MINUTES OF FEBRUARY 8, 2001
SPECIAL MEETING
THE BOARD OF DIRECTORS OF THE DOWNTOWN DEVELOPMENT AUTHORITY MET IN SPECIAL
SESSION AT 7:00 A.M. ON FE13RUARY e, 2001 IN THE CONFERENCE ROOM AT HOME
STATE BANK, 303 EAST MOUNTAIN AVENUE.

THE MEETING CAME TO ORDER AT 7.05 A.M. WITH ALL DIRECTORS PRESENT.
RESOLUTION 2001 -02
THERE WAS ONE AGENDA ITEM ONLY AND MS. BRAYTON OPENED IT UP FOR GENERAL
DISCUSSION. PRIOR TO THE MEETING, THE BOARD HAD BEEN PROVIDED WITH COPIES OF
THE PLAN OF DEVELOPMENT, THE DOWNTOWN PLAN AND THE DOWNTOWN RIVER CORRIDOR
IMPLEMENTATION PROGRAM. THE BOARD EXPRESSED ITS CONCERN ABOUT THE COST
OF A
NEW STUDY, AND IF COMMISSIONED, ARE WE AS A COMMUNITY PREPARED TO ADOPT THE
SUGGESTIONS PROPOSED. THE LAST STUDY WAS COMPLETED IN 1995 AT A COST OF
$450,000. MR. FISCHBACH NOTED THAT SEVERAL CONSIDERATIONS COME TO MIND NOT
THE LEAST OF WHICH IS THE FUTURE OF THE DDA; UNDERSTANDING WHAT IS THE MIX;
WHAT CAN THE CITY AND DDA DO; AND THE FACT THAT SEVERAL IMPORTANT BUILDINGS WILL
BE COMING ON LINE, AND THEIR LOCATION COULD SERIOUSLY IMPACT DOWNTOWN.
IN AN ATTEMPT AT FISCAL CONSERVATION, MR. GOODALE INOUIRED IF WE COULD RETURN TO
THE COMPANY WHICH PREPARED THE MOST RECENT PARKING STUDY, STATE THE CHANGES
THAT HAVE OCCURRED IN THE INTERVENING PERIOD, AND THOSE WHICH ARE PROJECTED,

AND NEGOTIATE A FEE FOR AN UPDATED STUDY. MR. GOODALE ALSO WONDERED IF THERE
WAS A DANGER OF 'DOUBLE STUDIES.' IN THAT EACH TIME A MAJOR PROJECT SURFACES
ANOTHER STUDY IS DONE. CONCERN OVER THE COST OF A NEW STUDY WAS EXPRESSED BY
THE BOARD ON MANY LEVELS.
IN SUMMARY, MS. BRAYTON NOTED THAT THE BOARD WAS GENERALLY SUPPORTIVE. SHE
REFERRED TO DDA'S RESOLUTION #2001-02, REITERATING THAT IT DOES NOT
REPRESENT A BLANKET APPROVAL FOR EXPENDITURE, INSTEAD, PROJECTS AS THEY
SURFACE, WILL COME BACK TO THE BOARD FOR REVIEW ON AN INDIVIDUAL BASIS.
MR. WANNER ASKED IF THE PORTION OF WILLOW BETWEEN RIVERSIDE AND THE RIVER COULD
BE ADDED AS A PROJECT. HOWEVER, THE COST OF THIS ADDITION IS ESTIMATED AT 1.5
MILLION DOLLARS AND AFTER SOME DISCUSSION, MR. WANNER WITHDREW HIS SUGGESTION
BECAUSE THE OVERALL COST OF ADDING THE ITEM WAS TOO GREAT.
REFERENCING MR. WANNER'S CONCERN, MR. HARDY DEFINED THE SECTION MORE
ACCURATELY AND SUGGESTED THAT IT COULD WELL BE FUNDED THROUGH TAX INCREMENT
FINANCING AT THE SAME TIME PROJECTS WITHIN THE AREA MATERIALIZE,
SEVERAL OF THE BOARD EXPRESSED CONCERN THAT DDA NOT LOSE SIGHT OF ITS FIRST
PRIORITY; TO SUPPORT PRIVATE DEVELOPMENT IN DOWNTOWN. TO THIS END, MS. LILEY
OFFERED SOME SUGGESTED CHANGES TO RESOLUTION 2001-02 BEGINNING IN
PARAGRAPHS 3 AND 4, AND ADDING PARAGRAPH B TO THE DOCUMENT.
AT THIS JUNCTURE, MR. STROUD MOVED TO ADOPT RESOLUTION 2001 -02 INCLUDING THE
AMENDMENTS PROPOSED BY COUNSEL AND THIS WAS SECONDED BY MR. GOODALE. THE
MOTION CARRIED UNANIMOUSLY.
MS. BRAYTON REQUESTED STAFF EFFECT THE CHANGES TO THE RESOLUTION PROPOSED BY
COUNSEL, AND PRESENT IT TO CITY COUNCIL IN TIME FOR THE WORK/STUDY SESSION. THE
BOARD, IN ITS ENTIRETY, IS ENCOURAGED TO BE PRESENT ON FEBRUARY 27, AT 6:00
P.M. IN THE CIC ROOM. MR. HARDY REQUESTED THAT MS. LILEY PROVIDE AN OVERVIEW OF
THE DDA, SHARING ITS VISION AND SOME OF ITS MEMORIES SO THAT COUNCIL MAY
UNDERSTAND THE RATIONALE FOR THE DISCUSSION PLANNED THAT EVENING.
ADJOURN THERE BEING NO FURTHER DISCUSSION, THE MEETING ADJOURNED AT 7:50 A.M.
