SUMMARY OF MEETING: The LPC heard further changes to a
proposed addition at 417 South Whitcomb, and approved the work
under Section 14-72 of the Municipal Code; staff updated the
Commission on establishing a policy for Ghost Signs; Commission
members watched a training video titled "Windows, Preservation
Treatments," from the Illinois Preservation Agency.
CALL TO ORDER AND ROLL CALL: Commission called to order by Chairwoman
Angie Aguilera with a quorum present at 5:36 p.m. at 281 N College Ave., Fort Collins,
Colorado. Alyson McGee, Earen Russell, Ian Shuff, were present. Agnes Dix, Heather
Donahue, and Allan Ballou were excused. Carol Tunner & Karen McWilliams
represented staff.

AGENDA REVIEW: No changes.
APPROVAL OF MINUTES: The July 12, 2006 minutes were approved as submitted
STAFF REPORTS: Ms. McWilliams passed around information on the Colorado
Community Revitalization Association's annual conference, to be held in Greeley
September 27-29, 2006. Ms. McWilliams also discussed a new City program, the Fort
Collins Urban Design Award, which recognizes excellence in various design categories.
Ms. Aguilera will represent the Landmark Preservation Commission on this award
committee. Ms. McWilliams also passed around information on the Friends of CSU
Libraries' presentation of a new film on the Cache La Poudre River National Heritage.
She also reminded the Commission about the Historic Preservation Commission
training workshop, to be presented by the Colorado Historical Society on Friday,
September 14, 2006, and encouraged Commission members to attend.
COMMISSION MEMBER REPORTS: Ms. Russell attended the August 3, 2006 DDA
meeting. First issue was a request for funds for restoring the Giddings building, for
exterior and interior refurbishing. Poudre Fire Authority is planning an expansion,
adding a 3-story building at Remington and Mountain replacing an existing park area.
Also, the Housing Authority discussed the building at the southeast corner of Linden
and Jefferson which had been reviewed previously by the LPC. The DDA is requesting
the owner to do some further exterior facade improvements with an offer of matching
money, so this may come back to the LPC.

Ms. McWilliams began with an overview of the project to date, and the review process.
Richard Anderson discussed design elements affecting the home, as visible from the
corner of Mulberry and Whitcomb. Mr. Anderson began by stating that his clients loved
the Commission's suggestions to set the addition back and make it subservient to the
original, to minimize the impact of the alterations from the structure's front view. Many
of the Commission's comments from the previous preliminary hearing were incorporated
into the revised plans. According to Mr. Anderson, the changes to the design involved
moving the addition's facade back, and pushing the front line of the addition north on
the property. Mr. Anderson went on to present the front elevation plans showing a
projection of the roof plane of the deck two feet in front of the roof plane of the original
structure. Ms. Aguilera brought up the issue of dormer size and overhang, and
suggested simplifying the details, which would make the dormer smaller; Mr. Shuff and
Ms. McGee agreed, stating that eaves on the gable should be made smaller, resulting in
the roof of the deck not being higher than the original roof. Mr. Anderson concurred.
Ms. McGee expressed concern regarding the roof of the new addition not being set
apart from the original, and not allowing the original structure to remain distinguishable
from the addition. Mr. Shuff and Ms. Aguilera suggested that the north wall be
delineated by creating a break in the wall. This could be accomplished by jogging in the
stair section 6-8 inches. Additionally, a notch could be added in the roofline,
differentiating the original and new. Mr. Anderson stated that these changes would be
acceptable to his clients. The proposed shed roof would cause minimal impact, and it's
positioning, 30 feet back, would not present any significant problems, according to Ms.
Aguilera. Ms. Russell asked if the siding would be wood, and Mr. Anderson stated that
it would be horizontal wood, with a narrow profile to match that of the original building.
Mr. Shuff moved and Ms. McGee seconded the motion, that the proposed design,
with changes discussed at this meeting, would not likely affect the eligibility of
this property for individual landmark designation. Motion passed 4-0.
DISCUSSION ITEM:
Ghost Signs: Policy Development.
Ms. Tunner discussed the progress of creating a City policy regarding ghost signs and
their preservation. Adam Thomas, Historitecture has been hired to do a context and
survey of ghost signs which is scheduled to be completed by January 31, 2007. He will
make presentations of his findings to the LPC, the DDA and the City Council if
necessary. Ms. McGee stated that the cities of Aspen and Salida may have recently

completed their own surveys and that they could be looked at as examples. Ms. Tunner
discussed the research she has done regarding conservation easements, TDR's, and
other financial incentives. Also discussed was the possibility of placing a second story
within the current height of the China Palace building; although windows would be
added for the 2"d level. It is not known if preservation of the underlying facade would be
taken into consideration as the building is not eligible for designation in its current state.
Also discussed was the possibility to change the second floor into a patio for The
Stonehouse Grill, located to the south.

The video entitled "Windows, Preservation Treatments," produced by the Illinois Historic
Preservation Agency, was shown to the commission members.
