HomeMy WebLinkAboutBuilding Review Board - Minutes - 09/28/2006M FORT COLLINS FUILDINO REVIEW BOARD Regular Meeting — September 28, 2006 A regular meeting of the Building Review Board was held on Thursday, September 28, 2006 in the Council Chambers of the Fort Collins Municipal Building at 300 LaPorte Avenue, Fort Collins, Colorado. BOARDMEMBERS PRESENT: Gene Little John McCoy Jim Packard Michael Smilie, Chair BOARDMEMBERS ABSENT: David Carr STAFF MEMBERS PRESENT: Felix Lee, Neighborhood & Building Services Director Delynn Coldiron, Contractor Licensing & Admin Services Coordinator AGENDA: 1. ROLLCALL The meeting was called to order and roll call was taken. 2. APPROVAL OF NENUTES McCoy made a motion to approve the minutes from the July 27, 2006 meeting. Little seconded the motion. The motion passed. 3. James Black, d/b/a Black Construction, Inc., Case # 13-06 The appellant was seeking a license upgrade to a Class B license. He was granted a Class D2 license in January, 2006. The appellant initially asked for a Class C2 license and took and passed the City's C2 exam; however, the project experience submitted was sufficient only for a D2license. The appellant provided additional project documentation for the Board's consideration including a 12,000 square foot office building he had constructed, together with numerous commercial . projects that included structural modifications. The appellant noted that the primary focus of his company is damage repair and restoration of,structures due to fires, floods or other insurance - type losses/claims. However, he stated that he wanted the opportunity to get involved in new building construction should the opportunity arise. BRB September 28, 2006 Pg 2 The Board also considered that the appellant holds either Class A or B licenses in Arvada, Aurora, .Centennial, Denver, Thornton, Westminster and Castle Rock. Little made a motion to approve a Class B license limited to repairs, damage restoration or capital improvements on any building that was five stories or less in height. McCoy seconded the motion. After Board discussion, Little withdrew his motion. Smilie made a motion to approve an unrestricted Class Cl license. Little seconded the motion. Vote: Yeas: McCoy, Little, Packard, Smilie Nays: None 4. Randy McBlair, d/b/a Millennium Basements, Case #14-06 The appellant was seeking a Class D2 license limited to basement finish construction but stated during the meeting that he would like the opportunity to construct residential additions in an effort to get an unrestricted license. The Board considered the appellant's building experience which was primarily limited to basement finish projects. The appellant did not have any project experience that included the construction of residential additions or garages as prescribed by the City's licensing ordinance that met the criteria for a Class D2 license. Little made a motion to approve a Class D2 license limited to basement finish work. Packard seconded the motion. The motion was then amended to include all non-structural residential finish work. Packard seconded the amendment. Vote: Yeas: McCoy, Little, Packard, Smilie Nays: None The Board explained to the appellant that he could come to them on a case by case basis to ask for an exemption to his limited D2 license that would enable him to perform residential addition work should the opportunity arise. 5.. Norman Brown, d/b/a Norm Brown Roofing, Case # 15-06 The appellant was seeking reinstatement of his roofing license which had been revoked by the Board in 2000. The appellant appeared before the Board on May 27, 1999 and June 24, 1999 due to violations that had occurred related to working without permits. He appeared before the Board a third time on January 27, 2000 for additional violations, at which time the Board revoked his roofing license. Since that time, additional violations continued to accrue. These violations included working without permits, without a valid license and non -adherence to Stop Work Orders. Theviolations resulted in fines, as well as actual jail time for the appellant. BRB September 28, 2006 Pg. 3 . Q The appellant mentioned to the Board that he.needed to get his license reinstated so that he. could buy buildings permits for City jobs: He provided clarification on the causes of his previous violations and stated that he would try to adhere to City policy as he did not want to spend further time in jail. The Board reviewed all of the violations that had occurred, as well as other complaints that were included in appellant's file. Little made a motion to approve reinstatement of the appellant's roofing license. McCoy seconded the motion. Vote: Yeas: McCoy, Little, Smilie Nays: Packard The Board warned the appellant that should any further violations occur, license suspension would be immediate and he would be required to come back to the Board for another license hearing. They added that if violations were found to have occurred, the probable result would be a re -revocation of his roofing license. Other Business A. Budget: Felix shared information on how the current budget reduction efforts were impacting Neighborhood & Building Services. B. Board Member Eligibility: Felix shared that two Board members, Charles Fielder and Leslie Jones, had recently been required to resign due to moves outside of the City's UGA. He provided a map to the remaining BRB members to assure that there were no further eligibility concerns due to this issue. C. IBC Review. It was noted that the IBC review committee would have its first meeting on Wednesday, October 0. Meeting adjourned at 2:45 p.m. mgi Mike Smilie, Board Chair
