LANDMARK PRESERVATION COMMISSION
Special Meeting
February 3, 1995

SUMMARY OF MEETING: The Commission approved a trim color for the
Trolley Barn at 330 N. Bowes. The Commission tabled a decision
on accepting a change order for the removal of three masonry
piers on the Loomis Block on Linden Street and re -bricking with
a new brick because the new brick was a poor match for color and
size. They directed the applicant to look further for salvage
bricks closer in size and color to those used on the upper front
building facade.
CALL TO ORDER AND ROLL CALL:
Commission Chair Jennifer Carpenter called the meeting to order at
8:00 a.m. at 330 N. Howes Street. Commission members Jennifer
Carpenter, Per Hogestad, Jean Kullman, Bud Frick and Ruth
Weatherford were present. Members James Tanner and Carl McWilliams
were absent. Carol Tunner represented staff and secretary.
GUESTS: Dick Beardmore and Daniella Caro of the Center for
Stabilization and Reuse of Important Structures at CSU, Jack
Gianola, Project Manager of the Trolley Barn Re -roofing, and Dawn
Sinnard of Vaught -Frye Architects.
TROLLEY BARN REPAINTING - 330 N. Howes Street
Staff explained the proposal of Vaught -Frye Architects to paint the
trim color on the trolley barn with Devoe, Old Forge, a teal green
color that was used on the Loomis Block on Linden Street. Staff
had recommended a green closer to the historical dark green with
more yellow and black in the color. She described where Ms. Caro
had found some unfaded color chips of the last painting on the
north side of the building. Mr. Beardmore presented painted
samples on various wood types used on the barn. The color he
recommended is Benjamin Moore 602, a dark green. The Commission
agreed that the original would have had lead in the paint and that
would have added a yellow tinge.
Ms. Weatherford made a motion to accept BM 602, a dark green alkyd
high gloss paint. Ms. Kullman seconded. Motion passed
unanimously, 5-0. The meeting moved to 217 Linden Street, the
Loomis Block.

Staff passed out copies of a Tax Certification Part Two Change
Order that was provided by Dawn Sinnard. It described Sinnett
Builders' and Vaught-Fryes' request to change the treatment of
three front facade brick piers on the Loomis Block. Because of

deteriorating brick and earlier remuddling damage, replacing
selected areas of the piers had been tried. Unfortunately the
replacement brick was not a good match for size but smaller, and
the mortar joints were much larger than the butter (thin) joints of
the original work. Also, the mortar patching was not colored as
the original was. The applicants determined this work to be
unsatisfactory and proposed tearing the entire three piers down for
replacement with new brick piers. Half of one pier was already
removed and the other half of it was saw cut on the side for
further removal. The new bricks chosen were stacked inside the
building. Two bricks were brought outside for review next to the
building. Ms. Carpenter asked when the cut and patching was done
and Ms. Sinnard said recently.
Mr. Frick asked about the proposed new treatment of the sides of
the pier and Ms. Sinnard described how a piece of wood trim would
cover the cold joint between the old and new brick. Mr. Frick
interpreted this to the Commission as the trim would be two
overlapping wood pieces with quarter round edging.
Ms. Weatherford did not approve of the new brick match. She said
she preferred the old patch look to show the change but the mortar
should have been matched. Mr. Hogestad asked about the urgency of
the request and Ms. Sinnard said that this was holding up
completion of the exterior facade work.
Ms. Carpenter said that she wasn't comfortable with a fast decision
under the gun, and she described how the LPC was brought in after
a pier was half torn out and half patched. Mr. Hogestad agreed.
Ms. Carpenter said that she was not convinced that a thorough
search had been made to match the color and size of the brick more
closely. She suggested salvage yards as a source of a better
choice. She needed to know what effort had been made and if
salvage yards had been researched, then it might be an easier
decision whether the proposed treatment would have to be
acceptable.
Ms. Weatherford made a motion to table the decision pending further
information on looking for a source of brick that may closer
resemble the size and color of the original. Motion seconded by
Ms. Kullman. Motion passed unanimously.
