LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting - April 19, 2004
1:00 P.M.

A regular meeting of the Liquor Licensing Authority was held on April 19, 2004 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Aimee Jensen, Deputy City Clerk
Robert Younger, Liquor Enforcement Officer
Agenda Review
Deputy City Clerk Jensen stated the show cause hearing for Bison Liquor will need to be continued
to May 3, 2004.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authority to spend its time
and energy on the important items on a lengthy agenda. Items on the Consent Agenda re (1) routine
items; and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off
the Consent Agenda and considered separately. Items pulled from the Consent Agenda will be
considered separately immediately following adoption of the Consent Agenda.

C. Request from D. Martin Group, Inc., dba Elliot's Martini Bar to Change, Alter, or
Modify the Licensed Premises at 234 Linden Street.
Judge Lane adopted the Consent Agenda.
Request from Celli, Inc., dba The East Coast to
Change, Alter, or Modify the Licensed Premises
at 238 Linden Street, Approved
William Chelalis, representative for Celli, Inc., was swom. He stated he is taking over the upstairs
for a restaurant and will be adding a kitchen. Mr. Chelalis stated he received no option to this
application. He briefly described his petitioning process.
Judge Lane approved the request from Celli, Inc., dba The East Coast to change, alter, or modify the
licensed premises at 238 Linden Street, contingent upon receipt of a corrected lease.
Registration of Jamie Kathryn Zann as Manager
of Rio Grande Restaurant,143 West Mountain Avenue, Approved
Jamie Kathryn Zann, manager applicant, stated she has been working for the Rio for 10 years. She
briefly described her work history and current duties. Ms. Zann stated she is T.I.P.'s certified. She
stated patrons are not served more than 3 margaritas. Ms. Zann stated they have a current liquor
code on premise. She stated she fired an employee who knowingly served an intoxicated patron.
Ms. Zann stated they do their own compliance checks on a monthly basis.
Judge Lane approved the application of Jamie Kathryn Zann as Manager of Rio Grande Restaurant,
143 West Mountain Avenue.
Registration of Christopher Adam Schaber
as Manager of Rasta Pasta, 200 Walnut Street, Approved
Christopher Adam Schaber, manager applicant, stated he has worked for Rasta Pasta for 2 years and
that he has been in the restaurant business for 10 years. Mr. Schaber briefly described his
background. He stated he will terminate any employee found in violation of the liquor code.
Judge Lane approved the registration of Christopher Adam Schaber as manager of Rasta Pasta, 200
Walnut Street.

Request from E. Davis, LLC, dba
The Starlight to Change, Alter, or Modify the
Licensed Premises at
167 North College Avenue, Approved
Eric Rabinowitz, representative for E. Davis, LLC, briefly described the proposed changes. He
stated the patio will only be used in the evening. Mr. Rabinowitz stated he has a current
encroachment permit and that he will personally monitor the patio when it is open. He stated he
talked extensively with the businesses most likely affected by the patio. Mr. Rabinowitz briefly
described the petitioning process.
Judge Lane approved the request from E. Davis, LLC, dba The Starlight to change, alter, or modify
the licensed premises at 167 North College Avenue.
Show Cause Hearing for Han Sun Enterprises, LLC
On Bison Liquor,1015 West Horsetooth Road,
Hearing Continued to May 3, 2004
Senior Assistant City Attorney Ablao requested that the hearing for Bison Liquor be continued to
May 3, 2004 to allow for the interested parties to reach a stipulation agreement.
Judge Lane continued to the show cause hearing to May 3, 2004.
The meeting adjourned at 1:40 p.m.
