RE: Minutes of the July 14, 1977 Regular Meeting
With no quorum present, the Housing Authority members present functioned as a sub-
committee.
I. Call to Order.
Meeting was called to order by Acting Chairwoman Klopfenstein at 4:15 p.m.,
in the Community Building, 1715 W. Mountain.

Minutes of the April 15 and the June 17, 1977 special meetings were approved
by consensus.

IV, Tenant Petitions
A. "No Animal Regulation" variance requests;
Following were points of discussion;
- The primary concern of staff in allowing pets is the maintenance of the units.
- The possibility of an additional security deposit for those tenants desiring
pets, proportional to pet size,
If pets are allowed, which ones will be allowed? (It was suggested that
limits on size.be modeled after City limitations) How would the regulations
be enforced (e,9, inspections?)?
Options at this point are;
1, Allow no pets,
2, Allow caged pets,
3. Allow the whole spectrum of pets,
McGraw recommended that no pets be allowed,
Commission Member Muenzberg moved to disallow any pets, but asked that staff
check into what could be defined as small pets and return with recommendation
on small pets at the next meeting. Commission Member Klopfenstein seconded,
and motion passed 3 - 0. Ayes; Commissionbmembers Muenzberg, Klopfenstein,
and Sanchez (Telecom confirmation from Sanchez). Nays: None.
B, Fences and 'Screen Door
Following were points of discussion;
- Fences were requested as a, means of controlling small children (e.g.,
playing in the street),
- The Housing Authority putting in the fences and adding a monthly charge
to the rent of those tenants desiring fences.
- Any fencing installed would be the property of the Housing Authority?
- Concern with adding another debt to the Housing Authority budget or
another debt to tenants,
McGraw; Questions are;
1. If the Housing Authority should supply fences and where they should
be installed,
2, Should the tenants be allowed to install their own fences?
Muenzberg: I would like to see control by the Housing Authority, uniform
materials owned by the Housing Authority. I'm in favor of the Housing
Authority funding. (Klopfenstein concurred.)
Staff will report back to the Housing Authority at the next regular meeting
regarding specifications and sources of funding for both fences and screen
doors,

V. By -Law Amendments
As per the memo included in the agenda packet, Commission Member Muenzberg
moved approval, Commission Member Klopfenstein seconded, and motion passed
3-0: Ayes: Commissionmembers Muenzberg, Klopfenstein, and Sanchez, Nays:
None.
VI. Check Signing Procedure
As per the memo and resolution of the agenda packet, Commission Member Muenzberg
moved approval, Commission Member Klopfenstein seconded, and motion passed 3-0:
Ayes: Commissionmembers Muenzberg, Klopfenstein, and Sanchez. Nays: None.
VII. ACC Amendment
As per the memo of the agenda packet, Commission Member Muenzberg moved approval,
Commission Member Klopfenstein seconded, and motion passed 3-0: Ayes: Commission -
members Muenzberg, Klopfenstein, and Sanchez, Nays: None,
VIII, Approval of Application for 25 Units of Section 8 Existing Rent Subsidy
Subsidies for 30 units of the last 60�unit application were received (funds will
be received by the end of the month,) The application for the 25 units will
basically be the same as the previously submitted application. Preliminary
funding will be $275 per unit month. If subsidy for these 25 units is received,
total Section 8 Existing Rent units will be 105.
Commission Member Muenzberg moved approval of Resolution #46 approving Housing
Authority application. Commission Member Klopfenstein seconded, and motion
carried 3 - 0. Ayes: Commissionmembers Muenzberg, Klopfenstein, and Sanchez.
Nays: None,
IX. Housing Authority Fiscal Accounti
Ron Wood, City Finance Director: The only problem with financial reports re-
ceived by Lindell, Sylvester and Lindell is that the format is not conducive
to ready understanding (A memo regarding the year-end report was distributed)
"My recommendation is that you continue working with Lindell, Sylvester, and
Lindell".
Wood suggested that the quarterly financial reports be reviewed by the Finance
Department (Finance has the manpower to review the reports, but not to do the
accounting�tself, Steve Goodwin of the Finance Department staff will go to

Lindell, Sylvester and Lindell's office and become familiar with their forms.)
Finance Department will also design a quarterly report from Lindell, Sylvester,
and Lindell's reports to be submitted to the Housing Authority,

X. Housing Authority Fiscal Audit
See memo attached to agenda packet.
Audit bids received range from $1,000 - $5,000, Intent was to get all of the
development phase audited. An audit is required 18 months after the signing
of the Completion II documents (April 28, 1977),
Staff will check into cost savings of having the audit done all at once vs.
being done each year, and on what HUD required on the audit.
XI. Accounting Contract Services
As per Ron Wood's presentation above, Commission Member Muenzberg moved approval
of the contract for accounting services with Lindell, Sylvester, and Lindell.
Commission Member Klopfenstein seonded, and motion carried 3 - 0, Ayes: Com-
mission members Muenzberg, Klopfenstein, and Sanchez, Nays: None,
XII, Billing for Legal Services
(Memo included in agenda packet,)
Klopfenstein: Thle issue of future legal services should be discussed before
we need the legal services, I would like to have a full Board here to dis-
cuss it,
McGraw: Possible options are:
1, Start paying the City for legal services,
2. Have the City subsidize legal services,
It was decided by consensus not to pay the bill, but to send a letter to the
City Attorney"s office expressing gratitude for past services.

XIII, Executive Director's Report
A & B, Review of reports as distributed,
C. Elena Medina will start a case file on each tenant, Commission Member
Muenzberg suggested that she also prepare a daily call report,
D & E. See agenda packet,
F & G, (See memo included with agenda packet,) It was noted that the Housing
Authority needs to get together with City Council as soon as possible to
discuss what they want in terms of low income housing.
It was suggested that the Housing Authority Board meet with City Council,
with no staff present, and have an informal discussion regarding low-
income housing.

I, 1, Wayne Taylor reported on the conference. It covered implementation of
the Section 8 Program,
2, Attended by Wayne Taylor, Jim Woods, and Peggy Reeves, Included dis-
cussion of Housing Assistance Plan and projecting future needs. Cost:
free.
3, Attended by John McGraw, Wayne Taylor, Jim Woods, and Mary Klopfenstein.
General agenda on housing and community development. Wayne Taylor
attended one extra day when maintenance issues were discussed.
4. Contained in Social Services report,
51 Attended by John McGraw and Wayne Taylor. Agenda included a preview of
what will happen when HUD requires certification of Housing Authority
managers. Cost: $25.
