The Commission discussed the new roof covering ordinance and endorsed Ordinance #189 as further amended under "Exception" to read "Any existing roof covering on a structure that is officially designated as a local or state landmark, or is listed on the National Register of Historic Places or is a "contributing structure" within an officially designated historic district or area, when such existing roof covering is determined by the Landmarks Preservation Commission to be essential in maintaining such historic designation, listing or contribution, may be replaced with a roof covering of the same materials and classification or such other roof covering as may be authorized by the Landmarks Preservation Commission, provided that the replacement roof covering has a minimum rating of Class C." CALL TO ORDER AND ROLL CALL: Commission Chairman Jennifer Carpenter called the meeting to order at 5:40 pm, 281 North College Avenue. Secretary Diane Slater called the roll. Commission members Jennifer Carpenter, Per Hogestad, Carl McWilliams, James Tanner, and Ruth Weatherford were present. Bud Frick was absent. Jean Kullman arrived at 6:10 pm. Joe Frank and Carol Tunner represented staff. GUESTS: Mike Pretz, Fire Marshall; Paul Eckman, Deputy City Attorney; Felix Lee, Building Permits and Zoning Director, and Jeff Bridges, citizen and resident of the Laurel School Historic National Register District. AGENDA REVIEW: No changes. STAFF REI?ORT: None. COMMISSION MEMBERS' REPORTS: None. APPROVAL OF MINUTES: Ms Weatherford amended the November 29 minutes on page 3, second paragraph to remove the phrase "with approval as signs." Mr Tanner amended page 6, fourth paragraph to substitute "large-scale"for "metal" additions. Ms. Weatherford moved approval of the minutes as corrected and Mr. Tanner seconded the motion. The motion passed unanimously. The December 13 minutes were approved as read.. CURRENT DESIGN REVIEW: None. Landmark Preservation Commission Regular Meeting Minutes January 10, 1995 Page 2 DISCUSSION ITEMS: Mike Pretz, Fire Marshall, presented background information for the Commission. City Council approved the Ordinance on December 20 at its first reading with instructions from Council to come to the LPC to address any concerns. The second reading has been postponed until February 7. Ms. Turner distributed a copy of California's exemption for historical buildings, which may suggest a useful approach for Fort Collins. Mr. Lee distributed an amended copy of the Ordinance which addressed the concerns of the LPC regarding the impact on historic structures. Mr. Tanner explained that a Class C roof is one which has been impregnated with a fire retardant. Ms. Tunner asked about including buildings eligible for historic designation and Mr. Eckman said they had considered that but they didn't want the exemptions so sweeping that the ordinance was ineffective. Ms. Weatherford expressed concern about page 4 of Ordinance 189, "Exception", which states that the roof "may be replaced with a roof covering of the same materials and classification." She would like the ordinance to allow a roof to be returned to its original roof covering type even though that roof covering may now no longer exist. Ms. Carpenter expressed a similar concern. Mr. Eckman suggested inserting the phrase "by the LPC" and "or such other roof covering as may be authorized by the LPC." Mr. Frank asked about the 1999 rule for sunset of Class C roofs. Mr. Pretz said that the exemption for historic buildings wouldn't be affected. Ms. Carpenter asked for citizen input and Mr. Bridges stated that he feels that other fire hazards . such as faulty electrical systems are more dangerous than the type of roofing materials and noted that older homes often have a higher roof surface area with their gables and dormers. He believes only about 20% of older homes still have their wood roofs, which leads to higher replacement costs. He would prefer to do other fire -safe upgrades on historic homes rather than replacing the roof. Mr. Tanner moved that the LPC endorse the amended City Ordinance #189 as further amended under "Exception, #2" by the suggested inserted language to read "Any existing roof covering on a structure that is officially designated as a local or state landmark, or is listed on the National Register of Historic Places or is a "contributing structure" within an officially designated historic district or area, when such existing roof covering is determined by the Landmarks Preservation Commission to be essential in maintaining such historic designation, listing or contribution, may be replaced with a roof covering of the same 0 . 0 Landmark Preservation Commission Regular Meeting Minutes January 10, 1995 Page 3 materials and classification or such other roof covering as may be authorized by the Landmarks Preservation Commission, provided that the replacement roof covering has a minimum rating of Class C." Ms. Weatherford seconded the motion, which passed unanimously. City Council will receive a copy of these minutes. Mr. Pretz spoke about the City's fire prevention efforts and said his experience showed that fires do spread via rooftop.. OTHER BUSINESS: Ms. Tunner asked if Commission members had taken the opportunity to approve the door color on the Loomis Block as discussed at the last meeting. Ms. Weatherford said she had looked at it and found it acceptable. If other members of the LPC have comments, they will contact Ms. Tunner by tomorrow morning. Otherwise, Ms. Tunner will give Ms. Sinnard of Vaught Frye Architects staff approval of the door color. Mr. Frank said that the Landmark Grant applications and brochures have been distributed and gave copies to members.. $40,000 is available for distribution. Ms. Tunner distributed a draft copy of the proposed amendment to Chapter 23 of the City Code to establish the Art in Public Places Program. A public hearing is forthcoming and the LPC may want to review the amendment and comment. The meeting adjourned at 6:30 pm. Submitted by Diane Slater, Secretary.
