Call to Order Called to order by Chairman Sanchez at 2:40 p.m., in the Community Building, 1715 W. Mountain Avenue. II. Approval of Minutes Mary Klopfenstein moved approval of the December 9, 1976, minutes as distributed. Al Kruchten seconded and the minutes approved by consensus. American Development Corporation Presentation (Status of 96 units of Section 8 New Construction of Family Housing) American Development Corporation has bought the rights to the Section 8, 96-unit reservation with HUD from Brady Corporation, who declined further involvement with the project. Mike Wiley indicated that American Development currently is constructing the Oakbrook Apartments located at Stanford and Stover Streets in Fort Collins, and that they anticipate no problems with HUD regarding F. M. R.'s, construction costs, etc. for the 96-unit development. Dave Herlinger outlined two of the procedures used to acquire Section 8 monies: 1. HUD opens up a bid process requesting developers for a particular type of project, developers submit proposals to HUD and the contract is awarded. 2. HUD provides Section 8 set -aside monies to the Finance Authority who accepts bid proposals from devel- opers, awards the contract, and continues to work in conjunction with the developer. The 96-unit project involves the second process. Herlinger indicated rent figures submitted to HUD for the project are the maximum amount allowable: $259/2 bedroom and $357/3 bedroom. Although these funds have been submitted, specific rents per unit have not yet been established, as sites have not yet been selected. Herlinger further indicated they were experiencing difficulty in finding a developer to build on 4 sites, and that they were receiving pressure from HUD for some kind of movement with the project. He further stated that the problem right now is finding sites. Al Kruchten reiterated the Housing Authority's position on dispersal. Mike Wiley stated he is willing to place 28 of the 96 units in American Developments' Windmill Project which will have a total of 139 units with rents ranging from $210 to $330, and construction to begin within a few days. He outlined two important considerations: 1. The project "as built" in terms of appearance, over scattering in terms of proper maintenance, etc., and, 2, economies, i.e., locating sites. Wiley further stated that the larger the site is, better work by on -site personnel can be expected and more amenities can be provided. Jim Woods indicated he would be reviewing the project under the 213 Review Process to investigate any conflicts or problems with the project in terms of the Citys' Housing Assistance Plan. He expressed his hope that the Housing Authority allow some flexibility in number of units per site and that they not "lock into" exact numbers. Mike Wiley indicated his course of action at this point would be to check out all available sites and then get back to the Housing Authority. Housing Authority is approximately into the Housing Assistance Payment HUD by April 1, 1977. Proposed Interior Painting Policy 1-2 weeks. Agreement to enter Program must be submitted to Housing Authority staff conveyed tenant requests for permission to repaint the interior of their units to the Housing Authority Board. Various alternatives in terms of paint color and quality selection, labor and material costs, etc. were discussed. It was agreed that enamel rather than flat latex be purchased and that the staff formu- late and enforce a workable policy and return to the Board if any major problems or conflicts arise. Executive Directors Report A. Status of 41-1 Tax Dis ute with Contractor: John McGraw indicated that necessary documentation to resolve the conflict has been received and the dispute should be settled soon. Status of New Section 8 Application: John McGraw stated that the advertisement for application has not yet been publicized. He indicated that he had been in touch with Representative Jim Johnsons' office and that HUD indicated one month as the time for release of the advertisement, and that the advertisement would be for 400 units region wide. This information is contrary to HUD staff reports that 700 units will be available in Colorado. Administrative Plan for 1977: The administrative plan was reviewed. John McGraw indicated the need for a meeting between the Housing Authority and City Council to review housing codes, rehabilitation, policies, etc. The Housing Authority expressed no objections to this type of meeting and directed John McGraw to make the necessary arrangements. A memorandum from Assistant City Attorney Lucia Liley summarizing the Housing Authority lease agreement, Low -Rent Housing Project Management Agreement, and the Section 8 Management were distributed. The agreements were approved by City Council at their January 4, 1977 meeting and executed by the City Manager. Preliminary approval of these agreements was given by the Housing Authority at their November 11, 1976 meeting and, by consensus, Chairman Sanchez was authorized to sign the agreements on behalf of the Housing Authority. VII. Other Business Dick McCoy, a private developer, gave the following presentation, stating that he wants to develop the 96 units of Section 8 in Fort Collins: McCoy expressed optimism in acquiring the contract award January 20, 1977 Minutes of 1113177 Page four Regular Meeting from HUD, after the expiration of the letter held by American Development reserving the monies (April 1, 1977). McCoy's intent is to gain site control first. Using $1,200/unit as a guideline to pay for the ground, he discussed possible sites which he is currently investigating: 1) The site in back of Springcreek Manor, located on South Shields, three acres of land and consideration of placing 36 units of Section 8 in a 72 unit conventional project at that site. 2) Consideration of placing 36 units on a three acre site located at Stuart and Stover Streets, with a density of 12 units/acre. 3) The southeast corner at the intersection of Mulberry and Meldrum as a potential location for a few units. He further indicated his desire to have the Housing Authority manage the units. McCoy indicated he would continue to investigate the sites and would return to the Housing Authority within a few weeks with his results. The Housing Authority thanked McCoy for his presentation and agreed to call a special meeting if McCoy wished to make a presentation before the next regularly scheduled meeting. John McGraw was directed to make any necessary arrangements. VIII. Meeting adjourned at 5:20 p.m.
