Minutes of the January 31, 1977 Special Meeting
Call to Order
Called to Order by Chairman Sanchez at 2:45 p.m., 1715 West Mountain.

The special meeting of January 31, 1977 was called for the purpose of
preparation for the Housing Authority/City Council joint meeting
scheduled for February 7, 1977, to discuss City housing policies.
Informational packets containing a proposed agenda, with pertinent
materials included, for the joint meeting were distributed and
discussed: (see materials as distributed).
- A memo from Jim Woods and John McGraw, directed to the City Manager,
regarding the status of housing assistance for low-income persons in
the City, was distributed and reviewed (see memo as distributed.)
- I.Senda items for the joint meeting were approved by consensus.
Following were points of discussion:
Cam.wAty_ Development Funds and Housing Assistance Plan
- The Housing Assistance Plan is due for submission in March, as part
of the City's community development fund application. The Plan will
be evaluated each year by H.U.D. to check performance under the
Conununity Development Act. Fort Collins is eligible for approximately
$2 million in community development funds between now and 1980.
An important consideration for future housing plans in Fort Collins is
the awareness and receptivity of the City Council and making them aware
of their role in housing.

Jim Woods indicated that he had expressed the opinion to City Council
that Housing Rehabilitation should be involved in areas out-
side of Buckingham, Andersonville and Alta Vista, i.e., the Holy Family
area. He further indicated that some state money has already been used
in this area.

Fort Collins currently does not have a building code. If a building
code is established, the enforcement of it must include allowable
variances.
City Manager Brunton: "Focus of the building code may be on public
health and safety violations. Enforcement might be handled through
a Board rather than by individual inspectors."
Charlie Muenzberg requested that a discription of families, locations,
typical employment and make-up, etc. for Section 8 and 41-1 tenants
be included with the agenda.John McCraw indicated he would do so.
