Collins Museum, and to accept for final review the handicapped parking access at Preston farm, 4605 S. Cty Rd. 9., and the porch rehabilitation for 730 W. Olive Street as submitted. The LPC moved to accept to the Design Assistance Program Pre -Qualified Consultants List, Chris Koziol and Alyson McGee, and heard a courtesy discussion on small expandable screens to be placed in the windows of the Northern Hotel. CALL TO ORDER AND ROLL CALL: Commission called to order at 5:34 p.m. Commission members Per Hogestad, Angela Milewski, W.J. "Bud" Frick, Janet Ore and Myrne Watrous were present. Angie Aguilera and Agnes Dix had excused absences. STAFF: Carol Tunner; Kara Hahn, intern GUESTS: Lauren Smith, Molly Oakes, Kathleen Cole, and Travis Kinsell, citizens; Ralph and Cheryl Olson, owners, for 730 W. Olive Street; Alyson McGee, Architectural Preservation Institute, for Preston Farm house; Jeff Valloric, Fort Collins Housing Authority, for Northern Hotel; and Mark Dodge, Exhibits Designer and Jill Stillwell, Director, for 200 Matthews, Ft. Collins Museum. AGENDA REVIEW: No changes. STAFF REPORTS: Ms. Tunner passed around a Heritage Preservation Services document, "Boilerplate NO's" and the LPC Holiday Party invitations. COMMISSION MEMBERS' REPORTS: None. APPROVAL OF MINUTES: August 22 minutes approved with no changes. CURRENT REVIEW: 1) 200 Matthews, Ft. Collins Museum. Resubmittal of window murals. Mark Dodge and Jill Stillwell, of the Ft. Collins Museum resubmitted a design for the front fagade museum window murals. They presented a blue mountain image divided into three panels, one of each to be placed in the windows, like a reflection of the mountains. Landmark Preservation Commission November 28, 2001 Meeting Minutes Page 2 Mr. Frick asked if there would be a frame around the images? Mr. Dodge replied no. They are recessed in the windows about 6 inches, so they will be shadowed, and a green frame would take away from the image. Mr. Frick asked them if they're trying to make the image look like a reflection in a window, why not put a frame around it? Mr. Hogestad said that, in his opinion, this is a great compromise, and its simplicity works well with the building. It is a great solution. Public input. None. Ms. Milewski said that she felt it was unfortunate that they had to compromise at all, since the images are a temporary solution, and she liked the previous submittal also. Ms. Watrous moved that the LPC accept the resubmittal of the window mural design for 200 Matthews, the Fort Collins Museum. Mr. Bud Frick seconded the motion, which passed unanimously, 5-0. 2) 4605 S. County Rd. 9, Preston Farm House, Handicapped Parking Design. Ms. Alyson McGee, of CSU's Architectural Preservation Institute, presented for Conceptual/Final Review the design for handicapped parking at the Preston Farm House. She proposes a parking area and a pathway for visitors, an 8 x 19 ft. space, with a 5 x 19 foot access way, and 3 ft. path. She proposes a decomposed granite or more natural pavement of some kind. It is not clear if there is any precedent in the City for the choice of particular surface material. The City of Ft. Collins says that a hard surface is necessary. However, being that this is a temporary lot, and it is part of a landmark structure, exceptions may be possible. 3/8 inch crushed stone chips are used in parking areas in Rocky Mt. Nat'l Park, though here in the city, snow removal may be an issue. Public input: none. Ms. Ore moved to accept for final review the handicapped parking at Preston farm at 4605 S. Cty Rd. 9. The Commission's first choice for the parking area and walkway surfaces is compact decomposed granite. If that is not acceptable to code, the LPC will reluctantly accept concrete. The size and width of spaces must be as accepted by City code. Seconded by Ms. Milewski, and approved unanimously, 5-0. 3) 730 W. Olive Street, Rehabilitation of Front Porch. Owners Ralph and Cheryl Olson presented their plan to rehabilitate the front porch at 730 W. Olive Street. Exploratory work on the porch has uncovered water damage at the column bases, floorboards and beadboard ceiling. The applicants would like to take the porch apart, make repairs, and then put it back together. However, if the columns are too rotten inside they hope to replace them with manufactured, but Landmark Preservation Commission November 28, 2001 Meeting Minutes Page 3 matching pieces. They would also like to remove a front roof gable non -historic, metal vent. The stair tread will be replaced with the same material that is there currently, with a slight gap between the step boards. The applicants would also like to vent the porch brick skirting as they rebuild it. Public input: none. The Commission said that they will need more information on the metal grate to be used to vent the porch skirt. The applicants will submit a photograph for the record, and the approval can be done administratively. Ms. Milewski moved that the LPC approve the Conceptual and Final Review for the porch rehabilitation for 730 W. Olive Street as submitted, with the addition that the applicant submit a photograph of the grate to be used to vent the porch skirting. Motion seconded by Ms. Ore., and approved unanimously, 5-0. DISCUSSION ITEMS: 1) Design Assistance Program — addition of Chris Koziol and Alyson McGee to Pre -Qualified Consultant's list. Ms. McGee is Associate Director of the Architectural Preservation Institute in CSU's Construction Management Program. She is the current President of Historic Ft. Collins Development Corp. Chris Koziol is the Director of CSU's Architectural Preservation Institute. Ms. Ore moved that the LPC accept to the Design Assistance Program both Chris Koziol and Alyson McGee. Seconded by Mr. Frick and approved unanimously, 5-0. 2) 2002 LPC Work Plan, as delineated in Work Plan Memorandum. Ms. Ore asked to add a review of the selection and maintenance of the Pre - Qualified consultants List for the Design Assistance Program. Ms. Tunner made note of this request. Mr. Frick moved to approve the 2002 LPC Work Plan as amended by Ms. Ore. Seconded by Ms. Milewski, and approved unanimously, 5-0. Other Business: 1) Northern Hotel Cooling Options — Mr. Jeff Valloric, of the City of Ft. Collins Housing Authority, presented window screens that may be used in the Northern Hotel. Mr. Valloric has been showing units to potential residents and a concern has arisen that Landmark Preservation Commission November 28, 2001 Meeting Minutes Page 4 there is no cooling in the living areas of the units, nor are there any screens on the windows. He suggested that they may use screens that fit in the windows and are held in place by the weight of the window. The Commission expressed concern that the occupants may put small air conditioners in each of the windows. Ms. Ore asked what is to prevent tenants from just getting a little window air conditioner and putting it in? Mr. Valloric said that nothing will prevent this. They expect that it will happen, though they will still have to be reviewed by the LPC. He felt that the best solution is to find the money to retrofit air conditioning in the Northern Hotel. Ms. Watrous expressed her concern that it is likely that sooner or later there may be a death in the building due to heat stress during the summer, and such a thing must be taken into consideration. Mr. Hogestad said that the LPC will probably have to revisit this problem in the future. The screens are a good solution at the moment, but may not be satisfactory in the long- term. Ms. Tunner suggested treating the screens as a courtesy discussion. The LPC had no objection to them because they are not affixed to the building and are a temporary solution. 2) Mr. Frick asked about the Young's pasture proposal. At a previous meeting, he had asked that the LPC be kept apprised of the latest submittals. Ms. McWilliams will address this at a future meeting.
