SUMMARY OF MEETING: The LPC moved to accept the storefront and new
awning colors for final review at 111 and 113 Linden Street, and to approve the
design for the ground sign at 4509 County Road 9 at Preston Farm. Mr. Per
Hogestad was re-elected Chair and Mr. Bud Frick was re-elected Vice Chair of the
LPC.
CALL TO ORDER AND ROLL CALL: Commission called to order at 5:40 p.m.
Commission members Angie Aguilera, Agnes Dix, W.J. Frick, Per Hogestad, Janet Ore,
Carole Stansfield, and Myme Watrous were present. Carol Tunner represented staff.
GUESTS: Wendy Poppin-Chambers, store manager of 10,000 Villages, for 111 Linden
Street, and Mark and Christy Thieman, owners of Alpine Arts, 113 Linden Street; David
Lawser for 4509 County Rd. 9 (Ziegler Road).
AGENDA REVIEW: The first discussion, Young's pasture proposed development, is
removed from the agenda. The owners of Young's farm will come before the LPC in
two weeks. For the Preston farm item on Current Review, the sign will be reviewed, but
the roof pipes on the farmhouse will not be reviewed during this meeting.
STAFF REPORTS: Ms. Tunner handed out materials on the conference that the
Commission members will be attending. A new version of the Boards and Commissions
Manual was handed out. Some changes have been made.
The Colorado Historical Society "Statewide Historic Preservation Plan" was handed out.
COMMISSION MEMBERS' REPORTS: No reports.
APPROVAL OF MINUTES: January 9 minutes approved with corrections. On page 2,
coarsed stone should be coursed stone. The next paragraph should start "Last time this
came..."
Motion to approve the January 9, 2002 minutes by Myrne Watrous. Seconded by
Carole Stansfield, and approved unanimously, 7-0.

CURRENT REVIEW:
1) 111 and 113 Linden Street (taken together as Conceptual/Final Review).
Storefront colors and new awnings. Wendy Poppin-Chambers,
representing 10,000 Villages, and Mark and Christy Thieman, representing
Alpine Arts. New storefronts have been approved at the two properties in
question, and the applicants are bringing in color samples for the storefront
colors and new awnings. Different colors are being selected by the different
applicants, who want to demonstrate that they are different stores, but the
owners have worked collaboratively, and the colors have been coordinated,
with a theme of beige awning (brass, style 4658)/rust storefront color (2172-
30) for 10,000 Villages and beige (125-D) Mexican sand) body color, Hunter
Green (1938) trim color for the storefronts and awning of green Hemlock
Tweed (4605) with Beige (4620) stripes for Alpine Arts.
Staff recommends the proposed colors for both addresses and the awning
selections. There is a theme of beige and rust as the main body colors on
the two storefronts, and the one dark green awning is compatible with all the
colors and the Old Town colors of green and burgundy.
The two storefronts will each have the same tan color, though in different
places.
Ms. Dix asked about the other awnings in the area. The color of the Beau
Jo's Pizza awning and the Motherload awning are similar (both burgundy), but
not quite the same.
Mr. Frick asked which company is doing the awnings. The awnings will be
done by Peterson's, and will be retractable, and come down at a 45-degree
slope. A drawing was passed around showing the angle that the awning will
drop down.
Public input: none.
Mr. Frick moved that the LPC accept the storefront color and new
awning designs for conceptual and final review at 111 and 113 Linden
street, with the stipulation that the middle raised panels of the lower
kickplate be changed to match the color at 113 Linden Street (Mexican
Sand, Ace Hardware Color, #125D).
Motion seconded by Janet Ore, and passed unanimously, 7-0.

FURTHER CURRENT REVIEW:
1) 4509 County Road 9, Ziegler Rd., Preston Faun — Ground sign on site in the
historic district. Final Review (David Lawser).
Mr. Bud Frick is acting on part of David Lawser, and therefore has a conflict of
interest on this item. He will not be voting on the following motion.
Mr. Lawser, owner of 4509 County Road 9 (Ziegler Rd.) had put up a white
plexiglass box sign, mounted on a steel post, on the property at 4509 County
Road, before coming before the LPC for approval. He was not informed by the
building inspector that LPC approval was necessary in this historic district.
On June 4, 1986, the LPC adopted sign guidelines for residential buildings in
commercial use in landmarks.
The issue came under discussion about the procedure for LPC approval and the
responsibilities of the building inspector in these matters. Building Inspectors
should be alerted when an historic district is designated.
Mr. Frick submitted a new design, using the nearby Austin's/Group sign as a
reference for the sign design. Options A,B,C, and D were presented. Option D
has planters, a wider base and is lower. The last version, option D, will require
that the ground under the sign be raised (graded) by two feet, to comply with the
10 ft. height limit of the city.
The applicant will come before the LPC later with final plans for finishing the base
of the sign with a stone foundation. The farm itself has two types of stone, one
type on the summer kitchen room in the back, a buff coursed sandstone. The
other type of stone is in a low, handmade wall of mixed, split river rock.
Ms. Stansfield asked if all signs are limited to 10 ft. high. She was informed that
it depends on the zone, and this site is classed as a "neighborhood center".
Mr. Lawser did not like the planter, as this will require additional maintenance
and care of the plants. Ms. Watrous asked if the owner could do a xeriscape
planting that will be hardier? She was told that this was possible, but that the
plants will still require additional care.
The present sign is mounted away from the building. Ms. Tunner added that the
sign would meet the guidelines only if the letters were lit and the background was
a dark color, and if this was the case, she would recommend the sign for
approval.

Mr. Lawser added that he liked the sign design as presented by Mr. Frick.
Ms. Ore moved that the LPC approve the design for the ground sign at 4509
County Road 9 at Preston Farm, as presented by the applicant. Ms.
Stansfield seconded the motion, which was approved unanimously, 6-0.
with Mr. Frick not voting due to a conflict of interest.
FURTHER DISCUSSION ITEM:
1) Election of LPC Officers for 2002.
Nominations were opened up for Chair, (who contributes to the Design Review
Subcommittee and is the LPC representative to the Historic Building Review
Board at CSU) and for the Vice Chair (who takes over in the event that the chair
is not available). Also, a volunteer was sought for the Downtown Development
Authority (DDA) representative.
Nominations: Mr. Hogestad was nominated for Chair, by Mr. Frick. Nomination
was seconded by Ms. Dix. Mr. Hogestad is willing to be the LPC Chair if elected.
Mr. Frick was nominated for Vice Chair by Ms. Stansfield, and the nomination
was seconded by Ms. Ore. Mr. Frick is willing to serve as Vice Chair if elected.
No other nominations.
As there was only one nomination for each position, the vote will come as a slate.
The slate of candidates passed unanimously, 7-0.
For the position of DDA representative, the DDA meeting is the first Thursday of
each month. This will be discussed again at the next meeting.
Other Business: Members of the LPC were interested to know who received grants.
The LPC was informed that the Old Ft. Collins High School grant for window rehab was
not approved. The Waterworks project did receive their grant.
Ms. Watrous presented a newspaper clipping she had found, which stated that the
construction on the Old Ft. Collins High School is scheduled to commence in the
beginning of March. The LPC members do not believe that the information is correct,
as the bidding has not been completed yet, and other issues have still not been
decided.
