Schiager, Administrative Receptionist RE: Minutes of the October 10, 1977 Regular Meeting I. Call To Order Meeting was called to order at 4:30 p.m. by Pete Sanchez, Chairman, at 1715 West Mountain Avenue. II. Roll Call Members Present Pete Sanchez Mary Klopfenstein Ray Hale Charlie Muenzburg Ken Franzen Guests Carl Glaser Dick McCoy Chuck Gathers Staff Present John D. McGraw, Executive Director Don Young, Accounting Technician Alicia L. Schiager, Administrative Receptionist Roger Haus Pat Nortan Jerry Benson Rob Gracony John Tacharner Representing the Handicapped's Request for Housing III. Approval of Minutes Mary Klopfenstein moved approval of the September 12, 1977 Regular Meeting Minutes. Ken Franzen seconded the motion and it was passed with the following vote: Ayes - Klopfenstein, Franzen, Sanchez. Charlie Muenzburg and Ray Hale arrived after the approval of the minutes. IV. Request from "CIVITAN" for Handicapped Housing Presented by Pat Nortan Pat Nortan indicated that there is a need for Housing for the Handicapped (Physically and Mentally) in Larimer County. They are requesting that the Authority designate two 41-2 Public Housing units for Handicapped Group Homes. Mary Klopfenstein raised the question of who would be in charge of hiring super- vision. Pat Nortan answered that Civitan would possibly do that. Mary Klopfenstein asked John McGraw if there were statistics available as to housing available to handicapped. McGraw indicated that he has no such statistics but that Civitan has appointed a committee to compile them. The Fort Coll* Housing Authority • October 10, 1977 Regular Meeting Minutes Page Two Mary Klopfenstein indicated that she feels that there are many people taking care of the handicapped but not so many people taking care of families. Charlie Muenzburg indicated that he is in favor of looking into further aspects and possibilities of designating two such units for the Handicapped. Carl Glaser indicated that building for physically handicapped people would only cost about $500 per unit more. John McGraw asked John Tacharner about the Swallow House. Mr. Tacharner indicated that there were two reasons why the Swallow House didn't work out. The first reason is that the funding was cut. The second reason is that when the kids came out of Swallow House, they had a rough time finding housing in the community. Mary Klopfenstein moved that the Housing Authority staff look into it further - statistical basis for need, HUD reactions, zoning problems, funding, etc. Charlie Muenzburg seconded and motion carried with the following vote: Ayes - Klopfenstein, Muenzburg, Sanchez, Hale, and Franzen; Nays - None. V. Election of Officers Chairperson - Pete Sanchez nominated Mary Klopfenstein for Chairperson. Charlie Muenzburg seconded and the motion carried with the following vote: Ayes - Sanchez, Hale, Muenzburg, and Franzen; Nays - None. Vice -Chairperson - Pete Sanchez nominated Charlie Muenzburg for Vice -Chairperson. Ray Hale seconded and the motion carried with the following vote: Ayes - Sanchez, Klopfenstein, Hale and Franzen; Nays - None. VI. Dick McCoy - Changes in Windrift Dick McCoy reported that the Fire Department has okayed the turn around area instead of the emergency vehicle entrance on the west side. McCoy says the Planning Staff is going to recommend Planning and 2oning'Boardls approval of the amended plans. Charlie Muenzburg raised a question as to the density with children. Ray Hale indicated that it had been estimated at 1.2 per unit for school age children. McCoy indicated that the School Administration would be beat qualified to make estimates. VII. Note of Appreciation Mary Klopfenstein moved that the minutes show a note of appreciation to Alicia Schiager for doing the display for the Housing Authority at the "Resources for People Day" at Foothills Fashion Mall on October 1, 1977. The motion was approved by consensus. VIII. Architect's Report Carl Glaser, consulting and inspecting architect for Project Colo. 41-2 passed out a design requirement sheet for discussion by the board. John McGraw answered that the prototype cost is about $27,000per unit and that 75% of prototype cost is allowable for non -prototype cost. Extensive discussion followed regarding specifications for the units as per the Special Design Requirement sheet passed out. Charlie Muenzburg moved that when asking for bids, the Housing Authority include everything we'd like because we can always cut down later and that the Authority ask for an option from the bidder to convert one or two units into physically handicapped units. Ray Hale seconded with the following friendly amendment: that two bedroom units be approved for the physically handicapped as an option. The motion carried with the following vote: Ayes - Klopfenstein, Sanchez, Franzen, Hale and Muenzburg. Nays - None. IX. Consider Regular Meeting Time Ray Hale moved to meet at 4:30 p.m. on the second Monday of each month. Pete Sanchez seconded and the motion carried with the following vote: Ayes - Klopfenstein, Hale, Sanchez, Franzen and Muenzburg; Nays - None. X. Adjournment Meeting was adjourned at 6:45 p.m. so that Board Members could attend the Planning and Zoning meeting for Windrift.
