LIQUOR LICENSING AUTHORITY MINUTES
Regular Meeting - August 21, 2006

A regular meeting of the Liquor Licensing Authority was held on August 21, 2006 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Aimee Jensen, Deputy City Clerk
Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from August 7, 2006
Registration of Christopher Barrett
as Manager of Mulligan's Pub,
2439 South College Avenue, Approved
Christopher Barrett briefly described his background, stating that he is TIP's certified and has
attended Officer Younger's training. He stated he will have any new employees attend Officer
Younger's class. Mr. Barrett stated all patrons are carded. He stated any employee found in
violation of the liquor code is immediately terminated. Mr. Barrett stated he has current copy of the
liquor code on premise.
Judge Lane approved the registration of Christopher Barrett as manager of Mulligan's Pub, 2439
South College Avenue.
Tastings Permit Application from
Wine Ventures, Inc., dba Old Town Wine & Spirits,
214 South College Avenue, Unit 1, Approved
Charles Carlson, representative for the licensee, stated he has recently attended Officer Younger's
class. He stated he will be meeting with Officer Younger individually to review his control plan.
Mr. Carlson detailed how he will conduct tastings to ensure all rules are followed.
Mr. Carlson stated he personally circulated the petitions and that they were in support of this
application.
Judge Lane approved the tastings permit application from Wine Ventures, Inc., dba Old Town Wine
& Spirits, 214 South College Avenue, Unit 1.

Transfer of Ownership of Flambe's,
1027 West Horsetooth Road, from BigDog, LLC
to Tee Shots, LLC, and Trade Name Change to Pappy's Corner Pub, Approved
Mike Demma, general manager, briefly described the type of premise this will be. He stated he
expects that their gross sales of food will be approximately 50%. Mr. Demma stated they will have
a breakfast menu for the weekends. He stated they are only making only cosmetic changes. Mr.
Demma stated all his employees attended Officer Younger's training. He stated they have zero
tolerance for violating the liquor code.
Marvin Barstow, representative for the licensee, stated Mr. Demma will eventually be registered as
the manager.
Judge Lane approved the transfer of ownership of Flambe's, 1027 West Horsetooth Road, from
BigDog, LLC
Transfer of Ownership of China Palace,
117 South College Avenue, from China Palace Restaurant, Inc.,
to Lu, Inc., and Trade Name Change to Lulu Asian Bistro, Approved
LePing Zhu, attorney representing the licensee, stated they have an interpreter. Ms. Zhang stated she
has recently received her TIP's certification. She stated she will be on premise on a daily basis. Ms.
Zhang stated she will hire a bartender to assist in the sale and service of alcohol. She briefly
described the changes they will make to the premises. Ms. Zhang stated she will not be open past
9:30 p.m. She stated any new employee will be required to attend Officer Younger's training. Ms.
Zhang stated any employee found in violation of the liquor code will be immediately terminated.
Judge Lane approved the transfer of ownership of China Palace, 117 South College Avenue, from
China Palace Restaurant, Inc., to Lu, Inc., and trade name change to Lulu Asian Bistro.
Hearing on a Change of Location Application from
Janette's Pharmacy, Inc., to move a retail liquor store license
from 1624 South Lemay Avenue to
802 East Mulberry, Approved
Josh Critchfield, representative for the licensee, stated the new location will be smaller than the 1624
South Lemay Avenue. He briefly described the premise. Mr. Critchfield stated he will be on
premise on a daily basis.
Mr. Critchfield briefly described the petitioning process. He stated he personally did the petitioning
and that he received support for this application.
Judge Lane approved the change of location application from Janette's Pharmacy, Inc., to move a
retail liquor store license from 1624 South Lemay Avenue to 802 East Mulberry Street.
