Chairperson John Morris called the meeting to order at 5:30 p.m.

Board Discussion
Chairperson John Morris discussed the last meeting with a reminder that the Board is not to talk
about any specific customer accounts. The Board can talk about concepts but not about business
accounts in particular. Board Member Dan Bihn said the City's Web site explains the Wind
Power Program from the City of Fort Collins' point of view. Since the City of Fort Collins does
not buy RECs, and Platte River Power Authority does, Steve Wooley proposed that City Council
encourage Platte River to check into CSU wind power. The Electric Board is encouraging City
Council to request Platte River strongly consider preference to the CSU green power project and
its integrated resources. A motion was made by Board Member Steve Wooley, and seconded by
Tom Barnish. The motion passed unanimously.

Introduction
Chairperson John Morris introduced the new City Council Liaison, Wade Troxell, to the Electric
Board. Councilman Troxell told the Board how excited he was to be there and be a working
with the Electric Board.
Minutes of April 18, 2007
Board Member Dan Bihn made a motion, seconded by Board Member John Harris, to approve
the minutes of the April 18, 2007, meeting. The motion passed unanimously.
Public Utilities Reeulatory Policy Act (PURPA) Standards
Electric Planning & Engineering Manager Bill Bray was back before the Electric Board to get
support for a resolution regarding the PUPRA Standards to be presented to the City Council in
July. At the April 18, 2007, meeting, Mr. Bray presented detailed information on PURPA
Standards. Because the Fort Collins Utilities has retail sales in excess of 500 million kWh, it is
subject to PURPA provisions. PURPA, as amended, requires that regulatory authorities and
utilities consider the standards after notice and public hearing, and make a determination in
writing whether or not to implement such standards. A regulatory agency or utility may
determine that it is not appropriate to adopt a particular standard and may decline to do so as
long as it sets forth its reasons in writing. Fort Collins Utilities has had the City of Fort Collins
Attorney's Office review all the PURPA Standards. After review, they summarized how each
standard is applicable to Fort Collins Utilities.
In review, the five new additions to the PURPA Standards are:
• Net Metering, [Section 1251 (a) (11)];
• Fuel Sources Standard, [Section 1251 (a) (12)];
■ Fossil Fuel Generation Efficiency Standard, [Section 1251 (a) (13)];
■ Smart Metering (with time -based schedules), [Section 1252 (a) (14)]; and
• Interconnection, [(Section 1254 (a) (15)].
The City of Fort Collins staff, after a complete review of the PURPA Standards, recommended
adoption of the resolution stating that the City of Fort Collins has given consideration to the
2005 PURPA Standards. After discussion by the Board, John Harris motioned to approve
the resolution and Dan Bihn seconded it. The motion was unanimously approved.
Enerav Policy Update
Energy Services Engineer John Phelan presented the Energy Policy update. The timeline for the
energy policy report extends from 1992 to 2006. In comparison to 1992, in 2006 there were 54
percent more people in Fort Collins using 70 percent more energy with a 105 percent higher
peak. This growth rate shows more people are using more energy. The Energy Policy Goals
addressed reliability, rates and the environment. One of the targets was to reduce per capita
energy consumption 10 percent by 2012. Another target was to reduce per capita peak demand

15 percent by 2012. A supply target was to increase renewable energy to 15 percent by 2017.
The reliability highlights for 2006 are:
• Electric system reliability was 99.9947 percent (goal 99.9886 percent);
• The average outage duration was 48 minutes (goal <60 minutes);
• On average, individual customers experienced 0.53 interruptions; and
• The undergrounding program was completed.
The definition of an interruption is any loss of power longer than one minute. In 2006, there was
only one-half of an interruption during a year per customer. Undergrounding, was substantially
completed in 2006. The City of Fort Collins is 98.5 percent underground today. Future
undergrounding will extend to areas annexed by the City. Maintenance and replacement of
equipment to maintain reliability will be the primary focus in the future.
Rates are reported twice a year showing the City of Fort Collins is 30 percent lower than Excel.
Some of the energy- efficiency programs for residential customers are the:
• Clothes Washer Rebate Program;
• Regrigerator and Freezer Recycling Program; and
• Residential Lighting Program.
The City of Fort Collins has information and expertise on programs, such as:
• The Power to Save;
• What to Look for in a New Home; and
• Environmental Program Series. (Business and Residential)
Other residential services include:
• ZILCH (zero -interest loan);
• REACH (income -based weatherization);
• HotShot (water heater load control); and
• Home Energy Ratings.
Programs for commercial efficiencyinclude:
• LIGHTENUP;
• Electric Efficiency Program;
• Cooling Rebate Program; and
• Integrated Design Assistance Program.
Other commercial programs and services include:
• Climate Wise;
• Keep Current;
• Electri-Connect;
• Energy Assessments/Technical Assistance; and
• Business Environmental Program Series.

The growth in programs since 2002 may be contributed to the addition of more programs and
expansion of existing programs to help residential and commercial customers conserve energy.
Just over 51 tons of carbon emissions can be tied to the energy programs in reduction of carbon
emissions for 2006. The energy saving programs help Fort Collins Utilities be more reliable,
keep our rates low and help reduce the carbon emissions. Chairperson John Morris would like to
put this on the agenda for a later meeting to make sure the City is meeting their goals.
Routine Updates
Board Members Dan Bihn, Steve Wooley and Jeff Lebesch will give updates on their reports at
the next Electric Board meeting on June 20, 2007.
Other Business
Tom Barnish would like to discuss renewable energy to meet the policy goals at the next
meeting.
