Staff: Lt. Jim Broderick, Assistant City Attorney Greg Tempel, and Angelina Sanchez -
Sprague, Recorder.
The meeting was called to order at 6:01 by Chair Harry Edwards.
Minutes:
Chris Kahler and Anne Berry asked for revisions to the minutes. Glenn Strunk made a
motion to approve the April 11, 2007 CRB minutes with corrections. Dennis Baker
seconded the motion. There was no discussion and the motion passed 6:0.
Voice Mail Reports:
• CRB Voice Mail Message Report. Harry reported that as of 10:50 a.m. on May 9,
2007 there were no messages.
• Bias Policing Voice Mail Report. Jim Broderick said there were no messages in
the Bias Policing voice mail box as of May 9, 2007.
Public Input: None. Harry Edwards noted former members Maria Martinez & Brian
Carroll, who he nominated, were honored at the Human Relations Commission Human
Relations Award Breakfast on May 1. He'd heard they appreciated the recognition both
at the event and in the Coloradoan reporting after the event.
New Business:
_Skillls Academy for Police Officers. With information of what times might work for
members to participate with new officers on Skills Academy training, Lt. Broderick set a
joint training session for Defensive Tactics -Scenario Training on Friday, July 13, from 1-
5 p.m., 2501 Midpoint. Additional training would also be taking place that week. Harry
asked that Jim distribute the schedule of other classes so members could inform him if
they wanted to participate in additional training.
July 13`" is the date of the regular CRB meeting. Depending on what regular business
needs to be addressed in a July timeframe, the decision to meet''/2 hour earlier than the
training will be deferred to a later date.
Harry asked about the department's decision relative to using tasers. Jim reported that
for a number of reasons including their effectiveness (distance at which most effectively
used, the cost, and their ability to penetrate layers of clothing,) the department has
decided not to be in a hurry on moving forward on such an expensive proposition. Some
tasers are available, however, for use by the SWAT team.
Pending Cases:

Dennis reported he will be out of the country on June 13`", the date targeted to distribute
case information to the subcommittee. Jim will work with Sgt. Reed and Dennis to
establish a schedule that'll work for the affected parties.
Old Business.
Distribution of CRB Process Templates. Lt. Broderick distributed copies of the following
template documents:
• Complainant's notification letter (with other protocol information for posting
meetings.)
• Subcommittee meeting minute format
• Subcommittee template for conducting proceedings (prepared by Harry)
• How to go into Executive Session
• Subcommittee finding format (letter to City Manager and Chief Harrison.)
• Subcommittee memo that goes with finding.
Greg Tempel is available for the subcommittee prior to release of their findings
for legal consultation/review.
Adjournment: Dennis Baker moved to adjourn the meeting. Chris Kahler
seconded the motion. The meeting adjourned at 6:46 p.m.
