HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 05/26/1999LANDMARK PRESERVATION COMMISSION Regular Meeting Minutes May 26, 1999 Council Liaison: Scott Mason (226 — 4824) Staff Liaison: Joe Frank (221-6376) Commission Chairperson: Per Hogestad (303-292-1875) SUMMARY OF MEETING: Lighting fixtures, signage, and awnings were approved for 160-164 North College Avenue. The fagade reconstruction of 251 Linden was approved for the Local Landmark Rehabilitation Grant and State Tax Credit. The Commission suggested that paint colors from the historic color palette be used for the storefront at 255 Linden. The Commission reviewed the revised conceptual site plan for the Rigden/Cal Johnson Farm community center. CALL TO ORDER AND ROLL CALL: Mr. Hogestad called the meeting to order at 5:41 p.m., at 281 North College Avenue. Commission members Angela Milewski, Rande Pouppirt, Janet Ore, Angie Aguilera, and Bud Frick were present. James Tanner was absent. Carol Tunner and Karen McWilliams represented staff. GUESTS: Ted and Ellen Zibell, owners of 160 — 164 North College Avenue; Richard Beardmore, Preservation Engineer, A-E Design for 251 Linden; Eric Griffin, Paris Cafe, at 255 Linden; Jennifer Carpenter, Wheeler Commercial for the Rigden/Cal Johnson Farm. AGENDA REVIEW: Ms. Tunner noted that the agenda should read the Rigden Farm, not the Preston Farm project. STAFF REPORTS: Ms. Tunner provided an additional elevation for 251 Linden and an article on the Strauss cabin by Frank Lancaster, County Manager. COMMISSION MEMBERS' REPORTS: Mr. Frick reported on the Downtown Development Authority meeting. They discussed Michael Hayden's work for Art in Public Places. They discussed that they would need an easement on the light poles in order to hang the artwork. APPROVAL OF MINUTES: Page one of the April 14, 1999 LPC meeting minutes should list Richard Beardmore as a Preservation Engineer. Page 4, under 630 Peterson, and fourth line towards the end of the paragraph should include the word existing in describing the windows on the second story. Mr. Pouppirt moved to approve the April 14, 1999 LPC meeting minutes as amended. Mr. Frick seconded the motion, which passed unanimously. (6-0) Landmark Preservation Commission May 26, 1999 Meeting Minutes Page 2 CURRENT DESIGN REVIEW: Mr. Zibell proposed lighting fixtures for the facade and provided a spec sheet. He also described the proposed signage. He added that the Perennial Gardener has the same kind of light fixture. The fixtures at 160 N. College would be painted that same color as the background of the sign. The lettering on the sign is a gold relief, three-quarters of an inch out and the background color is Rich Plum (PMS #229). The awning for 160 N. College will be the same style as the one on the Perennial Gardener. The existing awning frame on 160 will be re -used on 164 N. College, because it no longer fits the 160 N. College facade. Mr. Zibell provided spec sheets for the awnings. The awning on 160 N. College will be a plum color (Sunbrella Black Cherry) and 164 N. College will have a beige color (Sunbrella Beige) awning. Both will have a lightly scalloped valance and be a solid color. Ms. Tunner said that she needs a final color elevation on file that calls out the colors of the different features. The paint colors were described as Bone, Acorn Brown and Old Hickory for 160 N. College and Old Parchment and Quarry Stone for 164 N. College. Mr. Hogestad asked for public input, and there was none. Mr. Pouppirt moved to approve the submittal for lighting fixtures, lighting support arms, signage, and awnings, using the existing awning frame from 160 N. College and re- using it on 164 N. College with new awning material. Colors for the awnings and submittal of color elevations, awning mounting heights and details should be submitted to staff for the record. Mr. Frick seconded the motion, which passed unanimously. (6-0) 251 Linden, Robertson Haynes Block — Storefront facade plans (A-E Design. Richard Beardmore) for Local Landmark Rehabilitation Grant and State Tax Credit — Final Review Ms. Tunner explained that small changes might have to be made on the details of the storefront. She pointed out the historic iron column on the left-hand side of the door. Mr. Beardmore explained that the project was a reconstruction of the storefront, which included the re-creation and replication of historic features. Through the use of photo - documentation they will duplicate the column for the right side of the building. The left column will remain where it is. They will make a mother mold of the column and construct the new one from it, using Forten. He described the resin -epoxy product that had ground pecan shells in it. It is very stable material and has five thousand -PSI compression strength. The sash of the building will be very similar to that of the Trimble Block and 218 Walnut. The window sashes will also be restored in place. A piece of the upper cornice which is missing will be replaced using the pattern of the existing two brackets. They will also clean, repair and re -paint the cornice. The dimensions of the doors will be close to the original doors. Mr. Beardmore explained that they were still looking for a good picture of the doors. They will use peel -away to do some exploratory stripping on the brick, which may need repair. Poplar wood will be used to make the storefront facade, which has worked well for them in the past. Mr. Hogestad asked if there was any public input and there was none. Ms. Tunner described the color of the buildings on that street and explained that this building should be painted colors that would be compatible with the streetscape. Mr. Griffin would like to use grays and burgundy. He would also like to bring out the details around the entryway. Ms. Tunner said that the proposed colors did not come from an historic color palette. Mr. Griffin said that they could not find a record of the colors that were approved in 1983, which he was interested in using. He called out the currently proposed colors on a picture of the building storefront. Ace 8525w, a dark gray, will be applied to the columns, dentils, and trim. Ace 8521w, a light gray, will be applied to everything else. The burgundy will be used for the fluting and fine details around the entryway. The Commission was concerned about the intense contrast between the dark and light gray. They were also concerned about painting the columns and highlighting odd items on the facade. They explained that these items should stand out on their own by the use of shadow lines. They suggested that Mr. Griffin use colors off an historic color palette. It was suggested that he should meet with the LPC Design Review Sub -Committee and then submit the proposed colors (if from an historic color palette) for administrative approval. The Commission also requested that a color elevation be submitted. Five Minute Break. DISCUSSION ITEMS: ,'AWLW 1 dE 1, FWUIL — rvew Legrsianve cnanges io ine rrogram Ms. Tunner explained that the State Tax Credit bill had been sunsetted recently and new rules for the bill were passed by the legislature without opposition. She provided copy of the revised bill to the LPC and discussed the changes. The Commission agreed that the changes would help both investment properties and owner occupied properties. Rigden/Cal Johnson Farm — Community Center Conceptual Plans (Jennifer Carpenter. Wheeler Commercial) Ms. Carpenter reported that all five farmstead buildings are included in the current plan. In the revised plans, the proposed deck off the farmhouse now also has a stone or brick patio. The deck would be located to the back of the house and is separated from the house by a handicap ramp. The bunkhouse will be used in the garden area. The garage will serve as offices or storage space. The chicken coop will be used as a BBQ center. The new plan does not have the exact dimensions of the original site, but it is very close. The relationship and orientation of the buildings are the same. An aggregate base will be used in the parking lot to make it look more natural. Ms. Carpenter added that they would try to move as many trees as possible to the area. She added that Historic Fort Collins Development Corporation received an Honor Award at the Colorado Preservation, Inc. Dana Crawford Awards Banquet for saving the Preston Farm.
