HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 11/02/1988LANDMARK PRESERVATION COMMISSION MEETING - MINUTES November 2, 1988 The meeting began at approximately 5:30 p.m. at 200 West Mountain Avenue. Members attending were Rheba Massey, Sally Ketcham, Bud Frick and Chair- man Wayne Sundberg. Staff was represented by Kari VanMeter and Joyce Lew - ton. Members absent were Carol Tunner, who has resigned as of this date, Andy Mutz, and D. Prescott Handley, who requested an excused absence due to a prior business commitment. There was a correction to the October 5, 1988 minutes: Page 1, Paragraph 2, should read as follows: Ms. Handley questioned when the specifications for the Trimble Building awnings would be presented. Ms. VanMeter replied the specifi- cations should be included in the November meeting agenda. She has had no contact, as of this meeting, with Mr. Peterson. The minutes of October 5, 1988 stood approved as corrected. CURRENT ITEMS Christmas Star: Building J. #5. Old Town Sauare The applicant, Near Design and Planning, requested authority to mount a temporary Christmas star on the east elevation of Building J. The star will be 15' X 15' constructed of 2" X 2" lumber, painted cobalt blue with small white lights. The star, as proposed, may require additional expansion -style bolts. Mr. Frick pointed out that each crosspiece of the star needs to have an anchor bolt to support it as the star made of 2" X 2" will not be sturdy and the existing bolts are not useable. He also suggested the star should be mounted 8' above the planter rather than 8' above street level. Ms. Massey made a motion to approve the request subject to staff review of the number, placement and finish of the bolts; that the bolts be no longer than will fit within the mortar joint. Mr. Frick amended the motion so the star be anchored 8' above the planter. Ms. Ketcham seconded both the motion and the amendment. The motion was approved 4-0. 221-227 Jefferson Street The applicant, Marjorie Strouse, requested the Commission approve the shed roof over the back entrance of 227 Jefferson Street, which was constructed without a permit. She also requested approval for construction of curb stops on the east property line and as necessary on the west property line of the rear parking area of that location. Approval of the shed roof is a compliance matter and as Ms. VanMeter pointed out in her presentation, the roof is not incompatible with the surrounding environments. The removal of the shed roof may cause additional damage to the stucco wall and it does protect the rear facade from additional water damage. Mr. Frick questioned Mr. Strouse as to whether the posts were in concrete and set below frost line which Mr. Strouse answered in the affirmative. Mr. Strouse stated the curb stops would be 6' X 6" X 6" concrete, anchored with spikes. His insurance company requires that the stops be painted florescent stripes. Ms. Ketcham made a motion to approve the shed as constructed, leaving the shed unpainted until a color scheme is approved and to approve the curb stops on the east side of the building and at the owner's discretion, for the curb stops on the west side. The curb stops should be painted with florescent stripes to meet insurance codes and liabilities. Mr. Frick seconded the motion. The motion was approved 4-0. An additional proposal was put forth to repair and repaint the rear of the building. Mr. Strouse spoke to the two possibilities of the repair; to patch the holes or to re -stucco the entire facade. Ms. VanMeter clarified the need for approval by the Commission where work is done that alters the appearance of buildings in historic districts. The preferred color from the color palette was the Ash Gray which would blend with the adjoining facades. The color of the stucco is mixed in the stucco rather than being painted on afterwards. The window holes on the top floor are covered with plywood because of the karate school. Mr. Frick sug- gested, rather than putting stucco over that plywood, the plywood should be painted to match the stucco. Mr. Strouse replied to Ms. Ketcham's question that he had repaired the bricks in the chimney and that it would not be painted. Mr. Frick pointed out the windows below the shed roof which have been blocked off with cinderblocks should also be stuccoed to approximately the same level as the rest of the wall. The sandstone lintel under the windows and the tie -rod stars should be left natural. Mr. Frick moved to approve the application for the re -stucco of the rear facade of 221-227 Jefferson Street above and below the canopies, not stuccoing the chimney, lintels, stars, nor the upper level window openings. The plywood panels on the upper level should be painted in the stucco color similar to the color cited as 110 Ash of Elray Stucco with the lower blocked -in windows to be stuccoed to match the rest of the facade. The fire escape should be painted with a fray rust -inhibitive paint. The canopies and canopy posts should be left natural as they are redwood and will age naturally. Ms. Ketcham seconded the motion. The motion to approve passed 4-0. City Councilmember Loren Maxey Councilmember Maxey appeared before the Commission with questions regarding the Strategic Plan as discussed in the September minutes. He also requested the minutes show who is absent as well as those who are present at the Commis- sion meetings. The change in ordinance which would allow for administrative staff review and approval of signs was detailed by Chairman Sundberg. Ms. VanMeter reported that Ms. Tunner had resigned as a commission member due to a job change which caused a conflict of interest. The City Council should begin -2- 0 interviewing applicants for this vacancy. Mr. Frick pointed out his concern regarding the application process to which Councilmember Maxey replied there were two pools which the Council could draw on. The first pool being the prioritized backup applicants from prior board vacancies and, if no suitable applicant was available from that pool, advertising would be the next step to fill the vacancy. Due to the vacancy, Mr. Sundberg called for nominations for a new Vice - Chairperson. Ms. Ketcham nominated Mr. Frick, Ms. Massey seconded the nomi- nation. The nomination was approved 3-0. Ms. VanMeter stated the Commission could safely proceed with CLG certifica- tion and she would provide Councilmember Maxey with applicable information. Boot and Shoe Repair The applicant was unavailable for this meeting. Ms. VanMeter presented the compliance matter regarding the facade -mounted sign by a tenant of the North- ern Hotel. If the application is denied, Ms. VanMeter will notify Building Inspections and they will proceed immediately with a citation and fines. After the citation is issued the business will have 30 days to either get a detailed application before the LPC or remove the present sign. Ms. VanMeter recom- mended approval of the 5' X 2' framed sign mounted on a support structure so the sign would stand vertical from the slanted metal canopy with the following conditions: By December 2, 1988, the applicant will provide a detailed proposal including specifications as to material, construction, mounting, color scheme, and all dimensions, for review by Staff and at least one member of the LPC. Mr. Sundberg stated the application was incomplete and as no representative was present, the questions of the Commission could not be answered. Ms. Massey made a motion to deny this application with only one detailed proposal was put forth showing material, construction, mounting, color and dimension. Mr. Frick seconded the motion. The motion for denial carried 4-0. Trimble Buildine Ms. VanMeter stated Mr. Peterson has documented the level of illumination in the awnings and he would like a favorable decision from the LPC regarding those backlit awnings. Ms. Massey moved to accept illumination of awnings as specified by Charles R. Peterson for the Trimble Building. Ms. Ketcham sec- onded the motion. The motion to approve passed 4-0. Mr. Sundberg stated that during the September meeting, Ms. Tunner had requested the Guidelines be reconciled as to illumination, shading, deflection and location of lights in awnings. Mr. Peterson volunteered to work with the Commission to write up specific language for the Guidelines. Mr. Frick requested that with those Guidelines, the applicant should also include electrical installation drawings. Mr. Sundberg asked for a committee of two to work with Mr. Peterson and to come back to the Commission with recommend- ations for the reconciled Guidelines. Mr. Frick and Ms. Massey volunteered.
