Board Vice -Chair Jon Fairchild called the meeting to order with a quorum present at 4:08 p.m.

Approval of the Minutes of the March 1, 2007 Meetine
Robert Sullivan moved that the minutes of the January 11, 2007, meeting be approved. Dan Byers seconded the
motion. The motion passed unanimously 5-0 (Denise Rogers arrived later in the meeting).
Buildine Advocacy for Affordable Housing.
Candace Mayo, Executive Director of Habitat for Housing, attended the meeting and made a presentation to the
Board regarding her organization's mission, exiting projects, and future projects. Highlights of the presentation are
summarized below:
Candace started by reviewing her personal background including her work for the Loveland Housing Authority up
to becoming the first Executive Director of the Fort Collins Chapter of Habitat for Humanity in 2000. The Fort
Collins Chapter was started in 1993 and was averaging about 1 new house per year. In 2006, the Chapter completed
10 homes and has completed a total of 37 homes so far in Fort Collins.
Most funding for new homes comes from local sources. City funding is basically used to purchase land. Local
entities are now sponsoring homes and she used the Lincoln Jr. High student project as an example. Families are
required to supply "sweat equity" in their homes. HUD regulations define "affordability" as paying no more than
30% of a family's income for housing. When a family purchases a Habitat home, their house payment is based on
30% of their income at the time of closing Habitat families are all below the 50% AMI level. There are several
loans on the property, including a loan for the land and a loan on the "bricks." If a Habitat homeowner sells the
house in the future they receive the total benefit of the market appreciation, after all loans have been repaid.
Candace reviewed several Habitat projects, including:
• The 4-plex at Rigden Farms, that also had 2 Carriage Houses that are "market" units to help subsidize the
Habitat units

• The Parade of Homes joint effort with a private builder
• The Woman -Build Program
In addressing a question from the Board, Candace elaborated on how families are selected to receive a Habitat
home.
Development Impact Fee Freeze for Affordable Housing Projects
The Board had a long discussion as to whether or not to pursue this issue. Staff explained what an impact "freeze"
would actually mean, i.e., other funds would need to be found to cover any gaps in the differences between current
and future impact fee levels. It was agreed that if the issue were going to be pursued, that a solution should also be
offered to the Council. The Board asked staff to research some data (affordable housing funding levels and impact
fee increases for the last 10 years) that could be used for justification in a position to be taken by the Board. The
bottom line would be to place the Board in a position to advocate for additional funding for affordable housing
purposes. Given the current policy focus of the Council, any recommendation should be connected to the issue of
economic development.
Periodic Review Process
The Board delayed discussion of this item until the May meeting where it will be discussed. Chair Denise Rogers
requested Board members come prepared to answer the questions of the questionnaire that is due to the City Clerk
by July 9 in time for the Council Work Session on July 24.This item will continue to appear on the Board's agenda
until the questionnaire is completed.
