SUMMARY OF MEETING:
CALL TO ORDER AND ROLL CALL: Jennifer Carpenter called the meeting to order 5:33
p.m. at 281 North College Avenue. Commission members Per Hogestad, Bud Frick, Diana
Ross, James Tanner, Stephen Short and Angela Milewski were present. Carol Tunner
represented Staff.
GUESTS: Dick Beardmore, AE Design; Mike Early, owner, Binkler Block, 142-144 North
College.

132-144 North College Trimble and Binkler Blocks — Fagade Rehabilitation Final
Review
Ms. Tunner reported that the applicant is requesting final approval for the proposed project
to restore/reconstruct the two buildings known as the Trimble Block and the contiguous
building located at 144 N. College. She stated the project could be eligible for State tax
credit and that the signs, awning and colors will be presented at the October 14, LPC
meeting. Ms. Carpenter suggested that the applicant submit the State Tax Credit Program
paperwork quickly. Mr. Beardmore apologized for the need to have a Special Meeting and
explained that they have not changed much since the conceptual review in July 1996. This
evening, he presented a computer enhancement of the proposed design. They have
discovered that the black stripes on the Binkler Block can be removed with Peel -Away.
The contractor also got a machine, which will be less messy for cleaning up the brick.
They will supervise the restoration of the brick. One fanlight is missing on the Trimble
Block and it will be replicated. Poudre Valley Air is making cornices and Marvin
replacement series windows will be used.
The applicant presented the proposed work for the windows. On the Binkler Block the
window frames can be restored and set in a new sash. On the Trimble Block, the five top
window frames were removed. They will rehabilitate the frames and use Magnum double -
hung windows in their place. They will be unfinished, but the shell will be arched on the

inside. They will also try to reverse some of the brick. Ms. Tunner reported that the
Colorado State Historical Society says that you can use modular brick on the parapet, if
it's viewed beyond an arm's length. They do have reversed and recycled brick for the
pilasters.
Next, Storefront "A", part of the Trimble Block was discussed. The three upper windows
have been removed. They will have to build them back in their original proportions. A
photograph of the storefront, from the Vestige Press, was enlarged and shows incredible
details. This photo -documentation confirms the historic brick detail and cornice design, as
well as the balcony detail. Replacement of the balcony, would require a unique easement
over the public right-of-way. A grill, alluding to it will be done. The storefronts will be wood,
made out of poplar and soft maple. This wood is strong and will hold the paint well. The
storefront glass will be one -inch insulating and most will be tempered because of the
entryways and the building code. The, gas meter shut off will be installed outside.
The applicant discussed the Binkler Block storefront. They proposed to stay with the
original three doors to the right. The LPC liked both option"A" and the option of entering
the basement through the upstairs door. The entrance will be ramped a little in order to
accommodate wheelchairs for the ADA. The side window in the alley is being allowed to
remain, even though it does not meet code.
Storefront "B" is part of the Trimble Block. It has no stair landing, but the Building
Inspection Department is allowing it. They are still looking for a confirmation on the
building dates. They questioned whether the Trimble Block was constructed in 1903 and
the Binkler Block in 1908. The name of the Binkler Block is also questioned. Valley Sheet
Metal in Durango will supply the block letters for the signs. A sandstone patch will be used
where the stucco removal caused some damage.
Mr. Frick moved to approve the submittal for 132-144 North College, the Trimble and
Binkler Blocks, facade final review including alternate storefronts with center
entrances and a door to the basement off of the upstairs stairway.
