PRESENT There were present: Kermit Allard, Chair Mary Brayton, Vice Chair Jason Meadors, Secretary Greg Belcher, Treasurer Steve Slezak Larry Stroud Chuck Wanner Margaret Brown John Pitner STAFF Chip Steiner, Consultant Anne Garrison Lucia Liley, Legal Counsel GUESTS Ellen Martin, Marty Heffernan, Jay Hardy, Joe Frye, Linda Ripley, Bud Frick CALL TO ORDER Mr. Allard called the meeting to order and roll call was taken. DDA MINUTES PAGE 2 APPROVAL OF A motion was made by Mr. Wanner to approve the minutes of May 7, 1998. .MINUTES This was seconded by Mr. Meadors and carried unanimously. BELCHER Mr. Slezak and Mr. Belcher immediately declared a conflict of interest because PROJECT of personal involvement in this project. Located on the corner of Mountain and Meldnun, considerable redevelopment is planned for this site, which will include a first floor small boutique speciality type retail, second floor offices and third floor two loft style residences with balconies„ each about 2,000 square feet Private investment will approximate one and a half million dollars, generating about W,000 in new property taxes. Public improvements are estimated at $171,000. In his introduction, Mr. Steiner observed that this represents a classic redevelopment project, sensitively designed to fit the neighborhood, providing the sort of mix so sought after in downtown. If the Board agrees to participate, the project could be handled in much the same way as Home State Bank. The site has been home to the Sinclair gas station since 1960 and all environmentals have been completed. The footprint of the site is 5,200 square feet including garages, and the building is 18,500 including the basement. A bronze sculpture for the corner of Meldrum is also under consideration, to tie in with "Art in Public Places.' Mr. Belcher reported that the Neighborhood Meeting was very favorable. He would like to see the project underway by mid to late November, and his request today is for $171,000.00. At this juncture, Mr. Meadors moved that the Downtown Development Authority participate with the applicant in the amount of up to $170,800 subject to the execution of the project commitment term period of up to (5) five years, and on condition that the public Right of Way improvements be made consistent with the prevailing downtown character. The motion was seconded by Ms. Brayton and carried unanimously. ART IN PUBLIC Marty Heffernan and Ellen Martin representing Art in Public Places were PLACES introduced to the Board by Mr. Steiner. In a brief overview, they explained the reason for their visit was to share information. A slide show of art in various cities around the Nation was presented. Some of the areas under discussion by the Art in Public Places Board are: fencing . lighting . flooring . benches ' concrete : drain covers RFP's are out to invite artists to participate in designing some of these projects. DDA is invited to be an active participant in the decision making process, and to that end, requested the Board select a delegate to represent it Margaret Brown agreed to serve in that capacity, with Greg Belcher as alternate. The Downtown Business Association will also be approached for its input. LPC UPDATE Mr. Frick announced this would be his last DDA meeting since his term of office with the Landmark Preservation Commission (LPC) was completed. It is hoped a new liaison will be appointed to continue the communication link between the DDA MINUTES PAGE 3 two agencies. The LPC held two meetings in May, during which time three (3) older homes on Mountain, Oak and Sheely Drive received designation, and one house by Ranch -Way Feed Mill is slated for demolition. Mr. Frick went on to explain that a building does not have to be fifty (50) years old to receive designation.
