A regular meeting of the Liquor Licensing Authority was held on July 24, 2006 in Municipal Court,
Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated the transfer of ownership of the Albertson's from Albertson's, Inc.,
to Albertson's, LLC will be heard under Other Business.
Show -Cause Hearing for Janette's Phamarcy, Inc.,
dba Park Central Liquors,1624 South Lemay Avenue,
Stipulation Agreement Approved
Joe Fonfara, attorney representing the applicant, stated he has reviewed the stipulation agreement
with his client.
Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the Licensee
has agreed to a 15 day suspension, 5 days served (by paying a fine in lieu of suspension of $765.24),
and 10 days held in abeyance for 1 year for violation of Colorado Liquor Code Regulation 47-304
between April 2003 and June 2006 by failing to maintain the corporation in good standing with the
Secretary of State's office.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Park Central Liquors, 1624 South Lemay Avenue.

Tastings Permit Application from
Wilbur's JV, LLC, dba
Wilbur's Total Beverage,
2201 South College Avenue, Approved
Dennis Dinsmore, representative for the applicant, was sworn. He gave a detailed explanation of
how tastings will be conducted at Wilbur's Total Beverage. Mr. Dinsmore briefly described the
petitioning process.
Judge Lane approved the tastings permit application from Wilbur's JV, LLC, dba Wilbur's Total
Beverage, 2201 South College Avenue.
Request Permit Application from Criterion Group, LLC,
dba The Melting Pot to Change, Alter, or Modify the
Licensed Premises at 334 East Mountain Avenue
from August 18 through August 20, 2006, Approved
Ryan Houdak, representative for Criterion Group, LLC, briefly described the proposed changes. In
response to questions from the Authority, Mr. Houdak, stated he will have staff monitoring the fence
line as well as the entrance into the outdoor seating area.
Judge Lane approved the request from Criterion Group, LLC, dba The Melting Pot to change, alter,
or modify the licensed Premises at 334 East Mountain Avenue from August 18 through August 20,
2006.
Hearing on a New Application (Change in Class of License)
from Road 34 Deli & Tavern, LLC, for a Hotel -Restaurant Liquor License
at Road 34 Bike Bar,1213 West Elizabeth Street, Unit A, Approved
Will Overbagh and Will Owens, representatives for Road 34 Deli & Tavern, were sworn. Mr.
Overbagh stated they have not changed the premises since acquiring this licensed through a transfer
of ownership on December 5, 2006. He stated their staff has attended Officer Younger's classes as
well as being TIPS trained. Mr. Owens stated he will be responsible for the bike shop and Mr.
Overbagh will be responsible for the restaurant.
Judge Lane adopted Resolution 2006-09 approving a new application (change in class of license)
from Road 34 Deli & Tavern, LLC for a hotel -restaurant liquor license at Road 34 Bike Bar, 1213
West Elizabeth Street, Unit A.
Other Business
Albertson's Transfer of Ownership
July 24, 2006
Richard J. Rotole, attorney representing the licensee, briefly described the transfer. He stated this
transfer will not affect the day to day operations. Mr. Rotole stated the State has completed their
background check and have found no criminal history.
Judge Lane approved the transfer of ownership of, Albertson's #814, 1636 North College Avenue,
Albertson' #862, 3660 South Mason, Albertson's #876, 731 South Lemay, and Albertson's #814
Fuel Express, 1660 North College from Albertson's, Inc., to Albertson's, LLC.
