SUMMARY OF MEETING: The LPC heard a Conceptual Review on
changes to second floor windows and doors for 252-256 Linden Street
and approved the final design review for changes to a northwest rear
kitchen porch at 515 Remington Street.
CALL TO ORDER AND ROLL CALL: Commission called to order by
Chairwoman Angie Aguilera with a quorum present at 5:35 p.m. at 281 N.
College Avenue, Fort Collins, Colorado. Earen Russell, Angie Aguilera, Alan
Ballou, Agnes Dix, were present. Heather Donahue and Alyson McGee were
absent. Carol Tunner represented City staff.
GUESTS: Tina Van Rikxoord, CSU student; Jeff Valloric, project manager, Fort
Collins Housing Authority, for 252-256 Linden Street; Carl and Jeanne Patton,
owners, and Kevin Murray of Empire Carpentry for 515 Remington.
AGENDA REVIEW: Ms. Tunner said that 515 Remington item is not part of the
Zero -Interest Landmark Loan Program.
STAFF REPORTS: State Historical Fund workshop is August 4, 2006 in Denver.
The National Preservation Conference will be held in October in Pittsburgh, PA.
There was a notice from Karla Smith regarding term limits. Angie Aguilera's term
limit expires in December.
COMMISSION MEMBER REPORTS: None
APPROVAL OF MINUTES: The May 10, 2006 minutes were approved as
submitted.
PUBLIC COMMENT: None. It was noted that a former student of Janet Ore
was observing the meeting.
DISCUSSION ITEM:
252-256 Linden Street — Conceptual Review to Rehab Building Fagade - Jeff
Valloric, Fort Collins Housing Authority Facilities Manager
Mr. Valloric presented two items. The Fort Collins Housing Authority (FCHA)
manages the upper floor at 252 Linden St., which is a single room occupancy
use. The residents are in month -to -month leases. The FCHA wants to do some

upgrades to the building (almost all interior except for windows and doors). They
were also talking about doing something to make the building look better, but the
building's owner does not want to put money into the fagade, so exterior rehab
won't happen now. Mr. Valloric showed pictures of the current door on the
Linden St. side.
Ms. Tunner reported that this is probably the oldest building in Old Town, 1867,
but had been greatly remodeled in 1950 so that it was considered a non-
contributing element to Old Town district in the 1979 local designation. Ms.
Tunner gave the history of the building and showed pictures. In 1986, the FCHA
changed out the 1950 art modern style steel multi-lite windows to wood sliders as
per egress requirements. These windows are decaying.
Mr. Valloric discussed renovation plans for the doors. On the Linden side they
will reconstruct the door glass pane in art modern style with etched glass,
keeping the original metal door and the glass block on either side. The second
floor windows would be replaced by vinyl windows that have that 1950 steel
window look (i.e. square lites instead of sliders). Vinyl is energy efficient. The
other entrance door (on Jefferson) will be rehabilitated with some money left in
DDA/CDBG grants. They will sand the door, refinish and replace the lock
system. The Jefferson Street door would have an upper window. They don't
have the spec sheets yet on that. Ms. Tunner repeated that the building is non-
contributing to the district. Mr. Ballou reported he used solid vinyl windows at
home and is very pleased with them. Ms. Aguilera said vinyl is probably the best
option, but should be checked to see if the grid is in the glass as opposed to a
surface snap -in piece. Mr. Valloric would prefer window glass and snap -ins
given maintenance issues. Ms. Aguilera would like to see this on spec sheets.
Mr. Valloric will look at costs of options. Ms. Aguilera would rather have a
permanent grid mounted to exterior glazing or embedded in glass.
Mr. Valloric asked about color preferences for the doors. White is the standard
now. Ms. Aguilera said the original was probably metal color or white, and it is
important that the doors look like they work. After discussion about what to do to
fix up the old historic door, Ms. Tunner asked Mr. Valloric to bring in door plans,
window spec sheets, colors, and prices, and to bring those all in for final review.

DISCUSSION ITEM:
515 Remington Street - Carl Patton
Mr. Patton presented a PowerPoint presentation on the work proposed for 515
Remington Street, his investment property. The work will begin in May 2007.
The back view showed the work that will be done on the NW back porch. This
was converted to the kitchen and is in great disrepair. He also showed pictures

of the condition of the fascia, soffit, woodwork, trim and brick needing repointing.
He has done previous work on rebuilding the brick chimneys.
The porch kitchen windows are so bad that they need replacing with single pane
casements. The other existing conditions are a shifting foundation, needed
rehab of bead board and skirting, and no insulation under the porch/kitchen. A
non -historic cinderblock foundation will be replaced with concrete. Mr. Patton
said that wood windows will be used. He said that the fascia, soffit and gutters
will be restored. Mr. Patton stated that the internal gutters will be repaired so as
not to disturb the crown molding. The bricks will be repointed as there is some
water damage. The work will be done by Boyd Bartlett Masonry and he will test
the mortar so as to use the appropriate type. Ms. Russell said that she
appreciated the thoroughness of the presentation.

Ms. Dix moved to accept the final design for the items presented. The
proposed work meets Section 14-48 of the Municipal Code. Ms. Russell
seconded the motion. Motion carried by a vote of 5-0.
DISCUSSION ITEM:
Ms. Tunner reported on ghost signs in Fort Collins. The China Palace fagade is
going to be removed, and a three story building is proposed that will cover the
Owl Cigar sign on the side of the Robert Trimble Block next door. Ms. Tunner
has been directed to go through a public process to make citizens aware of the
significance of ghost signs, and try to develop a city policy to save ghost signs,
that can be presented to City Council. She is starting with this presentation to
the Landmark Preservation Commission. She showed a copy of a ghost signs
draft study she had been working on. She would like input from the LPC, and
rather than forming an LPC sub -committee, she would like to add this to the
agenda as an ongoing item. She would also ask for help with the tasks. Ms. Dix
has already volunteered to help lead tours. Some cities are very strict to save
signs, others are not. She is also in the process of hiring Adam Thomas of
Historitecture to do a ghost sign survey with context and a survey of the El
Palamino Motel on N. College Avenue.
