LANDMARK PRESERVATION COMMISSION

SUMMARY OF MEETING: The LPC approved the installation of a stage canopy in
the Old Town Plaza. The fabrication of wood storm windows and the repair of an
existing wood screen door was approved for 808 West Mountain, the Clippinger
House for a Local Landmark Rehabilitation Grant and the State Tax Credit. The
installation of an aluminum storefront system was approved for 256 Linden Street.
CALL TO ORDER AND ROLL CALL: Jennifer Carpenter called the meeting to order 5:30
p.m., at 281 North College Avenue. Commission members Per Hogestad, Bud Frick,
Stephen Short, Angela Milewski and James Tanner were present. Diana Ross was
absent. Joe Frank, Karen McWilliams and Carol Tunner represented Staff.
GUESTS: Scott Mason, City Council Liaison; James Christian, citizen; Jay Hardy, Director
and Bryan Markle, Downtown Business Association; Chip Steiner, Downtown Development
Authority; Robert Long and Teresa Morford, owner's representatives, 256 Linden Street.
AGENDA REVIEW: None.
STAFF REPORTS: Ms. Tunner provided a memo from Tim Wilder, City Planner, which
listed current applicants for the Local Landmark Rehabilitation Grant Program. She also
introduced Scott Mason, City Councilperson to the LPC members.
COMMISSION MEMBERS' REPORTS: Ms. Carpenter discussed the efforts of Historic
Fort Collins Development Corporation to preserve the Preston Farm and to work with
Celestica Co. They plan a cooperative effort to come up with a proposal for the site. Mr.
Frick reported that the DDA meeting had been rescheduled.
APPROVAL OF MINUTES: The September 30, 1997 LPC meeting minutes were corrected
on page two to read "poplar" wood rather than "popular" wood.
Mr. Tanner moved to accept the September 30, 1997 LPC meeting minutes as
amended. Mr. Short seconded the motion, which passed unanimously. (6-0)
CURRENT DESIGN REVIEW:
Old Town Plaza Downtown Development Authority Installation of Stage Canopy

Ms. Tunner explained that this is the third discussion of the proposed stage canopy for the

Old Town Plaza. The canopy is necessary because of events, which are frequently
planned for Old Town. She explained that at the last meeting, the LPC asked to see
something more temporary. The Design Sub -Committee, Mr. Frick, Ms. Carpenter and Mr.
Hogestad as well as Ms. Tunner met with Mr. Hardy and a representative from AdCon Sign
Company to discuss the current proposal. The frame is designed similar to the August
proposal. Half as many cross beams are used and an awning draws over the top of the
frame. The canopy color is proposed as a dark green frame covered with a dark green
awning, similar to the existing Old Town green. The second and third choices for the
awning are maroon and gray. Mr. Hardy explained that he has full confidence in the
changes, which have been made to the design. He added that they have also received
additional support from the merchants in the area. Chip Steiner has also met with Mr.
Hardy and AdCon Signs. He is also supportive of the changes made to the design. Mr.
Hardy explained the proposed design for the stage canopy. The canopy will pull up at the
middle from either end. This is an efficient and easy assembly and is aesthetically
pleasing as well. The graphic elements are illustrated to help show what it will look like,
but no additional signage is planned, except for the middle where a temporary sign can be
removed to advertise the upcoming event and the sponsor's logo. The removable sign will
be the Old Town logo. Mr. Hardy said that the canopy would create a more professional
look for the Association and the plaza. Mr. Tanner asked if the steel rods are structural or
will be used to hang signs. Mr. Hardy explained that the one -inch rod is used to hang
signs, while the two-inch rods are cosmetic and do not exist on the rear of the structure.
He added that the rollers for the awning will remain in place and are not removable. Mr.
Tanner asked if they can remove some of the non-structural signband elements in order
to lighten it up even more. Mr. Hardy said that he assumes that the contractor made it as
light as he possibly could. Ms. Tunner added that there is a liability when you are
designing a structural piece, especially, in this windy environment. Mr. Hogestad said the
two by six pipes are not extreme. Mr. Tanner requested that they lighten it up, if possible.
The idea is to accomplish the same purpose, with minimal impact. Mr. Frick asked how
thick the rolls of fabric will be. Mr. Hardy estimated that it will have a six-inch diameter at
most. Mr. Short said that he liked the proposal and commended everyone involved in the
design process. Mr. Tanner questioned if another Old Town logo is necessary and said
that the canopy should be minimized except when there is a performance. Mr. Frick asked
about the fabric being used for the canopy. The fabric has a matte finish and is an acrylic
fabric, from Sunbrella. Mr. Short suggested that the signage band be removed when it is
not advertising an event or sponsor. Mr. Hardy explained that the concept is to not have
it look commercial and only display signage during an event. Ms. Carpenter said that the
signage should look permanent and should not be a temporary hanging attached banner.
Mr. Hardy said that they will create a professional presentation. Mr. Frick suggested that
they hang the sign frame over the archway with a c-clip or eyelets. He also suggested that
they remove the understructure of music notes and other ornamentation, to minimize the
area of the metal. Mr. Hogestad noticed that the pieces of the design create a musical
staff. Mr. Steiner said that they should check to make sure that the pieces are not
structural, before it is removed. Mr. Carpenter stated that the musical notes added a
festive flair to the design.

Mr. Tanner moved to approve the proposal for the Old Town Plaza Canopy Stage
with the proviso that they eliminate as much as possible of the sign band across the
front of the canopy, that all non-structural elements be eliminated or minimized.
This does not preclude a hanging sign.
Ms. Milewski stated that the sign should not just be hung for an event. Mr. Frick and Mr.
Hogestad discussed the support elements of the sign band. Mr. Hardy said that he just
doesn't want changes to affect the canopy structurally. He thinks he could make the sign
removable, because they have done something like that in the past. The Commission
recommended the Old Town green frame with the canopy.
Mr. Tanner moved that everything but horizontal elements are removed with the
provision that the sign band is removed and the color of the frame is dark green and
the canopy is Old Town plum. Mr. Short seconded the motion, which passed
unanimously. (6-0)
Mr. Hogestad moved to use any of the proposed three colors, gray green or plum.
Mr. Frick seconded the motion, which passed unanimously. (6-0)
256 Linden Street — Installation of Aluminum Storefront
Ms. Tunner explained that this design review was initiated when staff observed an
aluminum storefront being installed. The applicant had received a building permit for the
work without going to the LPC and this mistake is being investigated and corrected. Ms.
Tunner said that the building is one of the oldest in the district, but the structure is currently
considered non-contributing. In the 1950s the building was modernized with rounded
corners and glass block. The steel casement windows on the second floor were also
removed. In 1986, the storefront window was changed out for an aluminum overhead
garage door. This space is currently being divided and the applicant has begun to install
an aluminum storefront, not too different from the window comer system approved in 1987.
The window was used for display and was approved because of the non-contributing status
of the structure. The aluminum was brushed white and was rounded, but the Kawneer
system is no longer available. Mr. Long described the proposed storefront. He added that
when he went to the Building Inspection Department, no one noted that he needed to go
through the LPC, but they did require a recess for the entry. He said that he looked for a
system, which matched the existing comer storefront, but he could not find one. A system
was left at Black's Glass, which they intended to use. Lights will be installed above the top
of the door. Mr. Short asked about the proposed signage. The signage over the entry door
will be projecting over the existing doorway. Mr. Long added that the existing projecting
sign on Jefferson will be repainted and reused. Mr. Frick asked about the dimensions of
the signage, which are 3' by 16". Drawings of the signage were provided at the meeting.
One sign will be installed over the storefront on Jefferson and one on Linden. Ms. Tunner
described the Jefferson Street sign as the plexiglass face of an existing illuminated box
sign, but it will not be lighted. Mr. Tanner asked about the style of aluminum brushing,

which will be applied. Mr. Long said that there are different styles of brushing, but the new
system will look similar to the older storefront.
Mr. Frick moved to approve the submittal as presented for 256 Linden Street, the
new storefront in lieu of the garage door. Mr. Hogestad seconded the motion, which
passed unanimously. (6-0)
808 W. Mountain. Clipiinnger House — Storm Windows Fabrication and Screen Door
Repair for the State Tax Credit, Part 1 and 1997 Local Landmark Grant (Neva Lawton)
Ms. Lawton has received a Local Landmark Rehabilitation Grant and would like to take
advantage of the State Tax Credit Program as well. Twenty-three storm windows will have
to be manufactured to replace existing dilapidated wood ones. Empire Carpentry will be
completing the work. Poplar, pine or fir wood will be used. A past tenant in the house has
also painted the wood screen door purple and has removed the hinges. The door will be
repaired, rather than replaced and repainted. The Design Assistance Program may be
utilized in designing the color of the house. It is currently white with a pale green color,
which is in need of repainting and the owner does not like the present colors. For now,
they will prime everything white. The window sashes will also be repaired, where the joints
have busted. Two other screen doors on the house will be repaired and repainted.
Mr. Frick moved to approve the submittal for the storm window fabrication and
screen door repair for State Tax Credit, Part 1 and the 1997 Local Landmark
Rehabilitation Grant Program, for 808 West Mountain Avenue, the Clippinger House.
Mr. Hogestad seconded the motion, which passed unanimously. (6-0)
OTHER BUSINESS:
Ms. Tunner described the color palette, which already exists on the Antler's Hotel. The
owner, will use a medium green grapevine and a deep forest green rather than the
lighter color. Above the storefront will not be painted. The only change will be that the
three doors will be painted charcoal. The colors are taken from the historic color
palette, so the application can be reviewed administratively.
Ms. Carpenter discussed the Commission making a statement describing the
importance of the Preston Farm complex and describing how it adds to the historic
fabric of Fort Collins and the Harmony community. Ms. Carpenter requested, on behalf
of the Historic Fort Collins Development Corporation, a letter of support. The LPC
discussed that they have already acknowledged the importance of the Preston Farm.
