AND IT 3HOULD BE NOTED THAT DDA FUNDING REPRESENTS THE FINAL, LOCAL CASH MATCH TO THE
STATE HISTORIC GRANT. TODAY, THE BOARD 13 BEING ASKED TO RENEW THE COMMITMENT FOR ONE

THE WORK PROGRAM COMPRISES A 20 YEAR LONG RANGE TRANSPORTATION PLAN, AND A 6 YEAR
T RANsPORTATION IMPROVEMENT PROGRAM. THE LATTER REPRESENTS CURRENT PROJECTS; THREE
INCLUDE COMPLIANCE WITH STATE AIR QUALITY PLA1,43, AND WORKING WITH CITIES TO IMPLEMENT
THEM.
RECENTLY, A SURVEY WAS COMPLETED OF 2,000 HOU3EHOLDS, TOGETHER WITH A TRAVEL
JOURNAL, WHICH HAVE PROVED TO BE VALUABLE TOOLS IN ASSESSING THE TRAFFIC PATTERNS

INCORPORATING WORK, SHOPPING AND HEALTH NEEDS, THEY ALSO IDENTIFY EMPLOYMENT CENTER
LOCATIONS, AND THE PERCENTAGE OF PEOPLE WHO TRAVEL FROM THIS REGION TO WORK IN
DENVER. WHICH SURPRISINGLY IS ONLY 2.0%, LOWLAND HAS THE MOST COMMUTERS WITH 45%
LEAVING TOWN EACH DAY TO WORK IN ANOTHER COMMUNITY, WHILE ONLY 1 7% OF THE WORK
FORCE LEAVES FORT COLLINS TO WORK ELSEWHERE. THE GOOD NEWS IS THAT 30% OF THE
REGION RETURNS TO FORT COLLINS TO SHOP, AND 35% To WORK.
THE PROCESS IS UNDERWAY WITH THE PASSAGE OF 12 RESOLUTIONS BY VARIOUS CITES, AND THE
NEXT STAGE IS T X PUBLIC OPINION SURVEY THIS FALL, FOLLOWED BY SOME IN DEPTH
PARTICIPATION BETWEEN THE NFRTA AND THE GENERAL PUBLIC, THE FINAL STEPS WILL BE THE
CREATION AND APPROVAL OF AN IGA, AND A CAMPAIGN FOR A BALLOT INITIATIVE,
POLICE CONFERENCE AT A RECENT DOWNTOWN BUSINESS ASSOCIATION MEETING, DARIN ATTEBERRY ASKED THE BOARD
FUNDING TO CONSIDER PROVIDING $2,000 SO THAT ALL DISTRICT #I OFFICERS COULD ATTEND A SEMINAR
DEALING WITH PROBLEMS COMMON TO DOWNTOWN AREAS, THE PROGRAM IS VERY TARGETED AND
WOULD BE BENEFICIAL TO OUR POLICE FORCE. MR. STEINER INQUIRED IF THE DDA MIGHT HAVE AN
INTEREST IN UNDERWRITING A PORTION OF THIS EDUCATIONAL OPPORTUNITY, TOGETHER WITH THE
DBA. FOLLOWING A BRIEF DISCUSSION, MR. BELCHER MOVED TO SHARE THE COST OF THE
CONFERENCE WITH DBA UP TO $ 1,000. THIS WAS SECONDED BY MR. TAYLOR AND CARRIED
UNANIMOUSLY. MR. BERTSCHY NOTED THAT IT MIGHT BE APPROPRIATE FOR ONE OF THE OFFICERS
TO PROVIDE A REPORT TO THE DDA FOLLOWING THE CONFERENCE.
MARKETING MR. STEINER SUGGESTED THAT IT MAY BE USEFUL FOR DDA TO ENGAGE IN MORE MARKETING THAN
IN THE PAST. HE SUGGESTED PLACING AN INSERT IN THE NORTHERN COLORADO BUSINESS
REPORT, TARGETED TO THE DEVELOPMENT COMMUNITY OF THE CENTRAL BUSINESS DISTRICT, AND
INCLUDE SOME PROJECT PROFILES, SO THE PUBLIC CAN BETTER UNDERSTAND NOW TO
PARTICIPATE. MR. STEINER ALSO SUGGESTED A WEB SITE, TARGETED TO THE DEVELOPMENT
COMMUNITY, WITH LINKS TO THE CITY, DBA, CHAMBER OF COMMERCE AND COMMERCIAL REAL
ESTATE, URBAN LAND INSTITUTE, ETC. THE SITE MIGHT ALSO CARRY AN EXPLANATION OF TA%
INCREMENT FINANCING. IT COULD ALSO INCLUDE A FORM TO ESTABLISH A DATABASE.
SUGGESTED COSTS WERE APPROXIMATE, AND IT WAS SUGGESTED IT BE FUNDED FROM THE
'CONTNGENCY' LINE ITEM, BUT NOT UNTIL 2003. MR, STROUD RECOMMENDED THAT THE FIRST
STEP IS To AUTHORIZE MR. STEINER TO START WORK ON A DDA WEB SITE, THIS WAS SO MOVED BY
MR, BELCHER IN THE AMOUNT OF UP TO $3,000 AND TIE MOTION WAS SECONDED BY MR.
BERTSCHY. MR. BELCHER THEN AMENDED HIS MOTION TO STATE THAT THE FUNDING FOR THE WEB
SITE SHOULD BE UP TO $5,000 INSTEAD OF $3,000 AND WITH THIS, THE MOTON CARRIED
UNANIMOUSLY,
2003 BUDGET THE BUDGET PRESENTED TODAY IS IDENTICAL To THE ONE PRESENTED IN DULY, WITH THE
EXCEPTION OF AN ADJUSTMENT TO THE MILL LEVY. AS APPROVED EY THE BOARD AT THE SPEC L
MEETING ON SEPTEMBER 18. 2002. IN ADDITION, FUNDS HAVE BEEN ALLOCATED TO THE
DOWNTOWN INCREASED MAINTENANCE AND SECURITY, BUT TH13 PROGRAM IS NOT YET IN PLACE. ONE
OF THE RETREAT AGENDA ITEMS WILL BE TO DISCUSS SUPPORTING THE 7,5 MILL LEVY FOR A
BUSINESS IMPROVEMENT DISTRICT, AT THIS JUNCTURE, MR. MEADORS MOVED TO ADOPT
RESOLUTIONS 2002-04, (FIXING THE MILL LEVY) 2002-05. (BUDGET AND 2002-06, (DEBT
SERVICE PAYMENT) THE LATTER WITH AMENDMENTS AS STATED, THIS WAS SECONDED BY MR,
BELCHER AND CARRIED UNANIMOUSLY
OTHER BUSINESS M LINDEN STREET RFP - HAS BEEN COMPLETED, AND COUNSEL IS CHECKING THE LEGAL
LANGUAGE, IT IS PLANNED TO ISSUE THIS IN DDA'3 NAME RATHER THAN THE CITY, AND IT SHOULD
BE ON THE STREETS WITHIN SEVEN TO FOURTEEN DAYS.
- EMPIRE HOTEL - IT 13 BELIEVED STEVE LEVINGER HAS CLOSED ON THE PROPERTY, AND PLANS
TO HAVE RESIDENTIAL UNITS ON THE UPPER FLOOR, RETAIL ON THE FIRST FLOOR AND TURN THE
BASEMENT INTO STORAGE FOR USE BY OTHER BUSINESSES.
DOWNTOWN STRATEGIC PLAN MEETING - ON OCTOBER 23, IN THE CRY OFFICE BUILDING
COMMUNITY ROOM AT 7:30 A.M. TWO DOWNTOWN STRATEGIC PLAN CONSULTANTS WILL ADDRESS
BOTH THE DDA AND DBA BOARDS.
LES KAPLAN LETTER - THE BOARD DISCUSSED THE CONTENTS OF THIS LETTER BRIEFLY WHICH
EXPRESSED CONCERN OVER THE CURRENT METHOD FOR LIQUOR LICENSE ISSUANCE. MR.
BERTBCHY EXPLAINED THAT ONE OF THE REASONS FOR THE DECISION TO USE A JUDGE RATHER
THAN A PANEL, WAS TO 'DEPOLITICIZE' THE PROCESS. DECISIONS WOULD, THEREFORE, HAVE THEIR
"SIB IN THE LAW, AND THUS A 'STRONO' BUSINESS OWNER, FLANKED BY AN ATTORNEY WOULD NOT
INTIMIDATE OR INFLUENCE THE DECISION.

RE: 300 East Mountain Avenue Redevelopment
Ernie and Marilyn Garner, owners of the building at 300 West Mountain Avenue, are
proposing to redevelop the property by adding four apartment units in a second and
partial third floor. The commercial space on the first floor will be completely gutted
and rebuilt.
Three of the apartments will be two stories with access to penthouse patio space. All
the units will have a one -car garage incorporated into the Chestnut facing facade of
the building.
Facade materials will be stone masonry and there is a prominent corner feature to the
facade that picks up on a very common design element in downtown Fort Collins.
Total project investment is calculated at $671,700. Improvements proposed for DDA
participation include the facade, (storefronts, windows, doors, masonry, and
ironwork) and replacement of the sidewalk, curb and gutter. The architect's estimate
of these improvements is $171,000.
Staff calculates an annual tax increment from the completed project to be $8,200. On
a nine-year debt schedule at five percent this would support a DDA investment of
about $58,300 (the residential portion of the project makes up about 70 percent of the
investment). The owners are requesting a DDA investment of $87,321.
This proposal would significantly improve the corner of East Mountain and Chestnut.
As designed, it will provide a nice compliment to Home State Bank across Mountain
Avenue. The residential component, of course, fits with long-standing DDA
objectives.
Staff strongly urges Board support for the full $87,321 request. The residential part
of the project generates 72 percent less tax increment than a comparably sized
commercial space and it is only for this reason that the supportable debt is so low. If
the entire project were built as commercial space, it would generate enough tax
increment to support a debt of $125,300.

If the Board agrees to participate, the project will be added to the next tax increment
bond issue or, depending on the outcome of the retreat, added to the list or projects to
be funded from annual excess tax increment revenues.
DOWNTOWN DEVELOPMENT AUTHORITY
PROJECT COMMITMENT TERMS
The Downtown Development Authority Board of Directors makes this preliminary
commitment to participate in 300 East Mountain Avenue based upon the following
terms:
1. The commitment by the DDA is for a period of 12 months commencing on the
date the Board of Directors votes in favor of participation. If this project is being funded
from administrative resources, it is contingent upon re -appropriation of funds by City
Council if the 12-month period extends into the next budget year. If this project is being
funded through a tax increment debt instrument, the DDA commitment is contingent
upon approval by City Council. Funding type: Administrative X TIF.
2. The project owner must provide the DDA with periodic updates, the frequency to
be determined on a case -by -case basis.
3. Extension of the 12-month commitment may be considered upon the formal
request of the project owner or authorized representative and must be placed on the Board
of Director's agenda no later than the 12a' month of the most recent commitment term
then in effect.
4. If there is a change in project ownership, the continuation of this commitment
requires notice to the Downtown Development Authority and the Board may, at its sole
discretion, require reconsideration of the DDA commitment.
5. Reduction in the private investment for taxable improvements, here declared at
671 700 , of more than 10 percent requires reconsideration of the
Authority's commitment by the Board of Directors.
6. This commitment is contingent upon the completed project being consistent in
scope, use, and design with that presented to the Board at the time this commitment was
made. If no scope, use, and design have been provided at the time of this commitment,
the commitment is continent upon the acceptance by the Board of Directors of a scope,
use, and design as submitted at some later date but prior to any disbursement of funds.
7. This commitment is expressly contingent upon the acceptance and execution of an
agreement between the Downtown Development Authority and the project owner(s).

We received two proposals to provide us with web page development and collateral
(that means old-fashioned marketing stuff such as brochures and pamphlets)
materials. They are from Wirestone and Burns Marketing.
The proposals are attached although it is difficult to compare them directly to each
other. Below is a synopsis:

I really don't have a recommendation on this. While Wirestone is more expensive I
can't effectively evaluate the skills behind each proposal. The Downtown Business
Association uses Wirestone and it may therefore have more ability to blend our sites
together.

Hi Chip,
Based on our conversation yesterday, here is Wirestone's estimate for the
services you requested.
Website development. Informational site on general purpose, board,
services, etc for DDA, etc. Viewers can contact Chip or DDA through email
link.
Design, copy editing, programming and development $5,000. This fee will be
reduced to $3,000 as a contribution to the DDA.
Presentation folder, development of insert template that can be imprinted on
laser printer to allow for maximum shelf life. Does not include printing of
folder, or inserts. Design fee $3,500.
Optional logo or logotype development. It is my opinion that this is a good
time to upgrade the image of the DDA to that it can be introduced through
the website and support materials. Your organization works with large
companies and your image should reflect your ability to deal with companies
at that level. Logo design fee $3,500. This fee will be reduced to $1,500
as a contribution to the DDA.

Integration of content management program for on-line updating
We can also provide a cost-effective and easy -to -use content management solution for

RE: CooperSmith's Silo CD
As a condition for allowing CooperSmith's to construct a silo outside its pub, the
DDA required that a $1,500 CD be bought and held against the possibility that the
silo would need to be removed if the brewing portion of the business were to go
away.
Scott Smith, one of the owners of the pub, has asked the DDA to allow him to cash in
the CD —that is he wishes to be released from the requirement to hold a reserve.
Staff recommends approval. If the Board concurs, it needs to authorize the chair to
sign an amended agreement to be prepared by the DDA's attorney.

RE: Amending Resolution 2002-03 Closing Old Town Square Plaza
At its last meeting, the DDA Board approved Resolution 2002-03 that closed Old
Town Square Plaza between the hours of two am. and six a.m.
The City has asked the DDA to amend the resolution to specifically state that through
the permitting process events can be legally held on the plaza during hours of closure.
This does not materially change the intent of the resolution. However, the City is
requesting it so that there is compliance with the City ordinance (pending first
reading Tuesday evening) closing the southwest corner of the plaza.
A redrafted resolution, complying with City Council action, will be provided at the
Thursday Board meeting.
