A regular meeting of the Human Relations Commission was held on Thursday, July 12,
2007 in the CIC Room, 300 W. Laporte Avenue, Fort Collins, Colorado.

1. CALL TO ORDER
The meeting was called to order by Vice Chair Elaine Boni at 5:30 p.m.
PUBLIC INPUT. Rebecca Morris formerly from San Diego, has recently moved to Fort
Collins and is interested in supporting the efforts of the Human Relations Commission.
Ms. Morris' worked with non-profit agencies in the San Diego area resulted in large
numbers of volunteers helping those in need in Mexico and Rumania. She'd like to
bring that experience to serve and to help unify non -profits in Fort Collins.
GUEST SPEAKER. None.
3. AGENDA REVIEW
Recommended changes to the agenda outline include replacing Maya & Karen's
names after Educational Outreach and replacing Cristina name after Public Relations
and Community Recognition.
APPROVAL OF MINUTES
Cristina Matsushima made a motion to approve the June 14th HRC Minutes as
revised. James Ross seconded the motion. The minutes were approved 6:0.
BUDGET REPORT/APPROVED EXPENDITURES
Becky an available balance of $1, 852.23. DBA gift certificates in the amount of
$100.00 were provided to Mims Harris for her expertise at facilitating the HRC Retreat.

4. COMMITTEE REPORTS
Executive/Maryanne. No Report.
Government Relations/Elaine. Elaine provided historical context of the ongoing
interaction of the HRC and the Citizen Review Board (CRB.) She also explained
what was required for HRC members to be trained for the Citizen Liaison Program
(CLP.) She reported that the service is not used much by citizens and believed it
was due to a lack of publicity and marketing information to assist individuals
needing the service Paige suggested that the program, with marketing
enhancements, should be monitored as a pilot program. If the CLP program use
was still low after improved marketing the Commission should consider
discontinuing their support and using their energy in another direction. Elaine will
look for a Thursday evening in September or October for members to meet with
Sgt. Russ Reed for Internal Affairs processes training. She would also get ride
along sign up forms from Patrol.
Education/Community Outreach/Maya & Karen. Maya reported the committee had
met and continued discussion of the Season of Lights idea. In fact, guest Rebecca
Morris had attended that committee meeting and had made contact with a
Downtown Business Association (DBA) staff person to learn more about the
respective roles the DBA and the City play in the downtown holiday display. She
learned the DBA helps fund the event but it's the City who takes care of all
logistics.
Becky reported that Council will be considering a resolution as a discussion item
that would authorize the City Manager to appoint a task force of citizens to review
the City's holiday display policy. The draft resolution states that the Task Force will
be made up of a diverse cross section of the community. Groups invited to appoint
a representative will include the HRC.
Maya said the committee had considered seeking financial support from HP or
Agilent to offset the large fees for nationally known speaker, Lee Men Wah. Karen
had recommended him as a speaker for the Fall, 2008 Eracism Film Series and
the CSU Diversity Conference. Becky reported that in the past the Commission
had asked the City Attorney's office what the City's position was on boards &
commissions seeking financial sponsorships. The City prefers that boards &
commissions not seek financial sponsorships from other entities but rather to make
known financial needs to City Council. Joann recommended the committee not
take a leadership role in getting Mr. Wah to Fort Collins but rather provide the
information to both the Eracism Series Committee and the CSU Diversity
Conference Committee for them to proceed as they see fit.
Public Relations & Community Recognition Paige. Cristina reported the committee
will meet July 16, 6:30 p.m. at Coopersmith's. She wondered if Becky had gotten
a time estimate and cost from the City's Management Information Systems (MIS)
relative to when they could work on an interactive web Human Relations Award
nomination form and at what cost. Becky reported they could start the first part of
August 2007 and could do so at no cost. When completed individuals could
submit nominations any time during the year to the hrc@fcaov.com email box,
which would be monitored by Becky.

5. OLD BUSINESS
Tag Line for Business Cards Elaine asked if there were any suggestions for a
"tag line." Should they consider something on the same vein as the HRC mission
statement. "As community leaders and advisors to City Council, we research,
deliberate, and take proactive and responsive measures to promote the dignity of
individuals and groups in Fort Collins." No one had any ideas and James
suggested they complete the suggestion process via email. He would confer with
his wife Teresa and share which suggestions would lend themselves well to
powerfully translated Spanish tag lines.
• Board & Commission Periodic Review Questionnaire Both Maryanne and Elaine
will be at the July 24 Council worksession at which the HRC will be one of several
boards being reviewed by City Council.
6. NEW BUSINESS
• Sneaker for July 17 City Council Meeting Joann will attend the July 17th City
Council meeting. She plans to thank City Council for their support of the HRC and
inform them of the recent retreat and HRC mission statement.
• Building Bridges with City Council The Commission brainstormed ideas on how
to solidify a good working relationship with City Council. Some ideas presented
were: appear on a monthly basis at a City Council meeting, represent a variety of
issues (not just controversial issues,) collaborate with City Council on issues of
mutual interest, recognition of positive things in the community, inviting Council
Liaison Lisa Poppaw to HRC meetings as needed.
• New HRC Member. Becky reported a new HRC member will be named to the
HRC at City Council's July 17tn meeting.
• Other. Thanks to Paige for Retreat Planning. Thanks to Mims Harris for acting as
the facilitator of the HRC's recent retreat. Cristina will prepare a thank you note for
Mims. Maryanne & Joann HRC terms expire 12/31/07. If they are interested in
continuing, they need to let Karla Smith in the City Clerk's office know by July 20tn
