LANDMARK PRESERVATION COMMISSION
Regular Meeting
August 8, 2001 Minutes

SUMMARY OF MEETING: The LPC heard a presentation about the City's plans
for "Art in Public Places", approved windows for the egress requirements at 200
East Plum Street (the Phi Delta Theta Fraternity) and approved the roofing
materials and plans for restoration of a rear window at 730 West Olive Street,
deferring their approval of the demolition of the screen porch until the
applicants present their plans for the addition that will replace it.
CALL TO ORDER AND ROLL CALL: Per Hogestad called the meeting to order at
5:40 p.m. at 281 North College Avenue. Commission members Per Hogestad, Bud
Frick, Angela Milewski, Angie Aguilera, Janet Ore and Agnes Dix were present. Myme
Watrous was absent. Carol Tunner represented staff.
GUESTS: Ellen Martin, Visual Arts Administrator presenting "Art in Public Places",
Scott Griffin for Phi Delta Theta Fraternity, Cheryl and Ralph Olson for 730 W. Olive
Street, Winslow Guard House.

COMMISSION MEMBERS' REPORTS: Angie Milewski reported on her attendance at
the DDA meetings: Jay's Bistro moving, signage on 185 N. College (Johnny's Place)
under consideration for changes, and building adjacent to Armory building, on E.
Mountain being renovated as a nightclub.
Approval of June 13 Minutes: No Changes.
Presentation: Art in Public Places. (Ellen Martin, City of Ft. Collins, Visual Arts
Administrator.) Ms. Martin presented the City's plans for the C&S Depot. The City has
been looking for artful opportunities in the streetscapes. The City's artist, Andy Dufford,
has designed a series of bronze pavers, some of which have been created and set into
the sidewalks. He has also created some embellished lightpoles, representing the civic,
justice and transit centers, and is designing four different sculptures relating to the
theme of transportation for the Transit Center.

1) 200 E. Plum Street, Phi Delta Theta Fraternity. Basement replacement,
windows for egress requirements. (Scott Griffin). This fraternity on East
Plum, looks to remove some historic fabric in the windows in the basement level.
Two of the steel basement windows will be removed, with a vinyl casement
window replacement suggested. Windows will remain the same width, but the
depth will change in the window well they're in so that the casement windows can
swing out. Staff suggested that they match the brick as closely as possible and
save the original brick window well coping for repairs to the front entry parapet.
The wooden deck will have to be cut back a little bit. None of these windows are
visible from the street, but they can be seen if you're walking up to the door. To
be less visible, Staff recommends that dark colors be used for these windows.
Mr. Griffin agreed to paint the window sash.
No public input.
Mr. Frick moved that the LPC approve the replacement of windows for
egress requirements of the Phi Delta Theta house, with the
recommendation that a dark color, preferably black, be used for the
windows and that the brick capping that will be removed be used to replace
missing bricks on the entry parapet. Compatible brick will be used to make
the repairs on the window -well coping. The cut sheet on the windows can
be administratively approved. Seconded by Ms. Aguilera. Motion passed
unanimously, 6-0.
2) Rigden Farmhouse Roof, 2902 Rigden Parkway (Scott Griffin): The owners
of the Rigden Farmhouse are in the process of removing the roof at the
farmhouse and requested that the LPC advise them as to whether cedar shakes
or cedar shingles would be preferable. The LPC determined that cedar shakes
are considered to be more appropriate to the original roof, as well as being a
better roof, and would be preferred.
3) 730 W. Olive, Winslow Guard House The applicants, Cheryl and Ralph
Olson, request to change the double garage doors, and trim out the garage (a
later addition) so that it looks more compatible with the dwelling. Further, they
request approval of replacing a rear picture window so it will look like the rest of
the windows on the house, and to change the asphalt shingled roof back to the
original wood type shingles. Finally, they would like to remove a small, non -
original addition and construct a single story addition that will allow for more
space.
Mr. Olson told the LPC that the current garage doors are solid, heavy, and hard
to open. They'd like to replace them with Clopay custom garage doors in
Colonial Revival style. They would also like to install shaped rafter ends and
under-eave trim on the garage eaves to make the obviously later garage addition
more compatible with the residence. They'd like to replicate the shaped modillion
ends and beadboard undereave.

For the screen porch, they request the LPC's input on the conceptual design.
They would like something glassed in, with a low, shingled roof, like a sunroom,
rather than a screen porch. Ms. Milewski recommended a design subcommittee
to work with the owners on this. The owners would like the LPC's approval to
remove the screen porch. Ms. Turner showed pictures of the non -historic
character of the porch.
Ms. Ore asked the owners how big of an addition they are planning. They replied
that it would be about 1 0x1 2 feet. Ms. Milewski suggested that the owner decide
on the addition before the LPC approves the removal. The owners agreed to
present their ideas for the addition before demolishing the existing screened
porch. At least conceptually, the LPC had no problem with removing the non -
historic screened porch.
Ms. Ore wondered about replacing the modillions on the garage, which shows
some evolution and has integrity of itself. She asked whether this should be
changed. The owners like the idea of adding some detail, some crown molding
perhaps, that give it some more interest and would be more compatible with the
house.
Ms. Ore further added that shaped rafter ends really date a house, and the
garage is clearly a 1950s addition.
Ms. Tunner responded that she had thought about=this too —,but -felt that what .the =
owners wanted was reasonable for several reasons; the building is a residence
and should blend in architecture, it is obvious the garage has been added, and
the detail under the eaves will have to be smaller since the eaves are smaller.
No public input.
Ms. Aguilera moved that the LPC approve the changes submitted for 730
W. Olive street, deferring the approval for the demolition of the screen
porch until the plans for the addition are seen. Seconded by Angela
Milewski, and approved unanimously, 6-0.
Other Business: No other business.
