recommended. Mr. Bondus
indicated he would be willing to remove the temporary sign.
On behalf of the applicant, Margie, from Peterson Canvas, was present. Mr.
Ehler asked for clarification on width, dimension, and spacing of stripes
on the canvas. Margie stated the stripes are 3-1/2" in width, spacing is
12", and the stripes are indented 12" from each end. Mr. Frick asked for
clarification on the style of lettering. Margie stated it wi 11 be block
lettering.
The attachments have been left intact in the wall, new hardware wi 11 be
attached to the existing hardware.
Mr. Beardmore moved to approve the application as submitted.
Ms. Ketcham seconded the motion.
Motion passed 6-0.
Mr. Beardmore requested it be on record that the Commission would like Ms.
VanMeter to speak to Mr. Bondus regarding the correction of signage cur-
rently painted on the window of the T-Shirt Factory.
The Northern Hotel:
Mr. Ehler abstained from this issue, and turned over the chair to Mr.
Beardmore.
Ms. VanMeter introduced the issue. She stated that the owner has been
working to rehabilitate the building in phases for the last several years.
In 1987, they obtained a Community Development Block Grant to begin
repairs to the roof, storm window installation, window repairs, and fire
sprinkler installation. The fire sprinklers are not currently before this
board for review. The applicant has submitted a request for conceptual
review of the roof. Staff recommends an informal overview regarding window
repairs and storm window installation, to run concurrently with the recom-
mendations for the roof.

Mr. Jim Bragonier, representing Bragonier Architects, addressed the Commis-
sion. He stated that the windows will continue to function as they are and
every effort will be made to utilize the existing wood windows. Where
necessary, parts or all of the window will be replaced and they will match
the existing materials. An addition of an aluminum lining for the window
tract is not a viable consideration at this time.
Mr. Frick recommended the jambs and sills be repaired as per Preservation
Brief 9. Mr. Frick also asked if they have determined the original color
of the paint on the window surround, or jamb part, and the window sash.
Mr. Bragonier stated they don't have a good color rendition of the build-
ing. They hope to eventually restore the building to 1920 Art Deco style,
rather than going back to the pre-1920's. They have found an off-white
color on the upper level sash.
Mr. Beardnore asked if the storm windows are a custom color.
Mr. Bragonier stated they are a custom color with a polyurethane finish.
The material can be repainted. He also submitted a sample of the weather-
stripping material to be used.
Ms. VanMeter clarified that the applicant stated construction drawings
would provide sufficient detail for the final hearing.
Mr. Beardmore asked Mr. Bragonier to present information regarding the
roof.
Mr. Bragonier stated the roof is not visible from the street. There are
three air handling units, which have not been built on curbs. They will
correct this problem. Materials to be used on the roof are sti 11 unre-
solved, however it is proposed to use a Modified Bitumen, single ply roof
material. The first choice of material is an EDPM roof, however due to the
excessive amount of handwork needed, the cost might be prohibitive. All
downspouts, gutters and flashing will be replaced. The skylights will be
retained, with the exception of one that might be abandoned.
Mr. Bragonier explained to the Commission how the fire sprinkler system has
been proposed for installation.
Mr. Beardnore stated the Commission does not have purview over the fire
sprinkler system.
Mr. Frick commented that having a professional involved in the submittal
and presentation was very helpful for the Commission's review.
Mr. Beardnore stated Agenda Items 4 and 5 will he tabled to the next regu-
lar meeting.
