HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 12/06/19890 0 LANDMARK PRESERVATION COMMISSION December 6, 1989 The meeting began at approximately 5:45 p.m. at 200 West Mountain Ave- nue. Members present included Sally Ketcham, Prescott Handley, Andy Mutz, Jim Tanner, Rheba Massey, and Ruth Weatherford. Bud Frick was absent. Staff Was represented by Kari VanMeter and Carol Tunner. Joyce Lewton acted as secretary. APPROVAL OF MINUTES Ms. Ketcham made a motion to approve the November 8, 1989 minutes as submitted. Mr. Mutz seconded the motion. Motion approved 6-0. DISCUSSION ITEMS 1990 WORK PROGRAM Ms.VanMeter reported that the LPC work program for 1990 was submitted to Council. BLOCK 31 The summary of conclusions from Leggat McCall Advisors, Inc. regarding Block 31 states in part that the market is not strong enough for devel- opment of Block 31 at this time. Of particular interest to the LPC is on Page 3, #16: "Very high density development on Block 31 would appear neither cost effective nor appropriate to the scale of downtown Fort Collins." DESIGN REVIEW SUBCOMMITTEE The submittal checklists developed by the Subcommittee and staff were approved by the Commission. Ms. VanMeter informed the Commission of the remarks by the City Attorney regarding Staff and Conceptual Review. He stated that the Commission cannot legally approve a design in concept with final approval by staff. The LPC must make a finding or approve the design, with a quorum, and state publicly that finding. r 0 LPC Minutes December 6, 1989 Page 2 The Design Review Subcommittee could still meet with the applicants in order to make the submittal complete prior to the time it is brought before the entire LPC. If the applicant chooses to go before the Com- mission with an application which is either incomplete or inappropriate the LPC can table the application until the next meeting or until a spe- cial meeting can be called. Ms. Handley asked Ms. VanMeter to get documentation from the attorney of what authority the LPC actually has. Ms. VanMeter stated that she would invite the City Attorney to be on the January agenda. CIF APPROVAL Ms. VanMeter received a letter from the National Trust regarding the CIF. Since the Commission needs advice regarding the filing of the grant proposal, Ms. Massey suggested the Commission issue an invitation to the Denver based National Trust members to come and look at the pro- ject, and to show them the types of plans the LPC is interested in. Ms. VanMeter will meet with the DDA in January regarding the CIF and the part the DDA can play in obtaining the grant. Ms.Handley questioned how far the parameters of the CIF would extend. Ms. VanMeter responded that the scope of the study had not been defined yet, but that the focus would be on the Downtown area with applications broad enough to be applicable to other areas. The main concern with the CIF is the lack of time. The grant must be submitted by January 25, 1990, and must be complete with identification of the consultant to be used and the associated costs. Ms. VanMeter questioned whether the Commission would be willing to (1) file for an extension for submitting the CIF until such time as the National Trust could advise the Commission on possible consultants or, (2) prepare the CIF for 1991 rather than 1990. The consensus of the LPC was that they would like to meet with the National Trust members and will let them provide advice as to a recommended course of action. COUNCIL INTEREST Ms. VanMeter stated the need for on -going communication with the Council liaison to the LPC. The LPC should keep an informal interaction going with the Council in order for historic preservation to remain on the community agenda. Staff and the Commission are concerned about poten- tial future budget cuts to the historic preservation program. LPC Minutes December 6, 1989 Page 3 Ms. Massey questioned Ms. VanMeter regarding the perception of the Coun- cil of the LPC and its responsibilities. Ms. VanMeter replied that the Council is probably most aware of the LPC when designations are made, and during Preservation Week. Ms. Ketcham suggested a meeting with either the presidents or a desig- nated member of the various historical groups to advise them of the recent cuts in the Planning budget by the administration, and how these and future cuts could adversely affect the City's historic preservation program. Ms. Massey suggested inviting Mike Davis, Director of Development Ser- vices, to speak on preservation and its role in the community at the third meeting of the Heritage Roundtable. RHODES HOUSE Ms. Massey reported on her research on the significance of the House. The significance relates to the Trimble family, not with the Rhodes. Although Rhodes built the House, it was occupied for generations by the Trimbles. Ms. Ketcham suggested the Denver Historical Society call the mayor with a request for a statement of satisfactory arrangement. A citizen advo- cate might also prove effective for a satisfactory disposition on the Rhodes House. The meeting adjourned at approximately 7:45 p.m. Minutes submitted by Joyce Lewton.
