HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 04/28/1999• LANDMARK PRESERVATION COMMISSION Regular Meeting April 28, 1999 Council Liaison: Scott Mason (226 — 4824) Staff Liaison: Joe Frank (221-6376) Commission Chairperson: Per Hogestad (303-292-1875) SUMMARY OF MEETING: The LPC approved the reconstruction plans for the rear porch at 1601 Sheeley Drive using a local landmark rehabilitation grant. The LPC recommended the 2000-2001 budget. They discussed awarding the Friend of Preservation award for the Preston Farm project to Western Property Advisors. An extension for the Landmark Rehabilitation Grant was granted until April 2000 for proposed work to the old Post Office at 201 S. College. CALL MEETING TO ORDER AND ROLL CALL: Mr. Hogestad called the meeting to order at 5:37 p.m., at 281 North College Avenue. Commission members Bud Frick, Angela Milewski, Rande Pouppirt, James Tanner, Angie Aguilera and Janet Ore were present. Karen McWilliams and Carol Tunner represented staff. AGENDA REVIEW: Ms. McWilliams removed the determination of eligibility for 507 S. College Avenue. She added a discussion about the Friend of Preservation Award under other business. STAFF REPORTS: Ms. Tunner announced that the City was sponsoring a presentation on Strengthening Board Effectiveness at the old Fort Collins High School on Friday, April 30, 1999. COMMISSION MEMBER'S REPORTS: Mr. Pouppirt reported that he made a field visit to 160 - 164 North College Avenue and said that the width of the mullion and framing for the storefront was done very well. Mr. Frick asked if there were ties to support the brick. Mr. Hogestad asked staff to check the work and the motion to see what had been approved, because the storefront at 164 N. College had been torn down completely. APPROVAL OF MEETING MINUTES: The LPC March 24, 1999 meeting minutes were corrected on page four, second paragraph. The Northern Hotel will not have the Art Deco design continued around the Walnut side, they would maintain the style as is. Mr. Frick moved to accept the minutes as amended. Mr. Tanner seconded the motion, which passed unanimously. (7-0) Landmark Preservation Commission April 28, 1999 Meeting Minutes Page 2 Ms. McWilliams reported that the Museum of Contemporary Art has a new director, who requested a one-year extension. The Board of Directors submitted various reasons for the request. Staff recommended granting the request until April 1, 2000. Mr. Frick moved to grant the request for an extension for the Local Landmark Rehabilitation Grant for the Old Post Office at 201 South College until April 1, 2000. Mr. Tanner seconded the motion, which passed unanimously. (7-0) CURRENT REVIEW: 1601 Sheeley Drive, MittrVNounq House - Partial; Reconstruction of Redwood rear Porch for Local Landmark Rehabilitation Grant and Local Design Review (Per Hogestad) Mr. Hogestad stepped down as Chairperson of the Commission and declared a conflict - of -interest. He presented the proposed work as the owner of the house. An overview of the project was included in the packet. He presented the plan for framing the deck and said that the features would be reproduced in kind. Some of the original framing was good enough to maintain. He planned to double up on the framing to provide more structural support because he felt that the structure was not built with adequate support. The City has required that he add a column along side the stairs. The framing will also be reinforced with a triple two by twelve, which is currently two by eight. He will keep the same configuration. The railing also needs to be replaced. He proposed a similar design, but will need to use six-inch boards to meet the current safety code requirements. Mr. Hogestad said that all other work would be completed in kind. Mr. Frick noted that the railing was canted in some places and asked if that design would be maintained. Mr. Hogestad said yes. Ms. Ore asked if the City would allow the railing since it was an existing design on an historic structure. Mr. Hogestad reported that he and Ms. Tunner spoke with the City Building Inspector who said no because it was an issue of safety. Mr. Tanner asked why the railing spacing was changed from 2 by 3 to 2 by 4. Mr. Hogestad explained that he did that to get a reasonable spacing. He added that he would make the post taller too, from 34 to 36 inches. Mr. Frick asked about the soffit material, which would be made from like kind plywood. Mr. Hogestad explained that there was a dance floor underneath the deck, so he could not add a column there and the alternative was adjacent to the stairs. He added that sections of moving louvers were rotted. They would be rebuilt where necessary and he would reproduce the hardware that moved the louvers. Mr. Hogestad added that he still has the original electrical fixtures. Mr. Pouppirt moved to approve the proposed plans for 1601 Sheeley using the Local Landmark Rehabilitation Grant Program. Mr. Frick seconded the motion, which passed unanimously. (6-0) Five Minute Break Landmark Preservation Commis • April 28, 1999 Meeting Minutes Page 3 DISCUSSION ITEMS: Ms. Tunner requested that the LPC approve the proposed two-year budget. Item 1 was at the forefront of development and historic preservation because of the proposed truck route through those neighborhoods (Buckingham, Alta Vista and Andersonville). Item 2 would help mainstream the process of researching and grant writing and help make the connection between the Building Department and Historic Preservation. Mr. Hogestad asked if the Local Landmark Rehabilitation Grant Program would still be in the form of a grant, rather than a loan. Ms. McWilliams said that staff still needs to do more research on grant programs involving loans. Mr. Frick moved to recommend the 2000-2001 budget. Ms. Milewski seconded the motion, which passed unanimously. (7-0) OTHER BUSINESS: Discussion of Friend of Preservation Award Ms. McWilliams reported that the LPC considered the groups and individuals involved with the Preston Farm Project. She said that the LPC had recommended that Western Property Advisors, who has now cancelled the option with Dave Lawser to purchase adjacent land to the farm complex. No plans have been submitted for that parcel yet, but this action made staff question their historic preservation values. The Commission agreed that it was too early to know what they would do with the property and how it would affect the historic farm complex. According to the land use code, any development would have to be sympathetic to the Preston Farm. The LPC agreed that Western Property Advisors should still be rewarded for their efforts and cooperation with a Friend of Preservation Award.
