A regular meeting of the Board of Directors of the Downtown
Development Authority was held in the Council Information Center of
the New Municipal Building at 7:30 a.m. May 17, 1984.

MINUTES
Chairman Barbara Schofield opened the meeting. Dave McGarry,
seconded by Earl Wilkinson, motioned to approve the minutes of May 3,
1984. The motion carried.
Ron Cappello unveiled the model for Thirty Oakpark.
CAPPELLO
PARKING STUDY
Jane Boand of Parsons-Brinckerhoff presented the findings of the
parking study team. With only a few exceptions, there is a 62% peak
occupancy of parking spaces in downtown. There will be a need for
2,000 spaces by the year 2005. At present there is a surplus.
Discussion centered on the location of free vs, pay parking areas, and
the need for a cohesive parking management program. Types of pay
parking systems, particularly those "user-friendly", were discussed.

POWER PLANT ARTS CENTER
Roz Spencer described the proposal to convert the Old Power Plant into
a Visual Arts Center. The changes to the building would be minor as
the structure provides excellent lighting and display areas for art
work and sculpture.
Old Town Associates is providing office space, First Interstate Bank
is contributing furniture and the first 90 days of a staff person for
20 hours per week, and the Poudre River Trust Board is the sponsoring
organization.
OTA PLAZA UPDATE
Dick Beardmore presented an update on the plaza. A letter to Old Town
Associates and SLP was requested to ensure that the design features
will be completed and presented to the DDA Board at the next meeting.
FIRST PRESBYTERIAN CHURCH
The First United Presbyterian Church, represented by Harry Troxell and
R.J. Hanna, presented a request to the DDA for assistance in
relocating underground utility lines around the perimeter of the block
in which they are located. During discussion as to the possibility of
"jogging" around the building, Earl Wilkinson noted that the public
utilities policy is to put utility lines around the perimeter of the
block.
The following were items of discussion: the sum requested by the
church, the necessity for the annexation of the area under
consideration, the contract with Old Town Associates, and the funding
of a project which creates no tax increment.
Director Wilkinson stated that the Downtown Development Authority has
an obligation to look at a project as to how it fits into the Plan of
Development and the goal to improve downtown. The DDA's charge is to
induce the enhancement of downtown.
Barbara Schofield requested a ruling from attorney Greg Denton as to
annexation of the property, the impact of church and state, and
whether the terms of the Old Town contract permitted the Authority's
involvement in this project.
Following a census requested by Bill Kingsbury, the Board determined
that the proposal required further investigation as well as a decision
as to partial or total funding. Mr. Wilkinson requested a projection
as to when future funds would be available.
