BOARDMEMBERS PRESENT: Charles Fielder Leslie Jones Gene Little Michael Smilie' BOARDMEMBERS ABSENT: David Carr John McCoy Jim Packard STAFF MEMBERS PRESENT: Felix Lee, Neighborhood & Building Services Director Delynn Coldiron, Contractor Licensing & Adaun Services Coordinator � 1. ROLLCALL The meeting was called to order and roll call was taken. 2. APPROVAL OF MINUTES Smilie made a motion to approve the minutes from the June 29, 2006 meeting. Jones seconded the motion. The motion passed. 3. Jason Nohr, d/b/a Nohr Heating & Air Conditioning, Case # 10-06 The appellant withdrew his case. 4. Ray Hartzell, Case #11-06 The appellant was seeking an exemption to the City's licensing ordinance that would enable him to build a 7 W x 20 W addition to the upper level of a unit within a duplex he owns and lives in. City ordinance requires that a licensed contractor perform such a project since the construction is for something other than a detached single family residence or associated building and exceeded BRB July 27, 2006 pg. 2 S. the scope and prescribed dollar limit that would otherwise have enabled a building owner to perform the work. The appellant reviewed his building experience, including the construction of two single family dwellings and a residential addition. Little made a motion to deny the appellant's request based on the fact that he appeared to have the necessary experience to get a contractor's license and should move forward with doing so. Jones seconded the motion. Vote: Yeas: Little, Jones, Fielder, Smilie Nays: None Bruce Brown, d/b/a CJR Construction, LLC Appellant was seeking approval of a Class Dl license with the City of Fort Collins; however, staff was unable to approve the license requested since the appellant violated the licensing ordinance by working without a permit and/or a license. According to the ordinance, when known violations have occurred, the violator (appellant) must appear before the Board for determination on the appellant's fitness to be granted a license prior to one being granted. According to the appellant, he and his business partner, Cynthia Reffler, had been working towards obtaining a Class. DI license since their business was started in 2002. They bad completed numerous projects in Weld and Larimer Counties and have 15+ years of building experience between them, The appellant's project experience, as well as the alleged violations, were discussed The general feeling of . the Board was that the violations were a result of some confusion with regard to licensing and permitting requirements and that the appellant should be granted a license. Jones made a motion to approve the appellant's inquest for a D i license. Little seconded the motion. Vote: Yeas: Little, Jones, Fielder, Smilie Nays: None 6. Other Business None.
