HOUSING AUTHORITY
A meeting of the Board of Commissioners of the Fort Collins Housing Authority was held on
Tuesday, February 15, 2000, at 9:05 p.m. in the Council Chambers of the City of Fort Collins City
Hall. Roll Call was answered by the following Commissioners: Bertschy, Byrne, Kastein, Martinez,
Mason and Weitkunat.
Absent: Commissioner Wanner.
Staff Members Present: Love, Fischbach, Krajicek, Roy.
Agenda Review
Julie Love, Executive Director, reviewed the agenda.
Resolution No. 26
Approving the SEMAP Certification for the Authority for Submission
to the U.S. Department of Housing and Urban Development. Adopted.
• The following is staff's memorandum on this item.
"Executive Summary
The Section 8 Management Assessment Program (SEMAP) was established to objectively measure
public housing agency performance in key Section 8 tenant -based assistance program areas.
SEMAP is intended to enable HUD to ensure program integrity and accountability by identifying
management capabilities and deficiencies.
Housing Authorities (HAs) must submit the HUD -required SEMAP certification form within 60
calendar days after the end of its fiscal years. The certification must be approved by Housing
Authority Board resolution and be signed by the board of commissioners' chairperson and by the
executive director.
Upon receipt of the SEMAP certification, HUD will rate the HAs' performance under each SEMAP
indicator and prepare a prof le which shows the ratingfor each indicator. HAs with SEMAP scores
of at least 90 percent shall berated high performers. HAs with SEMAP scores of 60 to 89 percent
shall be rated standard. HAs with scores of less than 60 percent shall be rated troubled.
Attached is a summary of the SEMAP indicators, how they are verified, and the potential points for
February 15, 2000
each indicator. Many of the indicators are verified through electronic submission of data to HUD
or through the annual audit. The internal calculation of the SEMAP score shows the Fort Collins
Housing Authority and Larimer County Housing Authority rankings as Standard Performer."
Julie Love, Executive Director, gave a brief presentation regarding the agenda item.
Commissioner Mason made a motion, seconded by Commissioner Weitkunat, to adopt Resolution
No. 26. The vote on the motion was as follows: Yeas: Commissioners Bertschy, Byrne, Kastein,
Martinez, Mason and Weitkunat. Nays: None.
THE MOTION CARRIED.
Resolution No. 27
Revising the Policy Regarding the
Capitalization of Assets. Adopted
The following is staff s memorandum on this item.
"Financiallmpact
The financial impact ofthis revision is minimal and will conform to Generally Accepted Accounting
Principles.
Executive Summary
The existing policy regarding the capitalization of assests (attached) states that all items having a
value above $100 and a useful life of more than three years be capitalized. During the audit of the
1998f:scal year, the auditors, Bondi and Associates, recommended that the capitalization threshold
be changed to $5, 000 in order to conform with Generally Accepted Accounting Principles (GAAP).
The Resolution approves that change in policy and also lowers the useful life threshold to one year. "
Julie Love, Executive Director, gave a brief presentation regarding the agenda item.
Commissioner Byrne asked for clarification regarding the depreciation period. Love spoke briefly
regarding the depreciation period.
Commissioner Weitkunat made amotion, seconded by Commissioner Bertschy, to adopt Resolution
No. 27. The vote on the motion was as follows: Yeas: Commissioners Bertschy, Byrne, Kastein,
Martinez, Mason and Weitkunat. Nays: None.

Other Business
February 15, 2000
Commissioner Bertschy asked for an update regarding the status of the Housing Authority. Love
spoke regarding the hiring of staff members.
