I. Call to Order.
The meeting was called to order at 7:10 p.m. in the Conference Roan at
1715 W. mountain by Vice -Chairman, Ray Hale.
II. Roll Call.

III. Consider Approval of the August 6, 1979 minutes.
Mary K. moved approval of the minutes. Ken F. seconded and the motion carried
with the following vote: Ayes - Mary K., Ken F., Ray H., Nays - none.
IV. Consider Approval of the 1980 Budget and Administration Plan.
Doug P. moved to table the Budget and Administration Plan until the next
meeting. Discussion centered on the job descriptions, comparable salaries
for similar positions of non -city employees, and that more information was
needed. John McGraw will research more information on the above. Ray Hale
will also look into more information on salaries and job descriptions.
Ken seconded the motion and it carried with the following vote: Mary K.,
Ken F., Ray H., Doug P., Ayes. Nays - none.
V. Conside-r Transfer of 318 N. Loomis propertV from 41-3 to 41-2.
Mary moved that the property at 318 N. Loomis be transfered from 41-3
to 41-2. Doug seconded and the motion carried with the following vote:
Mary K., Ken F., Ray H., Doug P., Ayes. Nays - none.

VI. Executive Director's Report
Projects finished: Purchase of the property at 320 & 322 N. Loomis
Selection of an Architect for project 41-2
Sec. 8 Moderate Rehab Application
Cherry and Grant Fence
Preliminary selection of a contractor for Phase I
of 41-3
Hail damage - vehicle insurance adjustment to cover fencing at Gerry
and Grant. Fire and extended coverage on the roofs is
still being negotiated.
Taft & Elizabeth site - looks good for 44 units of elderly. we need
someone who wants to do the other 22.
Buckingham 4-Plex - information was submitted from NANO Magazine to
form a separate corporation for the purpose of
awning the 4-Plex and accepting Section 8 existing
rant payments for Section 8 eligible tenants.
Management Report Stmnmxy August 1979 - There are 286 Eligible low to
income incoe families on our waiting list from January through August.
We have housed 62 more families. Thirty four former tenant families no
longer need subsidy and have moved into other decent, affordable housing.
XUI. Comments from Guests in the audience:
Concerns and questions about the Buckingham 4-Plex were voiced by residents
of Buckingham and included the following:
1. Regarding the flood plain - would the first floor be garden level or
ground level? Answer: ground level because of the flood plain.
2. Architecture of the building - would it fit in with the rest of the
neighborhood? Answer: perhaps not but other builders are likely
to build more units for the site if the Housing Authority doesn't.
The architecture for more units may be less compatible.
3. More projects built after this one? The Housing Authority plans no
more projects in Buckingham.
4. Petition - a petition was presented with signatures of persons who
A re in objection to the building of the 4-Plex.
S. Precedent setting7 other multi -family units are already planned
in the four block area by private developers.
6. Concern over the fact that it is 2 story and the other homes in the
neighborhood are 1 story. (see #2 above)
7. Concern that Buckingham residents will not be able to afford the rent.

8. That priority be given to Buckingham residents for renting the units.
(See motion by Charlie M. below)
9. Concerns over: fencing, irrigation ditch, rules. The Board assured
guests that Housing Authority rules and policies are thorough as is
staff enforcement.
Mary moved that the Housing Authority proceed with the plan of building
the Buckingham 4-Plex. Ken seconded and the motion carried with the following
vote: Ayes: Mary K., Ken F., Ray H., Charlie M., Doug P., Nays - none.
Charlie moved that the Board proceed with the plan of forming a non-profit
corporation to own the 4-Plex so that Section 8 assistance can be provided
for eligible low and moderate income tenants, and that Buckingham residents
be given priority for occupancy of the Buckingham 4-Plex. Ken seconded and
the motion carried with the following vote: Ayes: Mary K., Doug P., Ray H.,
Ken F., Charlie M., Nays - none.

At 9:15 p.m., there being no other business, the meeting was adjourned.
