A regular meeting of the Liquor Licensing Authority was held on July 9, 2007 in Municipal
Court, Justice Center, 215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated the hearing for a new application from The Chocolate Caf6, Inc.,
for a hotel -restaurant liquor license at The Chocolate Cafe, , 102 West Olive has been continued to
August 6, 2007 to allow the applicant to re -petition.
Approval of Minutes
Judge Lane approved the minutes from the April 16, 2007 and April 30, 2007 meetings.
Request from Stonehouse Pubs One, LLC, dba
Stonehouse Grille, to Change, Alter, or Modify the
Licensed Premises at 125 South College Avenue Approved
Scott Kintz and Kit Sutherland, representatives for Stonehouse Pubs One, LLC, briefly described the
proposed changes. Mr. Kintz stated he is working with the Poudre Fire Authority to resolve safety
issues. He stated the rooftop seating area will accommodate 50 - 55 patrons. Mr. Kintz stated they
will have at least 2 employees dedicated to the rooftop patio area when it is open.
Kit Sutherland briefly described the petitioning process. She stated she received favorable responses
to this application.
Judge Lane approved the request from Stonehouse Pubs One, LLC, dba Stonehouse Grille to change,
alter, or modify the licensed premises at 125 South College Avenue.

Request from Mini Corporation, dba
Match -Ups, to Change, Alter, or Modify the
Licensed Premises at 625 South Mason Approved
Michael and Nicole Hellmer, representatives for Mini Corporation, briefly described the proposed
changes. In response to questions from the Authority, Mr. Helmer detailed the changes.
Judge Lane approved the request from Mini Corporation, dba Match -Ups, to change, alter or modify
the licensed premises at 625 South Mason.
Show Cause Hearing for El Quelite, Inc., dba
Los Girasoles, 4709 South Timberline Road,
Order Approved
Senior Assistant Attorney Ablao summarized the order. She stated the Licensee has agreed to a 1
day suspension with 1 day served (paid fine in lieu of suspension $200) for violating C.R.S. 12-47-
301(8), failing to register a manager within 30 days.
Miguel Santana Gonzales, representative for El Quelite, Inc., admitted to the violation.
Judge Lane accepted the order as presented for El Quelite, Inc., dba Los Girasoles, 4709 South
Timberline Road.

Miguel Santana Gonzales, manager applicant, briefly described his background. He stated he has
not had any training with regard to Colorado liquor laws. Mr. Gonzales stated he is responsible for
training the employees. He stated he does not have a current copy of the liquor code on premise.
Judge Lane approved the registration ofMiguel Santana Gonzales as manager of Los Girasoles, 4709
South Timberline Road.

as Manager of Texas Land & Cattle Steakhouse,
100 West Troutman Parkway, Approved
Adam Stapen, attorney representing TXLC of Colorado, Inc., stated the principals are the same as
they were for Lone Star Steakhouse/Saloon of Colorado, Inc. He stated this transfer has occurred
for tax purposes. Mr. Stapen stated the manager, Helmuts Markus Gailitis, is the same as before the
transfer of ownership. He stated changes to the premise is only cosmetic.
Mr. Gailitis stated they card any patron that appears to be under the age of 30. He stated he hasbeen
in the restaurant business for 11 years. Mr. Gailitis stated he is familiar with the liquor code and has
a current copy on premise.
Judge Lane approved the transfer of owner of Lone Star Steakhouse and Saloon, 100 West Troutman
Parkway from Lone Star Steakhouse/Saloon of Colorado, hic., to TXLC of Colorado, Inc., and Trade
Name Change to Texas Land & Cattle Steakhouse.
Judge Lane approved the manager registration ofHelmuts Markus Gailitis as manager ofTexas Land
& Cattle Steakhouse, 100 West Troutman Parkway.
Transfer of Ownership of Thirsty's Liquor,
460 South College Avenue from
Casey H. Park. to Thirsty's Liquor Inc Approved
Young Park, representative for Thirsty's Liquor, Inc., stated she has not made any changes to the
licensed premises. She stated she has attended many classes with respect to selling alcohol. Ms.
Park stated she has a current copy of the liquor code on premise.
Judge Lane approved the transfer of ownership of Thirsty's Liquor, 460 South College Avenue from
Casey H. Park, to Thirsty's Liquor, Inc.

Transfer of Ownership of South Mason Street Crab Shack,
3512 South Mason Street from South Mason Street Crab Shack, LLC,
to Arnev Investments. LLC, and Trade Name Change to Beer Fest Approved
Les Amey, representative for Amey Investments, LLC, briefly described his plans forthis restaurant.
He stated he will require all his employees be trained in the sale and service of alcohol. Mr. Arney
stated he does not have a current copy of the liquor code on premise.
Judge Lane approved the transfer of ownership of South Mason Street Crab Shack, 3512 South
Mason Street from South Mason Street Crab Shack, LLC, to Arney Investments, LLC, and Trade
Name Change to Beer Fest.
Hearing on a New Application from The Rustic Oven, Inc.,
for a Hotel -Restaurant Liquor License at
The Rustic Oven, 123 North College Avenue Approved
Todd Crisson, representative for The Rustic Oven, Inc., was sworn. Mr. Crisson stated he has been
in the restaurant business for 16 years. He stated he anticipates that 65% of his gross sales will come
from the sale of full meals. Mr. Crisson stated this establishment will primarily be a restaurant. He
stated he will monitor the patio and that he has an encroachment permit for that patio. Mr. Crisson
stated he will require all his employees to attend training. He stated any patron that appears to be
under the age of 35 will be carded. Mr. Crisson stated any employee found in violation of the liquor
code will be terminated.
Judge Lane adopted Resolution 2007-13 approving an application from The Rustic Oven, Inc., for
a hotel -restaurant liquor license at The Rustic Oven, 123 North College Avenue, #100.
Hearing on a New Application from
Summit Hotel Properties, LLC, for a
Hotel -Restaurant Liquor License at Hilton Garden Inn,
2821 East Harmony Road. Approved
Kelly Williams, representative for Summit Hotel Properties, LLC, was sworn. She stated food sales
will be approximately 75% of their gross sales. In response to questions from the Authority, Ms.
Williams stated the patio is enclosed with a fence. Ms. Williams stated she has a current copy of the
liquor code on premise. She stated she has been in the hotel business for 10 years. Ms. Williams
stated Summit Hotel Properties, LLC has a TIP's certified trainer that will train employees of the
Hilton Garden Inn.
Senior Assistant City Attorney Ablao stipulated to the petitions as submitted by Oedipus, Inc.
In response to a question from the Authority, Ms. Williams stated the petitions show support for this

Judge Lane adopted Resolution 2007-12 approving an application from Summit Hotel Properties,
LLC, for a hotel -restaurant liquor license at Hilton Garden Inn, 2821 Harmony Road.

Judge Lane noted this hearing had been continued from June 18, 2007.
Michael Hoffman, representative forHoffy's Coffy, Co., was sworn. Mr. Hoffinan briefly described
the petitioning process. He stated he received many positive comments in support of this
application. Mr. Hoffman stated he has attended TIP's training and will provide Deputy City Clerk
Jensen with verification of his attendance.
