DOWNTOWN DEVELOPMENT AUTHORITY
June 6, 1985
The Board of Directors of the Downtown Development Authority met in
regular session at 7:30 a.m., June 6, 1985 in the DDA Conference Room.

Earl Wilkinson called the meeting to order and asked for approval of
the minutes of May 16. Dave McCarry moved approval, seconded by Ray
Dixon. There were no additions or corrections.
Hermi LaPointe addressed the Board on maintenance of the Plaza.

Eldon Ward, developer of the East Side Neighborhood Plan, stated that
land use and traffic patterns are primary concerns of the plan.
Major consideration has been given to the proposal of the Mulberry -
Magnolia one-way couplet.
The East Side Neighborhood Plan will be reviewed at Council Work
Session on July 9. Planning and Zoning and City Council review of the
plan will occur by late August or early September. Formal Council
action on this plan is expected by November. Bill Kingsbury
recommended that the DDA Core Area Plan follow a similar track and be
scheduled to coincide with the East Side Neighborhood Plan. Eldon Ward
pointed out that the Poudre River Trust land use feasibility plan
blends well with both the East Side Neighborhood Plan and the DDA Core
Area Plan. Chuck Wanner stated that the DDA Core Area Plan should be
incorporated with the East Side Neighborhood Plan.
Under other business, a memo from John Arnold concerning the railroad
improvements was discussed.
Also under other business, Ray Dixon ask(:d about repair of the pavers
in the General Improvement District. Bil_ Kingsbury discussed the plan
proposed by Parks and Recreation. Ray Dixon also questioned the status
of the gutters on the remaining canopies.
