The LPC approved the proposal for the Food Co-op at 250 E. Mountain to repaint the exterior facade and re-cover the awning. The LPC approved Pasta Jay's 011 Old Town Square) proposal to re-cover the awning on the southeast facade with the addition of the logo on the right side to match the left side logo and with the three center stripes proportioned to balance both ends. The LPC passed a proposal to consider the building repainting and awning installation proposal for Huckleberry's (k13 Old Town Square) as a conceptual review and defer to the design review subcommittee regarding the final review of the design, colors, materials, doors, and attachment of awnings. The LPC approved the interpretive signage as noted in the drawings for the Fort Collins Museum, 200 Mathews Street. CALL TO ORDER AND ROLL CALL: Commission Chairman Jennifer Carpenter called the meeting to order at 5:40 pm, 281 North College Avenue. Secretary Diane Slater called the roll. Commission members Jennifer Carpenter, Bud Frick, Richard Hill, Per Hogestad, Jean Kullman, and James Tanner were present. Ruth Weatherford was absent. Joe Frank and Carol Tunner represented staff. GUESTS: Brian Gable and Sybil Stork from the Food Co-op; J'Aime McClure and Marty Kling from Pasta Jay's; Kevin Zdenek and Howard Wasserman from Huckleberry's; and Joy Poole from the Fort Collins Museum. AGENDA REVIEW: No changes. STAFF REPORT: None. COMMISSION MEMBERS' REPORTS: Ms. Carpenter reported that City Council passed the Demolition Delay Ordinance unanimously. APPROVAL OF MINUTES: Mr. Hill moved approval of the March 8 minutes as read and Mr. Tanner seconded the motion. The motion passed 6-0. Landmark Preservation Commission Regular Meeting Minutes April 12, 1994 Page 2 CURRENT DESIGN REVIEW: Ms. Tunner gave the staff report. The upper half of the building, which belongs to EDAW, will remain the same. There is a dropped ceiling behind the transom windows, which is why they are painted black. The sign -board sign will change to Natural Foods Market and different colors will be used on the sign for higher contrast. A sample of the awning, Plum Fancy, was available. They are using green in the color scheme and the new color combination of purple, green, and tan will be more vibrant. The sign will use the same colors, gold letters with purple edges, all on a green background. Mr. Gable and Ms. Stork propose to use Design B, as presented. W. Tanner moved to accept the proposal as presented and Ms. Kullman seconded the motion. The motion passed 6-0. PASTA JAY'S The awning on the southwest comer is currently burgundy with gold stripes. It was damaged and will be replaced. They will not replace the front awnings at this point but the new awning will coordinate with them. The new awning will be solid Plum with Forest Green and Raw (beige -white) stripes. Pasta Jay's logo will be on both ends, rather than just the west end, as originally proposed. Therefore, the other end stripe will be left off so the emblem may be placed in a balanced position. Mr. Frick inquired if there would be lighting under the awning. Mr. Kling said no lighting was planned other than the two existing lights. Mr. Frick moved to accept Pasta Jay's proposal for a new awning on the southeast side with the addition of the logo on the right side to match the left side and with the three center stripes proportioned accordingly for balance. Mr. Hogested seconded the motion which passed 6-0. Mr. Zdenek and Mr. Wasserman brought paint samples and awning samples for review. They would like to add more color to the building and propose using plum on a scalloped awning around the building with their logo on the south and north face in brass die cut letters. The building will be repainted Old Town green over the faded green and plum over the pink arches, columns, and panel above the windows around the building. The framing will be gold. A single line of neon signage will run around the inside windows, rather than letters painted on Landmark Preservation Commission Regular Meeting Minutes April 12, 1994 Page 3 the windows in order to make it look more exciting. The neon will be red, blue, and green. The windows are tinted so the neon will not appear too bright. The metal skylight will be painted a darker green but the roof will not be painted. Scallops will be just below the bottom part of the tan awning. The awning will hang down about 6 inches below the facae to the top of the upper panels. To the left of the door paneling is a shade of gray which they propose to paint green. Mr. Frick suggested matching this paneling color to the roof color. There will be a new double door on the east side. Therefore there will be two entrys. The existing door to the south is proposed to be a walk-up window, dutch type door. The wood doors will be painted green. The applicant proposes to hang serving counters on the interior of the glass windows. Learning that there were more changes than were submitted, the LPC requested that Mr. Zdenek return with more information, specifically: a section drawing of the cabinets and how they will look through the glass; drawings of the window/door changeouts and the serving window; as well as a drawing showing the material, colors and how the awnings are attached; drawings of all interior construction which will be visible from the outside, including the new doors and how they are finished if they are wood. Mr. Hill, Mr. Hogested and Mr. Frick volunteered to serve on the design review subcommittee and will meet with Mr. Zdenek as soon as he has the submittal ready in order to expedite the review pending the imminent opening of the business. Mr. Zdenek will have an elevation of the door, cabinet sections, the appearance of the windows and an elevation of the windows, the floor plan with the doors and cabinets attached, a detail of the walkup, as well as the painting, signage, neon, and awning details. He will check on the sign code to make sure he is within the Iimits. Meanwhile, no more work is to be done until the review is completed. Mr. Tanner motioned to consider this as a conceptual review and defer to the design review subcommittee for final review of the design, colors, and materials. Ms. Kullman seconded the motion. The motion passed unanimously. • � • I. ,�t lu LI „ : r.l r: Ms. Joy Poole, of the Fort Collins Museum, reported that the museum had received a Colorado State Historic Fund grant. Current work authorized by the grant is replacing the leaking roof of the Antoine Janis cabin and installing uniform signage in the courtyard, especially since some of the signs contain erroneous information. A committee is meeting to write accurate verbiage and CSU Center for Stabilization and Reuse of Important Structures will reroof the cabin. Deteriorated shingles will be replaced by hand hewn roof framing materials and mill slab decking. Replacement shingles will be hand split with a taper saw. Landmark Preservation Commission Regular Meeting Minutes April 12, 1994 Page 4 After some discussion, the LPC determined that it was not necessary to review the roof replacement since it is being replaced with the same materials and the Colorado State Historical Society will perform a review for the grant. Mr. Frick asked what the new signs will look like and Ms. Poole said they will use the post shown on page 8 of the submitted materials and will use pictorial style signs with about 150 words, size 24" z 20". Since signs are subject to fading, Ms. Tunner suggested checking the warranty. Mr. Frick moved approval of the interpretive signage for the 4 locations as noted in the drawings of the museum area and Mr. Tanner seconded the motion. The motion passed unanimously. DISCUSSION ITEMS: Ms. Tunner asked the Commission for additional suggestions to her previously submitted list for the upcoming awards and some were mentioned --the Vet Building on Timberline and Beau Jo's. The Commission voted to give awards to The Taco Bell project at 1530 South College; Evadene Swanson for her book and its recent reprint; the Brinker Grocery at 112 S. College; 222 Walnut (owner Tom Moore); and to Tom and Regina Laupa for the restoration of the residence at 1003 Remington. OTHER BUSINESS: None The meeting adjourned at 8 pm.
